【摘要】：農(nóng)村空心化是現(xiàn)代農(nóng)村社會(huì)轉(zhuǎn)型過(guò)程中出現(xiàn)的一種特殊現(xiàn)象,隨著經(jīng)濟(jì)發(fā)展,城鄉(xiāng)之間的差距不斷擴(kuò)大,城市對(duì)農(nóng)村的吸引效應(yīng)催生了農(nóng)村空心化的問(wèn)題的產(chǎn)生。城鄉(xiāng)經(jīng)濟(jì)資源、公共服務(wù)分配不均等均成為農(nóng)村空心化產(chǎn)生的關(guān)鍵因素。農(nóng)村空心化不僅阻礙農(nóng)村政治、經(jīng)濟(jì)和文化的發(fā)展,也嚴(yán)重制約了村莊治理組織的發(fā)展。然而村莊治理組織是村莊治理的重要組織載體,多元主體參與村莊治理的實(shí)踐活動(dòng)是鄉(xiāng)村治理現(xiàn)代化應(yīng)有之意,也是村莊治理走向規(guī)范化和程序化必經(jīng)的過(guò)程。培育治理組織和構(gòu)建治理組織體系,成為當(dāng)前空心化背景下推進(jìn)村莊治理發(fā)展的緊迫任務(wù)。村民委員會(huì)、農(nóng)村基層黨組織、各類(lèi)民間組織是村莊治理的組織載體,因此,空心化下必須從加強(qiáng)這幾類(lèi)組織的建設(shè)著手,推進(jìn)村莊治理組織的發(fā)展和組織體系的構(gòu)建。豐富和完善的治理組織體系不僅可以彌補(bǔ)正式組織的不足而且有益于農(nóng)民主動(dòng)組織起來(lái)自主參與制度建設(shè)和公民意識(shí)的培養(yǎng),推動(dòng)村民治理的良性運(yùn)作,促進(jìn)村民、組織和政府三者的良性互動(dòng)和有效連接。針對(duì)目前空心化下村莊治理的困境,通過(guò)分析空心化對(duì)村莊治理組織帶來(lái)的影響和弱化的原因,本文嘗試從各類(lèi)強(qiáng)化組織入手,建立科學(xué)的“兩委”運(yùn)行機(jī)制;創(chuàng)新農(nóng)村基層黨組織的工作機(jī)制;加強(qiáng)自身建設(shè)農(nóng)村基層黨組織要有效嵌入農(nóng)村社會(huì),實(shí)現(xiàn)對(duì)社會(huì)的有機(jī)整合;健全村民委員會(huì)組織保障機(jī)制;轉(zhuǎn)變功能定位,從行政職能轉(zhuǎn)向服務(wù)職能;加強(qiáng)農(nóng)村精英的培育,推進(jìn)人力資源建設(shè)建構(gòu);健全民間組織的運(yùn)行機(jī)制妥善處理與村委會(huì)和基層黨組織之間的關(guān)系培;養(yǎng)公民意識(shí),奠定民間組織發(fā)展的軟環(huán)境;整合農(nóng)村留守人力資源,培育組織人才,從而增強(qiáng)村民對(duì)村莊的凝聚力、向心力,自愿加入到村莊治理中,加強(qiáng)組織建設(shè)。
[Abstract]:Rural hollowing is a special phenomenon in the process of transformation of modern rural society. With the development of economy, the gap between urban and rural areas is widening. The attraction effect of the city to the countryside has given birth to the problem of rural hollowing. The unequal distribution of public services has become the key factor of rural hollowing, which not only hinders the development of rural politics, economy and culture. However, the village governance organization is an important organizational carrier of village governance, and the practice of multiple subjects participating in village governance is the necessary meaning of the modernization of rural governance. It is also the process of standardization and procedure of village governance. Cultivating governance organization and constructing governance organization system have become the urgent task of promoting the development of village governance under the background of emptiness. Rural grass-roots party organizations, various types of non-governmental organizations are the organizational carrier of village governance, therefore, under the void, we must start from strengthening the construction of these types of organizations. Promote the development of the village governance organization and the construction of the organization system. Rich and perfect governance organization system can not only make up for the deficiency of the formal organization, but also benefit the farmers to organize themselves and participate in the system construction and the citizen intention. The cultivation of knowledge. To promote the benign operation of villager governance, to promote the villagers, organizations and the government of the three benign interaction and effective connection. By analyzing the influence and weakening reason of hollowing on village governance organization, this paper tries to establish the scientific mechanism of "two committees" from various kinds of strengthening organizations. Innovating the working mechanism of rural grass-roots party organization; To strengthen the self-construction of the rural grass-roots party organizations, we should embed the rural society effectively and realize the organic integration of the society; Perfecting the organization guarantee mechanism of villagers' committee; Changing the function orientation from the administrative function to the service function; Strengthen the cultivation of rural elite, promote the construction of human resources; Improve the operation mechanism of non-governmental organizations and properly deal with the relationship between village committees and grass-roots party organizations; Cultivating civic consciousness and establishing soft environment for the development of civil organizations; To integrate the rural human resources, cultivate the organization talents, so as to strengthen the cohesion of the villagers to the village, centripetal force, voluntary participation in the village governance, and strengthen the organizational construction.
