【摘要】:社區(qū)是重要的城市管理的組件和城市發(fā)展的基礎(chǔ),公共人力資源的管理是社區(qū)管理中重要的組成部分,其效果保障了社區(qū)管理的成效。公共性則是社區(qū)人力資源管理的基礎(chǔ)屬性。做好社區(qū)工作是我們政府的一項(xiàng)基本工作和任務(wù),如何加強(qiáng)和改進(jìn)社區(qū)工作者的水平,提高社區(qū)工作者的基本素質(zhì)和工作技能,它不僅是關(guān)系到一個(gè)社區(qū)公共人力資源管理的問題,更是關(guān)系到我們政府是怎樣體現(xiàn)為人民服務(wù)的治國(guó)理念的。我們只有真正去認(rèn)識(shí)和了解目前我國(guó)社區(qū)工作者的一個(gè)基本的工作狀況,掌握社區(qū)工作者工作存在的問題,才能更好地改進(jìn)工作,解決問題。社區(qū)公共人力資源是指專門從事社區(qū)工作、從屬于社區(qū)組織的人力資源,是符合社區(qū)工作要求、具備開展社區(qū)服務(wù)和管理所需能力、在社區(qū)組織中享有一定職位的人員構(gòu)成的一個(gè)特殊的集合體,其具有很強(qiáng)的公共性質(zhì)。社區(qū)公共人力資源提供了社區(qū)的公共服務(wù),管理并促進(jìn)社區(qū)的發(fā)展,輔助政府進(jìn)行基本公共服務(wù)的推廣,協(xié)助街道辦事處等組織履行社區(qū)管理的職能。我國(guó)社區(qū)人力資源管理擁有悠久的歷史,在實(shí)踐中也找到了很多適應(yīng)我國(guó)社區(qū)人力資源管理的手段和方法,但是,我國(guó)的社區(qū)人力資源管理也存在著諸多的問題。本文運(yùn)用公共人力資源管理的相關(guān)理論,以公共價(jià)值觀為理論基礎(chǔ),運(yùn)用調(diào)查問卷方法,調(diào)查呼和浩特市賽罕區(qū)人民路街道興康社區(qū)管理和建設(shè),評(píng)估、檢驗(yàn)并解決呼和浩特市社區(qū)人力資源管理的問題。繼而有針對(duì)性的提出解決問題的辦法,從而探索建立適合本地區(qū)發(fā)展的比較完善的城市社區(qū)人力資源保障體系,為未來呼和浩特市社區(qū)人力資源保障建設(shè)提供參考。調(diào)查表明,呼和浩特市賽罕區(qū)人民路街道興康社區(qū)在公共人力資源管理問題上,存在人才缺失,選才難,留用難,專業(yè)性不強(qiáng),事務(wù)處理能力較弱,工作熱情不高,缺乏歸屬感等問題。針對(duì)這些問題,本文提出了通過均衡配置資源,消除區(qū)域、部門差異發(fā)揮市場(chǎng)作用,引導(dǎo)社會(huì)力量進(jìn)入,通過專業(yè)技能培訓(xùn),優(yōu)化考核機(jī)制,優(yōu)化激勵(lì)機(jī)制來解決公共人力管理的問題,同時(shí),提倡正確的公共價(jià)值觀的確立,提供建立在契約精神上的服務(wù)。我國(guó)社區(qū)人力資源管理中還存在著諸多問題,我們從歷史的原因和當(dāng)前社會(huì)發(fā)展的原因進(jìn)行了分析,但要想將這些問題一一改正,對(duì)現(xiàn)有的社區(qū)管理進(jìn)行進(jìn)一步的提升,任重而道遠(yuǎn)。但是,我國(guó)現(xiàn)在正在加大社區(qū)工作投入,采取多種機(jī)制,通過市場(chǎng)化,通過規(guī)范化等措施,期待在未來,我國(guó)的社區(qū)工作能有一個(gè)快速,健康的發(fā)展。
[Abstract]:Community is an important component of urban management and the basis of urban development, and the management of public human resources is an important part of community management. Its effect ensures the effectiveness of community management. Publicity is the basic attribute of community human resources management. It is a basic work and task of our government to do community work well. How to strengthen and improve the level of community workers, improve the basic quality of community workers and work skills, it is not only related to a community of public human resources management. It is also related to how our government embodies the concept of governing the country for the people. We only really know and understand a basic working situation of community workers in our country at present. Only by mastering the problems existing in the work of community workers can we better improve our work and solve problems. Community public human resources refer to the human resources that are specialized in community work and belong to community organizations. It is a special collection of people who meet the requirements of community work, have the ability to carry out community service and management, and have certain positions in community organizations. It has a strong public nature. Community public human resources provide community public services, management and promote the development of the community, to assist the government in the promotion of basic public services. To assist the sub-district office and other organizations to perform the functions of community management. China's community human resources management has a long history, in practice also found a lot of ways and means to adapt to our community human resources management, but. There are also many problems in the management of community human resources in our country. This paper uses the theory of public human resources management, based on the public values as the theoretical basis, using the questionnaire method. To investigate the management and construction of Hsingkang community on people's Road Street in Saihan District of Hohhot City, evaluate, test and solve the problems of community human resource management in Hohhot City, and then put forward targeted solutions to solve the problem. In order to explore the establishment of a more perfect urban community human resources security system suitable for the development of the region, and provide a reference for the future construction of the community human resources security in Hohhot. On the issue of public human resource management, the Xingkang Community of people's Road in Saihan District, Hohhot City, is lack of talents, difficult to select, difficult to retain, not professional, weak in handling affairs, and low in enthusiasm for work. Lack of sense of belonging and other problems. In view of these problems, this paper puts forward that through the balanced allocation of resources, eliminate regional, sectoral differences to play a market role, guide social forces to enter, through professional skills training. Optimize the examination mechanism, optimize the incentive mechanism to solve the problem of public human management, at the same time, promote the establishment of correct public values. To provide services based on the spirit of contract. There are still many problems in the management of community human resources in our country. We analyze the historical reasons and the reasons of the current social development. However, if we want to correct these problems one by one and further improve the existing community management, there is a long way to go. However, our country is now increasing community work investment, adopting various mechanisms, through marketization. Through standardization and other measures, we hope that in the future, our community work can have a rapid and healthy development.
