PL農(nóng)村商業(yè)銀行信貸風險管理研究

【摘要】:PL農(nóng)村商業(yè)銀行地處寧夏銀北地區(qū),得益于周邊豐富的煤炭資源和工業(yè)產(chǎn)業(yè),發(fā)展迅速,存貸款規(guī)模一直僅次于黃河銀行,也是區(qū)內首家成功改制成為農(nóng)村商業(yè)銀行的縣域機構。PL農(nóng)村商業(yè)銀行雖較改制前的農(nóng)村信用合作聯(lián)社資產(chǎn)質量顯著提高,產(chǎn)權更加清晰,資本實力有所提高,但受歷史原因和地域條件限制,且經(jīng)營服務對象主要是“三農(nóng)”和小企業(yè),這就客觀導致了農(nóng)村商業(yè)銀行的經(jīng)營風險遠比其他商業(yè)銀行及股份制銀行大得多。面對國內經(jīng)濟下行壓力、產(chǎn)業(yè)結構調整和縣域內工業(yè)經(jīng)濟停滯不前等因素影響,PL農(nóng)村商業(yè)銀行信貸風險逐步暴漏,嚴重影響了其穩(wěn)健經(jīng)營和健康發(fā)展。本文以PL農(nóng)村商業(yè)銀行為研究對象,運用文獻研究法、案例研究方法及定性和定量相結合法對PL農(nóng)村商業(yè)銀行信貸風險管理進行研究,在對其發(fā)展概況、經(jīng)營狀況和信貸風險管理情況進行分析的基礎之上,通過歷史原因、內部原因和外部原因三個方面,客觀分析并揭示了PL農(nóng)村商業(yè)銀行形成信貸風險的根本原因,然后針對性的提出了規(guī)劃發(fā)展戰(zhàn)略、加強信貸結構調整、完善信貸業(yè)務內控機制和優(yōu)化風險管理機制四個方面的管理措施,最后,為了相關措施得以落實,從隊伍建設、強化激勵及問責、構建信貸風險管理文化三個方面提出了具體的保障措施。本文立足于“新常態(tài)”下信貸風險管理的實際,對提高PL農(nóng)村商業(yè)銀行的信貸風險管理水平和改革轉型具有一定的現(xiàn)實意義。
[Abstract]:The PL Rural Commercial Bank is located in Yinbei area of Ningxia. It has developed rapidly thanks to the abundant coal resources and industrial industry in the surrounding area, and the scale of deposit and loan has always been second only to the Yellow River Bank. It is also the first county institution in the region to be successfully reformed into a rural commercial bank. Although the rural commercial bank has significantly improved the quality of assets and the property rights of the rural credit cooperative association before the reform. Capital strength has been improved, but limited by historical reasons and regional conditions, and the main operating services are "agriculture, rural areas" and small enterprises. This objectively leads to the rural commercial banks operating risk is much greater than other commercial banks and joint-stock banks. Facing the downward pressure of the domestic economy. The adjustment of the industrial structure and the stagnation of the industrial economy in the county have influenced the credit risk of rural commercial banks to leak out gradually. This paper takes PL rural commercial bank as the research object and applies the literature research method. Case study method and qualitative and quantitative analysis of the PL rural commercial bank credit risk management, on the basis of its development overview, business situation and credit risk management analysis. Through historical reasons, internal reasons and external reasons, this paper objectively analyzes and reveals the root causes of the credit risk of PL rural commercial banks, and then puts forward the planning and development strategy. Strengthen the adjustment of credit structure, improve the internal control mechanism of credit business and optimize the risk management mechanism of four management measures. Finally, in order to implement the relevant measures, from the team building, strengthening incentives and accountability. Three aspects of the construction of credit risk management culture put forward specific safeguards. This paper is based on the reality of credit risk management under the "new normal". It is of practical significance to improve the level of credit risk management and reform and transformation of PL rural commercial banks.
