【摘要】：正2016年3月,中國(guó)人民銀行及相關(guān)部委聯(lián)合印發(fā)了《農(nóng)村承包土地經(jīng)營(yíng)權(quán)抵押貸款試點(diǎn)暫行辦法》,依此農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款工作在全國(guó)各試點(diǎn)地區(qū)推進(jìn)。試點(diǎn)工作在各地探索出了不同的模式,也發(fā)現(xiàn)了一些現(xiàn)實(shí)難點(diǎn)問(wèn)題,突出地表現(xiàn)在以下五個(gè)方面。抵押物價(jià)值評(píng)估農(nóng)地經(jīng)營(yíng)權(quán)作為抵押物,其價(jià)值評(píng)估工作的難點(diǎn)突出表現(xiàn)為三個(gè)方面:一是農(nóng)村土地的條件、位置、產(chǎn)出能力等各
[Abstract]:In March 2016, the people's Bank of China and the relevant ministries and commissions jointly issued the interim measures for the pilot of the Rural contracted Land Management right Mortgage loan, according to which the work of agricultural land management right mortgage loan was promoted in all pilot areas of the country. The pilot work has explored different models and found some practical difficulties in the following five aspects. As collateral, the value evaluation of agricultural land management right is difficult to evaluate in three aspects: first, the condition, position and output ability of rural land.
