MSS域合同預(yù)提管理系統(tǒng)的設(shè)計(jì)與實(shí)現(xiàn)

【摘要】:隨著經(jīng)濟(jì)全球化趨勢(shì),中國(guó)電信市場(chǎng)競(jìng)爭(zhēng)日趨激烈,公司對(duì)各項(xiàng)業(yè)務(wù)的管理提出了更加精細(xì)的要求,而合同作為企業(yè)經(jīng)營(yíng)活動(dòng)的主要載體,是公司間經(jīng)濟(jì)往來(lái)的主要依據(jù),對(duì)合同實(shí)施有效管理,把好合同關(guān),是企業(yè)經(jīng)營(yíng)管理成敗的一個(gè)重要因素。原聯(lián)通與網(wǎng)通的合并整合完成后,公司業(yè)務(wù)、組織機(jī)構(gòu)和管理人員都發(fā)生了一定程度的變化,為適應(yīng)新公司業(yè)務(wù)高速增長(zhǎng)和監(jiān)管機(jī)構(gòu)對(duì)上市公司的要求,遼寧聯(lián)通啟動(dòng)了以ERP為核心的MSS域系統(tǒng)建設(shè)。 合同對(duì)其它相關(guān)業(yè)務(wù)活動(dòng)如預(yù)算、物流、采購(gòu)、支付等財(cái)務(wù)環(huán)節(jié)起著基礎(chǔ)支撐作用,如何加強(qiáng)公司合同的有效管控,,進(jìn)一步規(guī)范合同管理流程,滿(mǎn)足SOX法案和企業(yè)風(fēng)險(xiǎn)控制的迫切要求,加上融合后公司業(yè)務(wù)的發(fā)展,公司的合同量也在逐年遞增,因此急需建設(shè)全國(guó)統(tǒng)一的合同管理規(guī)范來(lái)支撐聯(lián)通的合同管理系統(tǒng),整合聯(lián)通各部門(mén)的合同管理需求,建立起完整的、端到端和集成共享的合同管理流程,橫向能滿(mǎn)足合同的業(yè)務(wù)管理,縱向覆蓋各級(jí)組織機(jī)構(gòu)和合同的全過(guò)程管理。 為了全面、系統(tǒng)、客觀地透視合同成本費(fèi)用管理情況,進(jìn)一步規(guī)范合同預(yù)提業(yè)務(wù)處理,促進(jìn)集團(tuán)、省、地市各級(jí)公司的建立統(tǒng)一的合同預(yù)提業(yè)務(wù)處理模式,盡量規(guī)避預(yù)提攤銷(xiāo)業(yè)務(wù)帶來(lái)的潛在業(yè)務(wù)風(fēng)險(xiǎn),需要基于合同系統(tǒng)構(gòu)建合同預(yù)提管理模塊,同步改造相關(guān)系統(tǒng),以實(shí)現(xiàn)對(duì)合同預(yù)提業(yè)務(wù)的規(guī)劃化、流程化、自動(dòng)化管理。 本文提出了建設(shè)聯(lián)通統(tǒng)一集成的管理信息平臺(tái),運(yùn)用SOA平臺(tái)技術(shù)推廣大EPR業(yè)務(wù)管理模式,隨著IT技術(shù)的推動(dòng),聯(lián)通完成了財(cái)務(wù)、人力、采購(gòu)、銷(xiāo)售等管理的基本規(guī)范工作,每個(gè)領(lǐng)域的流程基本暢通、理順,企業(yè)開(kāi)始按統(tǒng)一流程運(yùn)營(yíng)。同時(shí),依托大EPR為核心的集中IT技術(shù)推動(dòng)實(shí)施的全成本管理與“一本賬一套表”,暢通了從上到下的有效配置資源以及從下到上信息透明收集的兩條線,為企業(yè)管理者的準(zhǔn)確決策提供信息保障,也為運(yùn)營(yíng)管理的專(zhuān)業(yè)化、扁平化提供了保障,推動(dòng)聯(lián)通“一體化運(yùn)營(yíng)”戰(zhàn)略的穩(wěn)步發(fā)展。
[Abstract]:With the trend of economic globalization, the competition in China Telecom market is becoming more and more fierce, and the company has put forward more detailed requirements for the management of various businesses. As the main carrier of enterprise business activities, contract is the main basis for inter-company economic exchanges. Effective management of contracts and good control of contracts is an important factor for the success or failure of enterprise management. After the merger and integration of the original Unicom and Netcom, the business, organization and management of the company have changed to a certain extent. In order to adapt to the rapid growth of the business of the new company and the requirements of the regulatory agencies for listed companies, Liaoning Unicom has launched the construction of ERP domain system with MSSs as the core. The contract plays a basic supporting role in other related business activities, such as budget, logistics, procurement, payment and other financial links. How to strengthen the effective control of the company contract, further standardize the contract management process, meet the urgent requirements of SOX Act and enterprise risk control, in addition, after the integration of the development of the company's business, the company's contract volume is also increasing year by year. Therefore, it is urgent to build a unified national contract management standard to support the contract management system of Unicom, integrate the contract management needs of various departments of Unicom, establish a complete, end-to-end and integrated and shared contract management process, horizontal can meet the business management of the contract, and vertically cover the organization at all levels and the whole process management of the contract. In order to provide a comprehensive, systematic and objective perspective on the management of contract costs and expenses, further standardize the processing of contract advance business, promote the establishment of a unified contract advance business processing mode at all levels in groups, provinces, prefectures and cities, and try to avoid the potential business risks caused by advance amortization business, it is necessary to build a contract advance management module based on the contract system and synchronously transform the relevant systems in order to realize the planning of the contract advance business. Process, automatic management. This paper puts forward the construction of Unicom unified integrated management information platform, using SOA platform technology to promote the vast number of EPR business management model. With the promotion of IT technology, Unicom has completed the basic standard work of finance, manpower, procurement, sales and other management. The process in each field is basically smooth, straightened out, and enterprises begin to operate according to the unified process. At the same time, relying on the centralized IT technology with large EPR as the core to promote the implementation of full cost management and "one account, one set of tables", smooth the effective allocation of resources from top to bottom and the transparent collection of information from bottom to top, provide information guarantee for the accurate decision-making of enterprise managers, but also provide a guarantee for the specialization and flattening of operation management, and promote the steady development of Unicom's "integrated operation" strategy.
