【摘要】：中鐵建工集團(tuán)南極項(xiàng)目部多年來(lái)承擔(dān)南極長(zhǎng)城站、中山站的施工任務(wù)。南極地區(qū)自然環(huán)境惡劣,低溫、大風(fēng)、可施工季節(jié)短,因而南極地區(qū)的工程項(xiàng)目管理充滿挑戰(zhàn)且具有重大意義,并且需要采取特殊的管理方法。然而目前南極地區(qū)的項(xiàng)目管理研究在國(guó)內(nèi)外都十分罕見(jiàn),因而本文具有一定的創(chuàng)新性。論文以工程項(xiàng)目管理理論知識(shí)為基礎(chǔ),以南極地區(qū)極端惡劣的施工環(huán)境為背景,圍繞南極中山站建設(shè)項(xiàng)目的資源管理、進(jìn)度管理、成本管理和環(huán)境保護(hù)管理四大主要目標(biāo)管理展開(kāi)。 論文首先概述了南極工程項(xiàng)目主要目標(biāo)管理的方法,隨后介紹了南極中山站地區(qū)的建設(shè)工程現(xiàn)狀,并采用案例分析、實(shí)地考察和專家訪談等方式分析了在南極工程項(xiàng)目管理中存在的問(wèn)題,主要有資源管理方面的問(wèn)題、進(jìn)度管理方面的問(wèn)題、成本管理方面的問(wèn)題和環(huán)境保護(hù)方面的問(wèn)題,最后就提出的問(wèn)題進(jìn)行策略研究,提出了解決方案。通過(guò)效果評(píng)估,對(duì)提出的解決方案的實(shí)施結(jié)果進(jìn)行了評(píng)價(jià),總結(jié)了南極地區(qū)施工的經(jīng)驗(yàn)教訓(xùn),并通過(guò)及時(shí)有效的信息反饋,為后續(xù)南極地區(qū)新建項(xiàng)目的決策和提高完善投資決策管理水平提出建議,同時(shí)也為續(xù)類似項(xiàng)目實(shí)施運(yùn)營(yíng)中出現(xiàn)的問(wèn)題提出改進(jìn)建議,從而達(dá)到提高投資效益的目的,保證了南極工程建設(shè)項(xiàng)目的順利實(shí)施,也為后續(xù)南極工程建設(shè)提供了參考。 本論文的研究成果對(duì)我國(guó)在南極地區(qū)開(kāi)展工程建設(shè)活動(dòng)的實(shí)踐具有實(shí)踐指導(dǎo)意義,同時(shí)也試圖對(duì)南極地區(qū)的項(xiàng)目管理向更深、更廣的領(lǐng)域邁進(jìn)做出了積極的探索。
[Abstract]:The Antarctic Project Department of China Railway Construction Group has been responsible for the construction of the Great Wall Station and Zhongshan Station in Antarctica for many years.The natural environment of Antarctica is bad, low temperature, strong wind, short construction season, so the project management in Antarctic area is full of challenges and great significance, and special management methods are needed.However, project management research in the Antarctic area is very rare at home and abroad, so this paper has some innovation.Based on the theoretical knowledge of engineering project management and the extremely bad construction environment in the Antarctic area, the paper revolves around the resource management and schedule management of the construction project of Zhongshan Station in Antarctica.Cost management and environmental protection management four main objectives of management.Firstly, the paper summarizes the main objective management methods of the Antarctic engineering project, then introduces the present situation of the construction project in Zhongshan Station, Antarctica, and uses a case study.The problems in Antarctic engineering project management, including resource management, schedule management, cost management and environmental protection, are analyzed through field visits and expert interviews.Finally, the strategy of the proposed problem is studied, and the solution is put forward.Through the effect evaluation, the implementation results of the proposed solutions are evaluated, and the experiences and lessons of the construction in the Antarctic area are summarized, and through timely and effective information feedback,Suggestions are put forward for following up the decision making of new projects in the Antarctic area and improving the level of investment decision management. At the same time, suggestions are put forward for improving the problems arising from the implementation and operation of similar projects, so as to achieve the purpose of improving the investment efficiency.It ensures the successful implementation of the Antarctic engineering project and provides a reference for the subsequent Antarctic engineering construction.The research results of this paper have a practical significance for the practice of carrying out engineering construction activities in the Antarctic region, and also attempt to make a positive exploration of the project management in the Antarctic region to a deeper and broader field.
