融資租賃在城市基礎(chǔ)設(shè)施建設(shè)中的應(yīng)用與研究

【摘要】:融資租賃是指出租人對(duì)承租人所選定的租賃物件,進(jìn)行以其融資為目的購(gòu)買,然后再以收取租金為條件,將該租賃物件中長(zhǎng)期出租給該承租人使用。融資租賃具有融資和融物的雙重職能。通過(guò)借物達(dá)到借錢,借物還錢,使融資與融物結(jié)合起來(lái)。融資租賃產(chǎn)生于二戰(zhàn)之后的美國(guó),并在10年后受到歐洲美洲國(guó)家的推崇。中國(guó)的現(xiàn)代租賃業(yè)始于20世紀(jì)80年代的改革開(kāi)放,從融資租賃業(yè)務(wù)開(kāi)始到現(xiàn)在大致經(jīng)歷了三個(gè)階段,分別為:迅猛發(fā)展,風(fēng)險(xiǎn)爆發(fā)和制度完善。近年來(lái)融資租賃業(yè)務(wù)得到了長(zhǎng)足的發(fā)展。 城市基礎(chǔ)設(shè)施(Urban Infrastructure)是對(duì)包括城市交通、通訊、給排水等關(guān)系到城市生產(chǎn)生活和生存發(fā)展所必需的基礎(chǔ)設(shè)施的總稱。隨著我國(guó)經(jīng)濟(jì)的平穩(wěn)發(fā)展,城市基礎(chǔ)設(shè)施建設(shè)對(duì)經(jīng)濟(jì)發(fā)展仍然具有重要的推動(dòng)作用,但我國(guó)經(jīng)濟(jì)處于轉(zhuǎn)型時(shí)期及世界經(jīng)濟(jì)金融危機(jī)后期,,城市基礎(chǔ)設(shè)施建設(shè)面臨著資金需求量大但融資困難的巨大壓力,因此研究融資租賃在城市基礎(chǔ)設(shè)施建設(shè)中的應(yīng)用與發(fā)展的意義就顯得非常重大。本文旨在通過(guò)對(duì)融資租賃發(fā)展理論的闡釋以及對(duì)城市基礎(chǔ)設(shè)施融資現(xiàn)狀的剖析,進(jìn)而以案例的方式研究融資租賃在城市基礎(chǔ)設(shè)施建設(shè)中的應(yīng)用。 本文主要從五個(gè)部分進(jìn)行闡述。第一部分介紹了本文的研究背景,研究意義和所用方法,并對(duì)融資租賃在國(guó)內(nèi)外的發(fā)展現(xiàn)狀進(jìn)行概括;第二部分從融資租賃的業(yè)務(wù)模式、操作流程、評(píng)估測(cè)算以及風(fēng)險(xiǎn)管理的四個(gè)方面入手,對(duì)于融資租賃的理論體系進(jìn)行全面剖析;第三部分闡釋城市基礎(chǔ)設(shè)施的定義,重點(diǎn)分析城市基礎(chǔ)建設(shè)融資模式、融資創(chuàng)新及融資租賃應(yīng)用于城市基礎(chǔ)建設(shè)的原因三個(gè)方面;第四部分首先通過(guò)分析真實(shí)的案例研究融資租賃在基礎(chǔ)建設(shè)行業(yè)的應(yīng)用;第五部分為本文的總結(jié)和對(duì)今后的研究工作的展望。
[Abstract]:Financial lease refers to the lessor who buys the leased object selected by the lessee for the purpose of financing, and then rents the leased thing to the lessee for a long period of time under the condition of collecting the rent. Finance lease has the dual function of financing and financing. By borrowing money to borrow money, borrowing money, so that financing and financial goods combined. Financial leasing originated in the United States after World War II and was praised by European and American countries 10 years later. The modern leasing industry in China began with the reform and opening up in the 1980s. From the beginning of the financial leasing business to the present, it has experienced three stages: rapid development, risk outbreak and system improvement. In recent years, financial leasing business has been greatly developed. Urban infrastructure (Urban Infrastructure) is a general term for infrastructure including urban transportation, communication, water supply and sewerage and so on, which are necessary for the production and development of urban life. With the steady development of China's economy, urban infrastructure construction still plays an important role in promoting economic development. However, China's economy is in the transition period and the later stage of the world economic and financial crisis. The construction of urban infrastructure is facing the huge pressure of large capital demand but difficult financing, so it is very important to study the application and development of financial leasing in urban infrastructure construction. The purpose of this paper is to study the application of financial leasing in urban infrastructure construction by explaining the development theory of financial leasing and analyzing the present situation of financing of urban infrastructure. This article mainly carries on the elaboration from five parts. The first part introduces the research background, research significance and methods used in this paper, and summarizes the current situation of financial leasing at home and abroad. The third part explains the definition of urban infrastructure, especially the financing mode of urban infrastructure. The fourth part analyzes the application of financial leasing in infrastructure industry through the analysis of real cases. The fifth part is the summary of this paper and the prospect of future research work.
