【摘要】：河南是我國(guó)重要的農(nóng)業(yè)大省，農(nóng)村人口居多，“三農(nóng)”問(wèn)題突出，解決“三農(nóng)”問(wèn)題的關(guān)鍵是農(nóng)民增收問(wèn)題，而農(nóng)業(yè)貸款資金的投入是影響農(nóng)民增收的重要生產(chǎn)要素。本文通過(guò)描述河南農(nóng)村金融市場(chǎng)的發(fā)展現(xiàn)狀，對(duì)農(nóng)村金融市場(chǎng)的供給與需求進(jìn)行分析，發(fā)現(xiàn)農(nóng)村金融市場(chǎng)體系不健全，農(nóng)戶資金需求沒(méi)有得到有效滿足，農(nóng)村金融市場(chǎng)儲(chǔ)蓄資金大量外流，農(nóng)村信用社支農(nóng)過(guò)程問(wèn)題突出以及新型農(nóng)村金融機(jī)構(gòu)支農(nóng)力度有限等問(wèn)題，嚴(yán)重制約了農(nóng)民收入的增加及農(nóng)村經(jīng)濟(jì)的發(fā)展。盡管農(nóng)民純收入在不斷地增加，但城鄉(xiāng)收入差距也在不斷地?cái)U(kuò)大，同時(shí)農(nóng)民家庭經(jīng)營(yíng)性收入的增長(zhǎng)幅度有所下降，對(duì)人均純收入的貢獻(xiàn)也在不斷下降。家庭經(jīng)營(yíng)性收入是農(nóng)民收入的主要來(lái)源，促進(jìn)家庭經(jīng)營(yíng)性收入的增加，對(duì)改善農(nóng)民生活水平及消費(fèi)狀況意義重大。 本研究運(yùn)用1985-2011年河南省相關(guān)數(shù)據(jù)，采用理論分析與實(shí)證分析相結(jié)合的方式，運(yùn)用VAR模型論證了農(nóng)業(yè)貸款對(duì)農(nóng)民家庭經(jīng)營(yíng)性純收入的積極影響，由于農(nóng)村金融市場(chǎng)諸多問(wèn)題的存在，使得農(nóng)業(yè)貸款對(duì)家庭經(jīng)營(yíng)性純收入的貢獻(xiàn)率較低。根據(jù)實(shí)證檢驗(yàn)的結(jié)果及現(xiàn)階段農(nóng)業(yè)貸款市場(chǎng)的現(xiàn)狀提出相應(yīng)的政策建議，應(yīng)從打造農(nóng)村金融市場(chǎng)競(jìng)爭(zhēng)環(huán)境，，繼續(xù)深化農(nóng)村信用社改革和完善農(nóng)業(yè)信貸補(bǔ)償機(jī)制方面入手，為政府解決農(nóng)戶貸款難和難貸款的局面，增加農(nóng)民收入，提升河南整體經(jīng)濟(jì)實(shí)力提供有力的依據(jù)。
[Abstract]:Henan is an important agricultural province in China, the rural population is in the majority, the "three rural" problem is prominent, the key to solve the "three rural" problem is to increase farmers' income. The input of agricultural loan funds is an important factor of production which affects farmers' income. This paper analyzes the supply and demand of rural financial market by describing the present situation of rural financial market in Henan Province. Found that the rural financial market system is not perfect, farmers' capital demand has not been effectively met, rural financial market savings funds outflow. The outstanding problems in the process of supporting agriculture in rural credit cooperatives and the limited support for agriculture by new rural financial institutions have seriously restricted the increase of farmers' income and the development of rural economy, although the net income of farmers is constantly increasing. However, the income gap between urban and rural areas is also expanding, at the same time, the growth rate of farmers' household operating income has decreased, and the contribution to per capita net income is also declining. Household operating income is the main source of farmers' income. Promoting the increase of household operating income is of great significance to improve farmers' living standard and consumption status. This study uses the relevant data from 1985 to 2011 in Henan Province, using the combination of theoretical analysis and empirical analysis. VAR model is used to demonstrate the positive impact of agricultural loans on the net income of farmers' operating, due to the existence of many problems in the rural financial market. According to the results of empirical test and the current situation of the agricultural loan market, the corresponding policy recommendations should be made from building the competitive environment of rural financial market. We should continue to deepen the reform of rural credit cooperatives and improve the agricultural credit compensation mechanism to provide a strong basis for the government to solve the problem of difficult and difficult loans for farmers, increase farmers' income, and enhance the overall economic strength of Henan Province.
