我國經(jīng)濟(jì)適用房制度政策解構(gòu)、雙向效應(yīng)與機(jī)制優(yōu)化

【摘要】:保障性住房建設(shè)是一項(xiàng)重大的民生工程,不僅涉及廣大人民群眾的切實(shí)利益,而且事關(guān)改革發(fā)展穩(wěn)定的大局。我國的住房保障制度伴隨著住房制度的改革不斷發(fā)展,無論是在保障民生還是調(diào)控市場上都發(fā)揮了重要作用,尤其是近幾年,中央對保障房的重視程度和發(fā)展力度可謂前所未有。在2011年在全國兩會上公布的“十二五”住房規(guī)劃就明確提出,全國將在“十二五”期間建設(shè)3600萬套保障性住房,全國城鎮(zhèn)保障性住房的覆蓋面積達(dá)到20%左右。要完成如此大規(guī)模的保障房建設(shè)計(jì)劃,我國目前還面臨著不少的困難和挑戰(zhàn),其中一個非常重要的問題就是保障性住房產(chǎn)品結(jié)構(gòu),特別是作為我國保障性住房“主力軍”的經(jīng)濟(jì)適用房目前已經(jīng)走到了取舍與否的十字路口。 在這種背景下,考慮到中國目前正處于由計(jì)劃經(jīng)濟(jì)向市場經(jīng)濟(jì)轉(zhuǎn)型的深化時(shí)期,多項(xiàng)政策的制定仍然在探索中不斷完善,本文試圖通過理論與實(shí)證分析明確經(jīng)濟(jì)適用房制度的取舍。首先,本文通過較為詳盡的文獻(xiàn)綜述對國內(nèi)外對于公共住房和經(jīng)濟(jì)適用房的研究加以梳理和分析,找出當(dāng)前研究的借鑒點(diǎn)和缺失點(diǎn),明確本文進(jìn)行研究的切入點(diǎn)。其次,在理論基礎(chǔ)加以建立的前提下,通過對我國保障性住房政策演進(jìn)、發(fā)展建設(shè)現(xiàn)狀的分析對當(dāng)前的政策框架進(jìn)行解構(gòu),并詳細(xì)分析經(jīng)濟(jì)適用房制度的替代效應(yīng)、互補(bǔ)效應(yīng),,明確經(jīng)濟(jì)適用房制度的現(xiàn)存問題。再次,本文通過建立實(shí)證分析模型,運(yùn)用面板數(shù)據(jù)對經(jīng)濟(jì)適用房對普通商品住房影響效應(yīng)進(jìn)行實(shí)證分析,用數(shù)據(jù)明確經(jīng)濟(jì)適用房在整個住房體系中的實(shí)際作用。最后,在借鑒發(fā)達(dá)國家和地區(qū)公共住房發(fā)展先進(jìn)經(jīng)驗(yàn)的基礎(chǔ)上,結(jié)合實(shí)證分析的基本結(jié)論,提出優(yōu)化轉(zhuǎn)型深化時(shí)期我國經(jīng)濟(jì)適用房制度的政策建議。
[Abstract]:The construction of affordable housing is an important livelihood project, which not only involves the practical interests of the broad masses of the people, but also related to the overall situation of reform, development and stability. With the continuous development of the housing system reform, the housing security system in our country has played an important role in ensuring the people's livelihood or regulating the market, especially in recent years. The central government attaches unprecedented importance to indemnificatory apartment and the intensity of development can be described as unprecedented. The 12th five-year Plan, announced at the second National Congress in 2011, clearly states that 36 million units of affordable housing will be built throughout the country during the 12th five-year Plan period, and the coverage of affordable housing in cities and towns will reach about 20 percent. In order to complete such a large-scale indemnificatory apartment construction plan, China is still facing many difficulties and challenges, one of which is the structure of affordable housing products. Especially comfortable housing, as the main force of affordable housing in China, has reached the crossroads of trade-off or not. In this context, considering that China is currently in a period of deepening the transition from a planned economy to a market economy, the formulation of a number of policies is still being constantly improved in the course of exploration. This paper attempts to clarify the choice of comfortable housing system through theoretical and empirical analysis. First of all, through a more detailed literature review, this paper combs and analyzes the research on public housing and comfortable housing at home and abroad, finds out the reference points and missing points of the current research, and clarifies the entry point of this study. Secondly, on the premise of establishing the theoretical basis, through the analysis of the evolution of affordable housing policy and the current situation of development and construction in China, the current policy framework is deconstructed, and the substitution effect and complementary effect of comfortable housing system are analyzed in detail. Clarify the existing problems of comfortable housing's system. Thirdly, through the establishment of empirical analysis model, this paper uses panel data to analyze the impact of comfortable housing on ordinary commercial housing, and uses the data to clarify the actual role of comfortable housing in the whole housing system. Finally, on the basis of drawing lessons from the advanced experience of developed countries and regions in the development of public housing, combined with the basic conclusions of empirical analysis, this paper puts forward some policy suggestions for optimizing the comfortable housing system in China during the period of transformation and deepening.
