【摘要】：選取廣東省三個(gè)代表性地區(qū)的大規(guī)模醫(yī)療保險(xiǎn)數(shù)據(jù),對職工醫(yī)保分散大病風(fēng)險(xiǎn)的效果進(jìn)行了定量分析和模擬測算。從總體上看,參保人的醫(yī)療負(fù)擔(dān)還比較重;職工醫(yī)保在緩解災(zāi)難性支出方面作用明顯,但整體效果有限。在40%的門檻下,欠發(fā)達(dá)地區(qū)災(zāi)難性支出發(fā)生率達(dá)到29.3%,發(fā)達(dá)地區(qū)也達(dá)到了8.5%。相對弱勢的中老年群體和低收入群體是災(zāi)難性支出發(fā)生率最高的群體,但并未受到職工醫(yī)保的充分照顧。相反,20-39歲的年青群體和高收入階層成為相對受益最大的群體。從保障水平調(diào)整機(jī)制、補(bǔ)充醫(yī)療保障體系以及醫(yī)療救助與職工醫(yī)保的銜接等三個(gè)方面提出了政策建議。
[Abstract]:Based on the large scale medical insurance data in three representative areas of Guangdong province, the effects of health insurance on dispersing the risk of serious illness are quantitatively analyzed and simulated. On the whole, the insured's medical burden is heavy; the effect of employee medical insurance is obvious in alleviating catastrophic expenditure, but the overall effect is limited. At the threshold of 40%, the incidence of catastrophic expenditure in the less developed areas reached 29.3% and 8.5% in the developed regions. The relatively weak middle-aged and low-income groups are the ones with the highest incidence of catastrophic expenditure but are not adequately taken care of by health insurance. In contrast, the 20-39-year-old and high-income groups were the relatively most beneficial groups. The policy suggestions are put forward from three aspects: the adjustment mechanism of security level, the supplementary medical security system and the link between medical assistance and medical insurance for employees.
