【摘要】：為適應(yīng)當今信息時代的迅猛發(fā)展和用戶不斷提升的消費需求，2008年，我國電信業(yè)架構(gòu)重組，中國電信、中國移動、中國聯(lián)通這三大電信運營商都實現(xiàn)了全業(yè)務(wù)運營。在如此激烈的市場競爭中，如何夯實自身服務(wù)水平，創(chuàng)新思維方法，為用戶提供快速、優(yōu)質(zhì)的互聯(lián)網(wǎng)產(chǎn)品，切實提升寬帶用戶感知是中國電信急需解決的問題。因此，2011年中國電信集團公司宣布啟動“寬帶中國，光網(wǎng)城市”計劃，以進一步鞏固電信在寬帶業(yè)務(wù)中的業(yè)務(wù)優(yōu)勢和比較優(yōu)勢，并節(jié)省網(wǎng)絡(luò)投資運營成本。在此背景下，各電信省公司陸續(xù)啟動了“基于光進銅退的寬帶接入網(wǎng)提質(zhì)”項目，以提升寬帶接入網(wǎng)質(zhì)量，強化數(shù)據(jù)業(yè)務(wù)支撐能力。 本文作者作為中國電信云南公司“基于光進銅退的光接入網(wǎng)項目”的主要參與者，負責前期項目可研、全省駐地網(wǎng)建設(shè)、IT支撐流程設(shè)計工作，并參與部分項目成本管控，工作視圖貫穿整個光接入網(wǎng)項目的各個方面。在工作實施過程中，筆者通過運用項目管理知識，在對云南電信光接入網(wǎng)項目的可行性分析的基礎(chǔ)上，引入了工作分解結(jié)構(gòu)、掙值分析法、統(tǒng)計抽樣和標準差分析法，，從項目知識領(lǐng)域的角度對項目范圍管理、成本管理和質(zhì)量控制三個方面進行全面闡述，并詳細分析了光接入網(wǎng)項目在新舊小區(qū)實施的差異。通過項目整體管控，云南電信光接入項目工作得到較好的實施效果，基本實現(xiàn)時間可控制，質(zhì)量得保證，結(jié)果顯效益的管控目標。 作者運用了范圍管理、成本管理和質(zhì)量管理知識和工具對項目進行有效的管理，總結(jié)了成功的經(jīng)驗，對通信工程項目管理工作有一定的借鑒意義。
[Abstract]:In order to adapt to the rapid development of the information age and the increasing consumer demand, in 2008, China Telecom, China Mobile, China Unicom, the three major telecom operators realized the full service operation. In such a fierce market competition, how to tamp its own service level, innovate thinking methods, provide users with fast, high-quality Internet products, and effectively improve the perception of broadband users is an urgent problem to be solved by China Telecom. Therefore, in 2011, China Telecom Group announced the launch of the "Broadband China, Optical Network City" program to further consolidate the telecom business advantage and comparative advantage in broadband services, and save network investment operating costs. In this context, the telecom companies have started the project of "improving the quality of broadband access network based on optical access and retreat", in order to improve the quality of broadband access network and strengthen the data service support capacity. As the main participant of China Telecom Yunnan Company's "Optical access Network Project based on Optical entry and Copper retreat", the author is responsible for the research of the preliminary project, the design of IT support process for the whole province's resident network construction, and the participation in part of the project cost control. The working view runs through all aspects of the optical access network project. In the process of work implementation, based on the feasibility analysis of Yunnan Telecom optical access network project, the author introduces the work decomposition structure, earned value analysis, statistical sampling and standard deviation analysis. From the point of view of project knowledge domain, the project scope management, cost management and quality control are comprehensively expounded, and the differences between the implementation of optical access network projects in new and old residential areas are analyzed in detail. Through the overall control of the project, Yunnan Telecom Optical access Project has got a better implementation effect, the basic realization time can be controlled, the quality is guaranteed, and the result is effective. The author makes use of the knowledge and tools of scope management, cost management and quality management to manage the project effectively, sums up the successful experience, and has certain reference significance for the project management of communication engineering.
