【摘要】：由于現(xiàn)行干部人事管理制度,官員變更事件成為衡量政策不確定性的合適指標。本文以1997~2013年31個省級(區(qū)市)行政區(qū)省長(市長、主席)、省(區(qū)市)委書記的變更事件以及除對應(yīng)年份除金融行業(yè)外的所有A股上市企業(yè)的財務(wù)數(shù)據(jù)為樣本,實證考察了由官員變更引起的政策不確定性與企業(yè)的銀行貸款的關(guān)系。研究結(jié)果表明:官員變更引起的政策不確定性會顯著減少上市企業(yè)的銀行貸款,其中對短期貸款的影響更大,而當(dāng)企業(yè)的產(chǎn)權(quán)性質(zhì)不同時,二者的關(guān)系也會有所變化。另外,還從企業(yè)的投資與貸款的角度實證檢驗了官員變更引起的政策不確定性到上市企業(yè)銀行貸款減少的渠道。本文研究拓展和豐富了政策不確定性與微觀企業(yè)行為的相關(guān)文獻,對進一步理解官員行為、完善金融市場制度以及企業(yè)管理發(fā)展都有很好幫助。
[Abstract]:As a result of the current cadre personnel management system, the official change event becomes the appropriate indicator to measure the policy uncertainty. This paper takes 31 provincial (district) prefects (mayors, chairmen), provincial (district) party secretaries and financial data of all A-share listed enterprises except the financial industry as samples. The relationship between the policy uncertainty caused by the change of officials and the bank loans of enterprises is investigated empirically. The results show that the policy uncertainty caused by the change of officials will significantly reduce the bank loans of listed enterprises, among which the impact on short-term loans will be greater, and the relationship between the two will also change when the property rights of enterprises are different. In addition, from the perspective of investment and loan of enterprises, the paper empirically tests the channel of policy uncertainty caused by the change of officials to the decline of bank loans of listed enterprises. This paper expands and enriches the literature on policy uncertainty and microenterprise behavior, which is helpful to further understand the behavior of officials, perfect the financial market system and the development of enterprise management.
