【摘要】：在人口老齡化不斷加劇,家庭規(guī)模逐漸縮小的情況下,舊經(jīng)濟(jì)體制下由國家完全負(fù)責(zé)的社會福利事業(yè),如今不能滿足老年人逐漸增長的,在物質(zhì)和精神等方面的要求。目前單一的養(yǎng)老方式已遠(yuǎn)不能滿足現(xiàn)今老年群體的養(yǎng)老需求。因此,推進(jìn)社會福利社會化,完善我國的福利體系已刻不容緩。老齡服務(wù)產(chǎn)業(yè)的市場化和民營化是我國市場經(jīng)濟(jì)發(fā)展的必然趨勢,但是公辦養(yǎng)老機(jī)構(gòu)體制僵化,民辦養(yǎng)老機(jī)構(gòu)發(fā)展分布不均、對老人需求適應(yīng)性差,使民營小微養(yǎng)老機(jī)構(gòu)能夠發(fā)揮自身特點彌補(bǔ)公辦養(yǎng)老機(jī)構(gòu)和大型民營養(yǎng)老機(jī)構(gòu)在功能上的不足,幫助完善養(yǎng)老服務(wù)體系。本文在吉林省人口老齡化和政府提出民營養(yǎng)老機(jī)構(gòu)小型化改革的背景下,以吉林省民營小微養(yǎng)老機(jī)構(gòu)為研究對象,通過文獻(xiàn)分析法、問卷調(diào)查法和訪談法對吉林省民營小微養(yǎng)老機(jī)構(gòu)的硬件設(shè)施、護(hù)理人員、經(jīng)營狀況等方面進(jìn)行調(diào)查分析。通過對吉林省民營小微養(yǎng)老機(jī)構(gòu)的調(diào)查研究發(fā)現(xiàn),在人口老齡化、老人需求多樣化以及對家文化的需求增加的背景下,民營小微養(yǎng)老機(jī)構(gòu)有其自身的優(yōu)勢。但是,在目前的狀況來看,小微養(yǎng)老機(jī)構(gòu)在競爭中仍處于劣勢:硬件條件較差、管理不規(guī)范、抗風(fēng)險能力差以及人力資源不足等限制了民營小微養(yǎng)老機(jī)構(gòu)的發(fā)展。造成這些問題的主要原因是:民營小微養(yǎng)老機(jī)構(gòu)在發(fā)展過程中缺少必要的社會支持、機(jī)構(gòu)專業(yè)化程度低、機(jī)構(gòu)定位不明確、護(hù)理人員待遇差等,針對這些問題及原因,提出如下解決對策:注重專業(yè)人才培養(yǎng),注重養(yǎng)老服務(wù)品質(zhì)、加強(qiáng)政府監(jiān)管,規(guī)范機(jī)構(gòu)運營、發(fā)揮小微優(yōu)勢,引導(dǎo)機(jī)構(gòu)準(zhǔn)確定位、加快政策落實,深化社會支持。
[Abstract]:With the aging of the population and the gradual reduction of family size, the social welfare undertakings under the old economic system, which are entirely responsible for the state, can not meet the demands of the elderly in material and spiritual aspects. At present, a single old-age way can not meet the needs of the old age group. Therefore, it is urgent to promote the socialization of social welfare and improve the welfare system of our country. The aging service industry market and privatization is the inevitable trend of the development of the market economy of our country, but the public pension institutions rigid system, the development of private pension institutions, the uneven distribution of the needs of the elderly poor adaptability, so that small and micro private pension institutions can play their own characteristics to make up the lack of public office of pension institutions and large private pension institutions in function and help improve the pension service system. This small private pension institutions reform in the aging population in Jilin province and the background of government in Jilin Province, small and micro private pension institutions as the research object, through literature analysis, questionnaire and interview in Jilin Province, small and micro private pension agency facilities, nursing staff, operating conditions and other aspects of the investigation analysis. Through the investigation and study of private small and micro pension institutions in Jilin Province, we find that under the background of aging population, elderly needs and increasing demand for family culture, private small and micro pension institutions have their own advantages. However, in the current situation, small and micro pension institutions are still at a disadvantage in competition: poor hardware conditions, poor management, poor risk tolerance and insufficient human resources restrict the development of private small and micro pension institutions. The main reasons for these problems are: small and micro private pension institutions lack the necessary social support, the degree of specialization, organization mechanism of low positioning is not clear, poor treatment of nursing staff in the development process, to solve these problems and the reasons, put forward the following countermeasures: pay attention to the talents cultivation, pay attention to the pension service quality, strengthen the government supervision, regulatory agencies, small and micro operation play advantage, accurate positioning, guide the institutions to accelerate the implementation of the policy, the deepening of social support.
