【摘要】:本文運(yùn)用采購決策理論,對(duì)在不確定市場(chǎng)環(huán)境下影響原料采購及決策的主要因素進(jìn)行系統(tǒng)分析、研究,通過實(shí)證分析,獲得較高質(zhì)量的采購被選方案和采購策略,旨在為企業(yè)提高采購決策質(zhì)量,進(jìn)而提高企業(yè)的經(jīng)營(yíng)水平。對(duì)xx公司當(dāng)前大宗原料的采購的現(xiàn)狀進(jìn)行分析。首先宏觀經(jīng)濟(jì)環(huán)境對(duì)采購影響的分析,依次從宏觀經(jīng)濟(jì)形勢(shì)、國(guó)內(nèi)政策、資源環(huán)境、社會(huì)文化、技術(shù)環(huán)境等方面進(jìn)行分析存在的問題。其次行業(yè)環(huán)境對(duì)大宗原料的采購影響的分析,分別對(duì)我國(guó)有色行業(yè)發(fā)展趨勢(shì)、競(jìng)爭(zhēng)對(duì)手進(jìn)行分析存在的問題。然后對(duì)xx公司內(nèi)部環(huán)境對(duì)采購影響的分析,依次對(duì)公司采購現(xiàn)狀、市場(chǎng)調(diào)研及客戶選擇、采購控制、結(jié)算、供應(yīng)商管理、人力資源環(huán)境分析、生產(chǎn)經(jīng)營(yíng)環(huán)境分析等方面進(jìn)行了介紹并分析存在的問題。最終總結(jié)出xx公司在大宗原料采購中主要存在的問題是:大宗原料采購決策過程中,決策依據(jù)的采購計(jì)劃合理性不足;在采購決策的過程中,決策的策略與市場(chǎng)的不匹配:采購研究中市場(chǎng)開發(fā)不到位;采購過程中,流程較長(zhǎng)、效率不高;缺乏監(jiān)督制約的機(jī)制;對(duì)供應(yīng)商缺乏管理;采購人員專業(yè)素質(zhì)欠缺;缺乏有效的溝通等。文章提出XX公司應(yīng)建立大宗原料戰(zhàn)略采購模式,實(shí)現(xiàn)戰(zhàn)略性新型采購,同時(shí)加強(qiáng)采購決策與計(jì)劃管理、完善電商網(wǎng)絡(luò)采購管理信息系統(tǒng)、優(yōu)化采購業(yè)務(wù)流程等措施進(jìn)一步規(guī)范采購流程。同時(shí)應(yīng)實(shí)現(xiàn)可以相互制約的管理制度,并實(shí)現(xiàn)有效監(jiān)督。避免大宗原料采購時(shí)的私下操作和重大決策實(shí)物。強(qiáng)化采購人員的配置與管理,提升采購人員綜合能力,做好各種溝通工作企業(yè)的采購工作,保障采購活動(dòng)順利、準(zhǔn)確地開展。加大對(duì)供應(yīng)商的考核管理力度,對(duì)供應(yīng)商進(jìn)行打分排序評(píng)級(jí),做好采購績(jī)效評(píng)估和應(yīng)用,實(shí)現(xiàn)大宗原料的采購管理工作的優(yōu)化加強(qiáng)。
[Abstract]:Based on the purchasing decision theory, this paper makes a systematic analysis and research on the main factors that affect the raw material purchasing and decision making under the uncertain market environment. Through the empirical analysis, we can obtain the high quality purchasing scheme and the purchasing strategy. The purpose of this paper is to improve the quality of purchasing decision for the enterprise, and then to improve the management level of the enterprise. This paper analyzes the current situation of the purchase of large amount of raw materials in xx Company. First, the influence of macroeconomic environment on procurement is analyzed, followed by the macroeconomic situation. Domestic policy, resource environment, social culture, technical environment and other aspects of the analysis of the problems. Secondly, the analysis of the impact of industry environment on the procurement of bulk raw materials, respectively, to the development trend of China's non-ferrous industries. Then analyze the influence of xx company's internal environment on purchasing, then analyze the current situation of purchasing, market research and customer selection, purchase control, settlement, supplier management, human resource environment analysis, etc. The main problems of xx Company in purchasing bulk raw materials are summarized as follows: in the decision-making process of purchasing bulk raw materials, the purchasing plan is not reasonable enough; In the process of purchasing decision, the strategy of decision is not matched with the market: the market development is not in place in the procurement research; in the procurement process, the process is longer and the efficiency is not high; the mechanism of supervision and restriction is lacking; the supplier is not managed; The article puts forward that XX company should establish the strategic purchasing mode of bulk raw materials, realize the strategic new type purchase, and strengthen the purchasing decision and plan management at the same time. Perfect the electronic commerce network purchase management information system, optimize the procurement business process and other measures to further standardize the procurement process. At the same time, we should realize a management system that can restrict each other. And to achieve effective supervision, avoid the bulk of raw materials in private operations and major decision-making material, strengthen the allocation and management of procurement personnel, enhance the comprehensive ability of procurement personnel, and do a good job of all kinds of communication work enterprise procurement, To ensure the smooth and accurate development of purchasing activities, to strengthen the evaluation and management of suppliers, to rank and rank suppliers, to evaluate and apply procurement performance, and to optimize and strengthen the procurement management of bulk raw materials.
