【摘要】：隨著科技發(fā)展的進(jìn)步,電子通訊行業(yè)的競爭也顯的日益白熱化,尤其是伴隨著4G產(chǎn)品的推出,在這樣激烈的競爭下,想要在行業(yè)中脫穎而出,有效的控制網(wǎng)絡(luò)運(yùn)維成本逐步變?yōu)殡娦牌髽I(yè)制勝的法寶。高額的網(wǎng)絡(luò)運(yùn)維成本會阻礙企業(yè)的盈利能力,同時(shí)會降低企業(yè)的核心競爭力。所以如何有效的控制網(wǎng)絡(luò)運(yùn)維成本,成為聯(lián)通公司乃至整個(gè)電信行業(yè)越來越關(guān)心的問題。本文是以聯(lián)通公司為例,以分析如何完善聯(lián)通公司網(wǎng)絡(luò)運(yùn)維成本的內(nèi)部控制為目的,從數(shù)據(jù)和資料中分析近些年聯(lián)通公司的網(wǎng)絡(luò)運(yùn)維成本存在的問題,以及找出產(chǎn)生這些問題的,阻礙網(wǎng)絡(luò)運(yùn)維成本降低的原因。本文從內(nèi)部控制的五個(gè)要素方面,分別提出完善聯(lián)通公司網(wǎng)絡(luò)運(yùn)維成本的內(nèi)部控制機(jī)制的建議。包括從內(nèi)部環(huán)境入手,提倡職能與責(zé)任的分配、人力資源的優(yōu)化配置以及建立具有凝聚力的企業(yè)文化大環(huán)境幾個(gè)方面提出了建議;從風(fēng)險(xiǎn)防控的的出發(fā)點(diǎn),強(qiáng)調(diào)在風(fēng)險(xiǎn)防控環(huán)節(jié)中,最重要的是完善風(fēng)險(xiǎn)防范及風(fēng)險(xiǎn)評估系統(tǒng);著重指出了基于網(wǎng)絡(luò)運(yùn)維成本的有效控制活動中,做好預(yù)算防控是一個(gè)必不可少的手段;重新設(shè)計(jì)了信息與溝通傳達(dá)的機(jī)制,在機(jī)制中完善了信息溝通渠道的設(shè)計(jì),除此之外還對如何與員工更好的溝通提出了建議;最后還從建立內(nèi)部審計(jì)制度的角度提出了如何加強(qiáng)對聯(lián)通公司網(wǎng)絡(luò)運(yùn)維成本的內(nèi)部監(jiān)督。
[Abstract]:With the development of science and technology, the competition in the electronic communication industry is becoming increasingly fierce, especially with the launch of 4G products, in such a fierce competition, want to stand out in the industry, Effective control of network operation and maintenance costs gradually become a magic weapon for telecom enterprises to win. The high cost of network operation and maintenance will hinder the profitability of enterprises and reduce the core competitiveness of enterprises. Therefore, how to effectively control the cost of network operation and maintenance has become a growing concern for Unicom and the entire telecommunications industry. This paper takes Unicom as an example to analyze how to perfect the internal control of the cost of network operation and maintenance of Unicom, and analyzes the problems existing in the cost of network operation and maintenance of Unicom in recent years from the data and data. And find out these problems, hinder network operation and maintenance costs to reduce the reasons. From the five elements of internal control, this paper puts forward some suggestions on how to perfect the internal control mechanism of Unicom's network operation and maintenance cost. Starting from the internal environment, advocating the distribution of functions and responsibilities, optimizing the allocation of human resources and establishing a cohesive corporate culture environment, the paper puts forward some suggestions; the starting point of risk prevention and control, It is emphasized that in the link of risk prevention and control, the most important is to perfect the risk prevention and risk assessment system, and it is emphasized that the budget prevention and control is an indispensable means in the effective control activities based on the network operation and maintenance cost. Redesign the mechanism of information and communication, improve the design of information communication channels in the mechanism, in addition to how to better communicate with the staff put forward suggestions; Finally, from the angle of establishing the internal audit system, the paper puts forward how to strengthen the internal supervision of the network operation and maintenance cost of Unicom.
