商業(yè)地產(chǎn)項(xiàng)目EPCM采購(gòu)管理模式及其應(yīng)用研究

【摘要】:EPCM (engineering、procurement、construction management)模式是由EPCM承包商全權(quán)負(fù)責(zé)工程項(xiàng)目的設(shè)計(jì)和采購(gòu),并負(fù)責(zé)施工階段的管理,并協(xié)助業(yè)主對(duì)項(xiàng)目進(jìn)行全面管理控制,是一種在國(guó)際上普通使用的模式。在影響EPCM工程項(xiàng)目實(shí)施的三個(gè)關(guān)鍵因素:計(jì)劃(planing)、采購(gòu)(procurement)、進(jìn)度(performance)中,項(xiàng)目采購(gòu)管理工作起到了承上啟下的作用。一方面采購(gòu)管理是對(duì)項(xiàng)目計(jì)劃的深化與貫徹,另一方面其又是項(xiàng)目進(jìn)度的控制依據(jù)與保證。 本文通過(guò)對(duì)EPCM模式發(fā)展現(xiàn)狀的研究,分析EPCM模式應(yīng)用于商業(yè)地產(chǎn)項(xiàng)目的適用性及合理性,并針對(duì)工程項(xiàng)目采購(gòu)管理的理論發(fā)展以及EPCM模式下商業(yè)地產(chǎn)項(xiàng)目采購(gòu)管理的特點(diǎn),選擇供應(yīng)商關(guān)系管理理論及采購(gòu)管理人員勝任力模型為方向進(jìn)行優(yōu)化研究,并探討了構(gòu)建虛擬采購(gòu)聯(lián)盟的可能性與其應(yīng)用運(yùn)作分析,以及勝任力模型在工程項(xiàng)目采購(gòu)管理人員的選拔與培訓(xùn)工作中的應(yīng)用。 本文以曾經(jīng)參與的某商業(yè)地產(chǎn)EPCM管理項(xiàng)目為案例,系統(tǒng)介紹了EPCM模式下商業(yè)地產(chǎn)項(xiàng)目采購(gòu)管理工作,分析了項(xiàng)目采購(gòu)管理工作中存在的問(wèn)題。本文提出了虛擬采購(gòu)聯(lián)盟以及項(xiàng)目采購(gòu)經(jīng)理勝任力模型在該項(xiàng)目中初步應(yīng)用構(gòu)想,并針對(duì)項(xiàng)目中存在的問(wèn)題和項(xiàng)目實(shí)際情況,結(jié)合相關(guān)理論應(yīng)用構(gòu)想,提出進(jìn)一步完善項(xiàng)目采購(gòu)管理工作的三點(diǎn)建議,即優(yōu)化項(xiàng)目信息管理平臺(tái)、提高項(xiàng)目采購(gòu)管理團(tuán)隊(duì)的整體綜合素質(zhì)以及加強(qiáng)相應(yīng)的供應(yīng)商管理工作。以期為EPCM模式下商業(yè)地產(chǎn)項(xiàng)目采購(gòu)管理工作提供參考與借鑒。
[Abstract]:EPCM (engineering,procurement,construction management) mode is a mode in which the EPCM contractor is in charge of the design and procurement of the project, and is responsible for the management of the construction phase, and assists the owner in the overall management and control of the project. It is a model commonly used in the world. In the three key factors that affect the implementation of EPCM project: planning (planing), procurement (procurement), schedule (performance), project procurement management plays an important role in connecting the above with the following. On the one hand, procurement management is the deepening and implementation of project planning, on the other hand, it is the control basis and guarantee of project schedule. This paper analyzes the applicability and reasonableness of the application of EPCM model to commercial real estate projects through the research on the current situation of development of EPCM model, and aims at the theoretical development of engineering project procurement management and the characteristics of commercial real estate project procurement management under EPCM mode. The theory of supplier relationship management and the competency model of purchasing managers are selected to optimize the research, and the possibility of constructing virtual procurement alliance and its application operation analysis are discussed. And the application of competency model in the selection and training of project purchasing managers. Taking a commercial real estate EPCM management project as an example, this paper systematically introduces the commercial real estate project procurement management under the EPCM mode, and analyzes the problems existing in the project procurement management. This paper puts forward the concept of virtual purchasing alliance and project purchasing manager competency model applied in the project. According to the problems existing in the project and the actual situation of the project, combined with the related theory, the paper puts forward the concept of applying the virtual purchasing alliance and the competency model of the project purchasing manager in the project. Three suggestions are put forward to further improve the project procurement management, that is, to optimize the project information management platform, to improve the overall quality of the project procurement management team and to strengthen the corresponding supplier management. In order to provide reference and reference for the procurement management of commercial real estate project under EPCM mode.
