【摘要】：農(nóng)村信貸信用體系建設(shè)是做好金融服務(wù)“三農(nóng)”的一項(xiàng)緊迫任務(wù)和長(zhǎng)期制度安排,是促進(jìn)統(tǒng)籌城鄉(xiāng)發(fā)展的有效手段,是建設(shè)社會(huì)主義新農(nóng)村的基礎(chǔ)工程。深化農(nóng)村信貸信用體系建設(shè),營(yíng)造良好的農(nóng)村信用環(huán)境,推動(dòng)金融機(jī)構(gòu)加大涉農(nóng)信貸投放,是解決“三農(nóng)”發(fā)展的資金瓶頸、繁榮農(nóng)村經(jīng)濟(jì)、促進(jìn)農(nóng)民增收致富的有效手段。筆者從事金融業(yè),十分關(guān)注泰安市農(nóng)村信用體系建設(shè)。泰安市農(nóng)村信貸信用體系建設(shè)雖然起步較早,但是在發(fā)展過(guò)程中存在諸多不規(guī)范之處。一是配套立法體系不健全,滯后于泰安市農(nóng)村經(jīng)濟(jì)的發(fā)展。農(nóng)村信用體系建設(shè)過(guò)程中應(yīng)遵循立法先行的原則,將健全的信用立法體系作為農(nóng)村信貸信用體系建設(shè)的重要保障。二是信用體系建設(shè)作為農(nóng)村金融建設(shè)的最重要內(nèi)容,只有信用體系健全,整個(gè)農(nóng)村金融體系才會(huì)走的更穩(wěn)妥、更規(guī)范、更健康。三是泰安市農(nóng)村誠(chéng)信教育體系尚不健全。信用的建立必須以教育為本,防患于未然。本文對(duì)于泰安市農(nóng)村信用體系建設(shè)過(guò)程中遇到的問(wèn)題采用歸類法和歸納法,對(duì)信用體系建設(shè)中應(yīng)該注意的問(wèn)題進(jìn)行了系統(tǒng)闡述,最終從誠(chéng)信教育、信用等級(jí)評(píng)定、信用獎(jiǎng)懲、信用立法等層面為泰安市農(nóng)村信貸信用體系建設(shè)提出了相關(guān)對(duì)策。提出加強(qiáng)農(nóng)村誠(chéng)信道德建設(shè),健全和完善信用評(píng)價(jià)、獎(jiǎng)懲制度,創(chuàng)建科學(xué)、健康、可持續(xù)的農(nóng)村信用體系,為泰安市社會(huì)主義新農(nóng)村建設(shè)提供強(qiáng)有力的支撐和保障。
[Abstract]:The construction of rural credit system is an urgent task and long-term institutional arrangement of financial service "agriculture, countryside and farmers", an effective means to promote the overall development of urban and rural areas, and the basic project of building a new socialist countryside. Deepening the construction of rural credit system, creating a good rural credit environment and promoting financial institutions to increase the investment of agriculture-related credit are effective means to solve the capital bottleneck of the development of "agriculture, countryside and farmers", prosper the rural economy and promote farmers to increase their income and become rich. The author is engaged in the financial industry and pays close attention to the construction of rural credit system in Tai'an City. Although the construction of rural credit system in Tai'an City started early, there are many irregularities in the process of development. First, the supporting legislative system is not perfect, lagging behind the development of rural economy in Tai'an City. In the process of rural credit system construction, we should follow the principle of legislation first, and regard the sound credit legislation system as an important guarantee for the construction of rural credit system. Second, the construction of credit system as the most important content of rural financial construction, only if the credit system is sound, the whole rural financial system will be more stable, more standardized and healthier. Third, the rural integrity education system in Tai'an City is not yet perfect. The establishment of credit must be based on education and prevent trouble. This paper adopts classification method and induction method to solve the problems encountered in the construction of rural credit system in Tai'an City, and systematically expounds the problems that should be paid attention to in the construction of credit system, and finally from the aspects of credit education, credit rating evaluation, credit reward and punishment, Credit legislation and other aspects for the construction of rural credit system in Tai'an City put forward relevant countermeasures. It is put forward that we should strengthen the construction of rural honesty and credit, perfect and perfect credit evaluation, reward and punishment system, and establish a scientific, healthy and sustainable rural credit system, so as to provide strong support and guarantee for the construction of new socialist countryside in Tai'an City.
