北京市豐臺(tái)區(qū)停車難問(wèn)題分析及對(duì)策研究

【摘要】:北京市在京津冀一體化協(xié)同發(fā)展的背景下,在限購(gòu)、限行雙重政策的實(shí)行下,機(jī)動(dòng)車保有量仍出現(xiàn)了井噴式的增長(zhǎng),導(dǎo)致北京市停車難的問(wèn)題已經(jīng)嚴(yán)重影響了市民的生產(chǎn)生活,城市交通擁堵已經(jīng)影響到首都核心功能的正常發(fā)揮。豐臺(tái)區(qū)作為北京市的城市功能拓展區(qū),社會(huì)結(jié)構(gòu)為城鄉(xiāng)二元體制,屬于典型的城鄉(xiāng)結(jié)合部地區(qū)。隨著城市化進(jìn)程的加速,豐臺(tái)區(qū)目前機(jī)動(dòng)車保有量為52萬(wàn)余輛,停車位供需比例約為48.5%,加上在京外埠車輛,停車位缺口可能更大,供需矛盾突出。另外,豐臺(tái)區(qū)的停車難問(wèn)題還有著明顯的結(jié)構(gòu)性矛盾:一是河?xùn)|河西區(qū)域性分布不均衡。二是居住區(qū)特別是老舊小區(qū)停車難問(wèn)題突出。為有效緩解豐臺(tái)區(qū)停車難的問(wèn)題,需要進(jìn)一步綜合施策、標(biāo)本兼治、循序漸進(jìn),堅(jiān)決做到"不欠新帳,多還老帳",本著“拓展增量、盤活存量、優(yōu)化管理”的原則,采取行政、經(jīng)濟(jì)和法律等多種手段和綜合措施,緩解日益嚴(yán)重的停車難問(wèn)題,并為豐臺(tái)區(qū)停車長(zhǎng)遠(yuǎn)發(fā)展奠定堅(jiān)實(shí)的基礎(chǔ)。由于現(xiàn)有城市停車政策尚不完善,同時(shí)停車管理與相關(guān)設(shè)施規(guī)劃工作還存在諸多問(wèn)題,因此本文通過(guò)研究分析,著力解決如下問(wèn)題:(1)提供相關(guān)的實(shí)際調(diào)研資料,從規(guī)劃、建設(shè)、執(zhí)法、行業(yè)管理及運(yùn)營(yíng)等各個(gè)環(huán)節(jié)進(jìn)一步明確和強(qiáng)化政府相關(guān)職能部門的停車管理職責(zé),推動(dòng)停車管理走上社會(huì)化、市場(chǎng)化的道路,形成“政府主導(dǎo)、部門聯(lián)動(dòng)、社會(huì)參與”的長(zhǎng)效管理機(jī)制;(2)力爭(zhēng)使政府對(duì)公共停車設(shè)施建設(shè)與管理加強(qiáng)重視,增加投入力度,努力推動(dòng)城市停車管理工作的效率,實(shí)現(xiàn)集約化管理,緩解城市停車難的現(xiàn)狀;(3)提高大眾的停車意識(shí),糾正錯(cuò)誤觀念,并鼓勵(lì)養(yǎng)成良好的停車習(xí)慣;(4)增強(qiáng)設(shè)計(jì)人員對(duì)停車設(shè)施規(guī)劃設(shè)計(jì)的重視,優(yōu)化規(guī)劃、建筑與場(chǎng)地設(shè)計(jì),改進(jìn)停車設(shè)施的建設(shè),提高利用效率;(5)新型停車方式、設(shè)施的發(fā)展及其應(yīng)用探討。
[Abstract]:Beijing City, the coordinated development of Beijing Tianjin Hebei integration in the background, in the purchase, limit the implementation of dual policy, vehicle ownership is still a growth spurt, caused Beijing city parking problem has seriously affected people's production and life, city traffic congestion has affected the normal functioning of the core capital. Fengtai District of Beijing city as the city function expansion area, two yuan for the urban and rural social structure system, belongs to the combination of typical urban area. With the accelerated process of city of Fengtai District, the current vehicle fleet of more than 52 vehicles, parking demand and supply ratio is about 48.5%, in Beijing with the outside of the vehicle, the parking gap may be greater in addition, the contradiction between supply and demand. Fengtai District, the problem of parking has obvious structural contradictions: one is the East Hexi regional distribution is not balanced. The two is residential area especially the old district parking A prominent problem. In order to effectively alleviate the difficult parking issues in Fengtai District, the need for further comprehensive measures, tackling the problem, step by step, and resolutely do "not to new accounts, once more, the spirit of" incremental expansion, revitalize the stock, optimizing management "principle, take the administrative, economic and legal means and measures. To alleviate the increasingly serious problem of parking, and lay a solid foundation for the long-term development of Fengtai District city. Because of the existing parking parking policy is still not perfect, at the same time parking planning management and related facilities, there are still many problems, this paper through the research and analysis, to solve the following problems: (1) provide the actual research data from the planning, construction, law enforcement, management and operation of all aspects of the industry to further clarify and strengthen the functions of the parking management of the relevant government departments, to promote parking management on socialization, market-oriented road, The formation of "the government, departmental interaction, long-term management mechanism of social participation"; (2) to enable the government to strengthen the importance of the construction and management of public parking facilities, increase investment, efforts to promote the efficiency of city parking management, intensive management, to alleviate the difficult situation of city parking; (3) improve the public parking consciousness, correct the wrong concept, and encourage good parking habits; (4) enhancing design personnel attention, the planning and design of parking facilities planning, construction and improvement of site design, construction of parking facilities, improve the utilization efficiency; (5) a new way of parking, to explore the development and application of the facility.
