【摘要】:風(fēng)險(xiǎn)控制是技術(shù)服務(wù)項(xiàng)目管理中的重要環(huán)節(jié),通過(guò)對(duì)項(xiàng)目中的風(fēng)險(xiǎn)進(jìn)行識(shí)別并進(jìn)行合理有效的預(yù)防、控制,從而使其達(dá)到預(yù)置目標(biāo),也是項(xiàng)目建立系統(tǒng)性風(fēng)險(xiǎn)管控的一項(xiàng)核心任務(wù)。而將已發(fā)生的風(fēng)險(xiǎn)和其影響降至最低則成為項(xiàng)目成功的關(guān)鍵。 對(duì)于國(guó)內(nèi)大多數(shù)鋼鐵企業(yè)來(lái)講,價(jià)值服務(wù)是舶來(lái)品,是新生事物?此坪苊,卻往往忽略了細(xì)節(jié)、忽略了風(fēng)險(xiǎn)。不確定性風(fēng)險(xiǎn)廣泛存在于價(jià)值服務(wù)項(xiàng)目中,加之企業(yè)缺乏技術(shù)服務(wù)項(xiàng)目管理經(jīng)驗(yàn),這就導(dǎo)致了大批企業(yè)在項(xiàng)目實(shí)施過(guò)程中發(fā)生項(xiàng)目失敗或干脆中途廢止。 本文是以通過(guò)案例研究為主要方法,針對(duì)A鋼鐵公司4#冷軋線的支承輥軸承技術(shù)服務(wù)中存在的問(wèn)題開(kāi)展針對(duì)性研究。首先介紹4#冷軋線支承輥軸承技術(shù)服務(wù)的特點(diǎn)與內(nèi)容上,從技術(shù)服務(wù)項(xiàng)目的階段構(gòu)成、階段識(shí)別、項(xiàng)目執(zhí)行、成本控制等方面挖掘4#冷軋線上主要存在那些風(fēng)險(xiǎn)控制問(wèn)題,并分析其成因及其可能對(duì)項(xiàng)目產(chǎn)生的危害。其次通過(guò)項(xiàng)目風(fēng)險(xiǎn)控制分析并參照國(guó)內(nèi)、外技術(shù)服務(wù)項(xiàng)目現(xiàn)狀及風(fēng)險(xiǎn)控制等相關(guān)理論的基礎(chǔ)上,分析了4#冷軋線支承輥軸承技術(shù)服務(wù)風(fēng)險(xiǎn)控制問(wèn)題的主要原因,并得出在該技術(shù)服務(wù)項(xiàng)目中風(fēng)險(xiǎn)控制不力的主要原因是:風(fēng)險(xiǎn)管控意識(shí)淡薄、項(xiàng)目組織與協(xié)調(diào)缺位、制度僵化、管理方法跟不上、成本管理不完善、人力資源不足和不確定因素等等。最后,從提高項(xiàng)目全員風(fēng)險(xiǎn)管控意識(shí)、完善相關(guān)制度、建立配套的方法體系、推進(jìn)項(xiàng)目三位一體的風(fēng)險(xiǎn)管理工作、提高項(xiàng)目全方位協(xié)調(diào)效率等角度提出4#冷軋線支承輥軸承技術(shù)服務(wù)風(fēng)險(xiǎn)控制改善策略。
[Abstract]:Risk control is an important link in the management of technical service project. By identifying the risk in the project and carrying out reasonable and effective prevention and control, it can achieve the preset goal. It is also a core task for the project to establish systematic risk management, and minimizing the risks that have occurred and their impact is the key to the success of the project. For most iron and steel enterprises in China, value service is an import and a new thing. It seems beautiful, but it often ignores the details and risks. The uncertainty risk exists widely in the value service project. In addition, the lack of technical service project management experience leads to a large number of enterprises in the process of project implementation project failure or outright abolition. Based on the case study, this paper aims at the problems existing in the back-up roll bearing service of A Steel Company. Firstly, it introduces the characteristics and contents of the bearing technology service of the backing roll bearing in the cold rolling line of the A Steel Company. Those risk control problems are mainly found in the cold rolling line based on the phase composition, phase identification, project execution, cost control, etc., of the technical service project. Secondly, through the analysis of project risk control and referring to the domestic and foreign technical service project status and risk control and other related theories based on the analysis of the causes and possible harm to the project. This paper analyzes the main reasons for the risk control of bearing technology service in the cold rolling line, and concludes that the main reasons for the weak risk control in the technical service project are: weak awareness of risk control, absence of project organization and coordination, and rigid system. Management methods are not up to date, cost management is not perfect, human resources are insufficient and uncertain factors, etc. Finally, from raising the risk control consciousness of the whole project staff, perfecting the related system, establishing the supporting method system, From the point of view of promoting the risk management of the trinity of the project and improving the overall coordination efficiency of the project, this paper puts forward the improving strategy of risk control for the technical service of the bearing in the cold rolling line of the cold rolling line.
