黑龍江省保障性住房建設的政策研究

【摘要】:隨著我國市場經(jīng)濟體制改革的不斷深化,居民住房也由公房轉(zhuǎn)向了以市場為導向的商品性住房。2005年以來,我國在住房政策方面開始由市場化提供住房為主向增加建設保障性住房傾斜調(diào)整,初步形成了以經(jīng)濟適用房、廉租房、公共租賃房為主要形式、“低端有保障,中端有支持”的住房保障政策框架體系。尤其近年來國家和地方各級政府高度重視保障性安居工程,加大保障性住房建設力度,解決中低收入群體住房需求,改善其居住條件。2012年黑龍江省“十二五”規(guī)劃綱要明確提出建立和完善以廉租房、經(jīng)濟適用房和公共租賃房為重點,以棚戶區(qū)改造為支撐,以舊住宅區(qū)整合治理和城中村開發(fā)改造為補充的住房保障體系。盡管重視程度之高、建設力度之大,還是有諸多家庭住房問題得不到解決,其根本原因是政策上的不完善導致了保障性住房建設的問題。因此,對黑龍江省保障性住房建設政策進行研究,旨在為指導保障性住房建設實踐,改善民生,維護社會公平正義,為黑龍江省房地產(chǎn)業(yè)健康發(fā)展的決策提供積極的參考。 文章從保障性住房和商品房的區(qū)別入手,闡述保障性住房的不同形式,界定保障性住房的概念,分析其相關政策工具以及保障性住房建設發(fā)展的必要性;依據(jù)公平分配理論、社會保障理論、住房過濾理論和福利國家理論等公共管理學、社會保障學的相關學科知識,運用文獻分析、比較分析、定性分析和規(guī)范分析等研究方法,較為全面、系統(tǒng)地分析黑龍江省保障性住房的建設情況、現(xiàn)行政策及其成效,揭示其政策存在財稅政策支持力度不夠、金融政策融資渠道單一、土地政策供給不足和監(jiān)管政策相對缺失等問題,在借鑒國外及相關省市的經(jīng)驗基礎上,從政策的視角積極探索與黑龍江省省情相適應的保障性住房建設政策,包括建立保障性住房建設專項基金等財稅政策、設立專業(yè)性金融融資平臺等金融政策、增加土地儲備總量等土地政策和信息公開透明等監(jiān)管政策。
[Abstract]:With the deepening of the reform of the market economy system in our country, residents' housing has also changed from public housing to market-oriented commercial housing. Since 2005, In terms of housing policy, China began to adjust its housing policy from the market-oriented provision of housing to the increase of construction indemnificatory housing, initially taking comfortable housing, low-rent housing and public rental housing as the main forms. In particular, in recent years, governments at the national and local levels have attached great importance to affordable housing projects, intensified the construction of affordable housing, and addressed the housing needs of low-income groups. To improve their living conditions. The 2012 outline of the 12th Five-Year Plan of Heilongjiang Province clearly proposed the establishment and improvement of low-rent housing, comfortable housing and public rental housing, supported by the transformation of shantytowns. Despite the high degree of attention and construction, there are still many family housing problems that can not be solved. The fundamental reason is that the imperfect policies lead to the construction of affordable housing. Therefore, the study on the policy of indemnificatory housing construction in Heilongjiang Province aims at providing a positive reference for guiding the practice of affordable housing construction, improving people's livelihood, maintaining social equity and justice, and providing a positive reference for the healthy development of the real estate industry in Heilongjiang Province. Starting with the difference between affordable housing and commercial housing, this paper expounds the different forms of affordable housing, defines the concept of affordable housing, analyzes the relevant policy tools and the necessity of the development of affordable housing construction, according to the theory of fair distribution. Social security theory, housing filtering theory, welfare state theory and other public management, social security related disciplines knowledge, using literature analysis, comparative analysis, qualitative analysis and normative analysis and other research methods, more comprehensive, This paper systematically analyzes the construction of affordable housing in Heilongjiang Province, the current policy and its effect, and reveals that its policy has insufficient support for fiscal and taxation policies, and the financing channel of financial policy is single. On the basis of the experience of foreign countries and related provinces and cities, this paper actively explores the policy of indemnificatory housing construction adapted to the situation of Heilongjiang Province from the perspective of policy, such as insufficient supply of land policy and relative lack of supervision policy. This includes the establishment of financial and taxation policies such as a special fund for the construction of affordable housing, the establishment of financial policies such as specialized financial financing platforms, the increase of land policies such as the total amount of land reserves, and the supervision of information openness and transparency.
