【摘要】：本文利用中國工業(yè)企業(yè)數(shù)據(jù)庫和地級市層面的企業(yè)治污投資數(shù)據(jù)構(gòu)建了一個2003—2007年的面板,實證檢驗了環(huán)境規(guī)制對企業(yè)全要素生產(chǎn)率的影響以及政企合謀在背后的作用。實證結(jié)果表明,用企業(yè)治污投資占工業(yè)增加值比重衡量的環(huán)境規(guī)制強度每上升1%,企業(yè)當期的生產(chǎn)率下降約1%。當政企合謀可能性上升時,環(huán)境規(guī)制對企業(yè)生產(chǎn)率的邊際影響在減弱,說明政企合謀帶來的監(jiān)管放松和處罰不力弱化了環(huán)境規(guī)制對合謀企業(yè)生產(chǎn)率的影響。本文的政策啟示在于中央政府應加強環(huán)保領域統(tǒng)一執(zhí)法,破解囚徒困境式的環(huán)境規(guī)制。同時,本文的發(fā)現(xiàn)為環(huán)保機構(gòu)監(jiān)測監(jiān)察執(zhí)法垂直管理制度改革提供了合理性依據(jù)。
[Abstract]:This paper constructs a panel from 2003 to 2007 using the database of China's industrial enterprises and the data of enterprises' pollution control investment at the prefectural level. It empirically tests the impact of environmental regulation on the total factor productivity of enterprises and the role of government and enterprise collusion in the background. The empirical results show that if the environmental regulation intensity measured by the proportion of enterprise pollution control investment to industrial added value increases by 1, the productivity of the enterprise in the current period will decrease by about 1. When the possibility of collusion between government and enterprise rises, the marginal influence of environmental regulation on enterprise productivity is weakening, which indicates that the deregulation and weak punishment of government and enterprise collusion weaken the influence of environmental regulation on the productivity of collusion enterprises. The policy enlightenment of this paper is that the central government should strengthen the unified law enforcement in the field of environmental protection and break through the environmental regulation of prisoners' dilemma. At the same time, the findings of this paper provide a reasonable basis for the reform of the vertical management system of monitoring, supervision and law enforcement of environmental protection agencies.
