【摘要】：中國(上海)自貿(mào)試驗(yàn)區(qū)核心任務(wù)是制度創(chuàng)新,主要涉及貿(mào)易監(jiān)管制度、金融制度、政府治理制度、投資管理制度、稅收制度等領(lǐng)域,這些改革措施在上海自貿(mào)試驗(yàn)區(qū)一旦實(shí)施成熟,將在國內(nèi)其他城市相繼推廣。作為緊鄰上海的港口型城市,常熟必將受到上海自貿(mào)區(qū)制度創(chuàng)新的"虹吸效應(yīng)"影響,其部分高級人力資源、資本、企業(yè)等資源可能會(huì)向上海轉(zhuǎn)移。但從長遠(yuǎn)來看,上海自貿(mào)區(qū)制度創(chuàng)新將給常熟帶來更多的輻射效應(yīng),有利于常熟承接新一波產(chǎn)業(yè)轉(zhuǎn)移、發(fā)展先進(jìn)制造業(yè)與現(xiàn)代生產(chǎn)性服務(wù)業(yè)、升級港口經(jīng)濟(jì)、提升經(jīng)濟(jì)國際化水平等。據(jù)此提出常熟做好與上海自貿(mào)區(qū)部門有效對接、提升常熟經(jīng)濟(jì)配套服務(wù)上海自貿(mào)區(qū)產(chǎn)業(yè)能力,做好高端項(xiàng)目引資準(zhǔn)備,提升常熟港開放度及綜合服務(wù)能力、大膽嘗試開放性經(jīng)濟(jì)制度創(chuàng)新,轉(zhuǎn)變政府職能等一系列對策。
[Abstract]:The core task of the China (Shanghai) free trade pilot area is institutional innovation, which mainly involves the fields of trade supervision system, financial system, government governance system, investment management system, tax system, etc.These reform measures in Shanghai Free Trade pilot Zone once implemented mature, will be promoted in other cities in China.As a port city next to Shanghai, Changshu is bound to be influenced by the siphon effect of institutional innovation in Shanghai Free Trade Zone. Some of its advanced human resources, capital and enterprises may be transferred to Shanghai.In the long run, however, the institutional innovation of the Shanghai Free Trade Zone will bring more radiation effects to Changshu, which will benefit Changshu to undertake a new wave of industrial transfer, develop advanced manufacturing and modern producer services, and upgrade the port economy.Raise the level of economic internationalization.Based on this, it is put forward that Changshu should effectively connect with the department of Shanghai Free Trade Zone, enhance the industry capacity of Changshu economic supporting service, prepare for attracting investment from high-end projects, and enhance the opening degree and comprehensive service capacity of Changshu Port.Bold attempt open economy system innovation, change government function wait for a series of countermeasure.
