【摘要】：日本對(duì)非洲投資在20世紀(jì)60年代就已開(kāi)始,但投資規(guī)模一直不大。20世紀(jì)90年代創(chuàng)設(shè)"東京非洲發(fā)展國(guó)際會(huì)議"以后,日本政府先后建立了非洲投資倍增支援基金、非洲貿(mào)易投資促進(jìn)機(jī)構(gòu)、日非官民經(jīng)濟(jì)論壇等促進(jìn)日企對(duì)非投資的平臺(tái),并致力于打造良性的"援助—投資"互動(dòng)機(jī)制,日本對(duì)非投資的機(jī)制化建設(shè)不斷完善。當(dāng)前日本大型企業(yè)對(duì)非投資集中在以能源為中心的行業(yè),并逐漸向制造業(yè)、金融業(yè)、服務(wù)業(yè)等領(lǐng)域拓展。日本對(duì)非投資的領(lǐng)域和地域較為集中,南非吸收了日本對(duì)非投資總額的50%以上。日本投資非洲的戰(zhàn)略意圖主要有保障自身能源安全、擴(kuò)大在非影響力及制衡中國(guó),但中日對(duì)非投資的數(shù)量與規(guī)模差距極大,日本投資非洲的影響難以與中國(guó)匹敵,無(wú)法對(duì)中國(guó)造成實(shí)質(zhì)性威脅。
[Abstract]:Japanese investment in Africa began in 1960s, but the scale of investment has been small. Since the creation of the Tokyo International Conference on African Development in 90s, the Japanese Government has successively established the African Investment multiplier support Fund. The African Trade and Investment Promotion Agency, the Japanese-Africa Economic Forum and other platforms for promoting Japanese enterprises' investment in Africa, and dedicated to creating a sound "aid-investment" interactive mechanism, Japan's institutional construction of non-investment has been continuously improved. At present, large Japanese enterprises concentrate their investment in non-investment in energy-centric industries, and gradually move to manufacturing, finance, Japan's investment in Africa is concentrated in areas and regions. South Africa has absorbed more than 50% of Japan's total investment in Africa. Japan's strategic intention in investing in Africa is mainly to safeguard its own energy security. Expanding its influence in Africa and counterbalancing China, but the gap between the amount and scale of Chinese and Japanese investment in Africa is very wide, and the impact of Japanese investment in Africa is difficult to match that of China, and it is unable to pose a material threat to China.
