【摘要】：如今城市的高層建筑越來越多，對(duì)電梯的需求量、使用量也越來越大。作為高層建筑物內(nèi)重要的運(yùn)輸工具，電梯在給我們提供便捷出行的同時(shí)，也附帶著各種安全隱患，并發(fā)生了不少的安全事故。這反映目前的電梯安全管理體系存在漏洞，這里面既有電梯各子機(jī)件隨使用時(shí)間長(zhǎng)而自然老化的客觀因素，也有管理者、維護(hù)者、使用者等缺乏安全用梯的意識(shí)，不文明用梯等主觀因素。電梯安全管理是大的社會(huì)系統(tǒng)工程，從設(shè)計(jì)生產(chǎn)環(huán)節(jié)、報(bào)建安裝環(huán)節(jié)、到日常維護(hù)保養(yǎng)環(huán)節(jié)、檢測(cè)監(jiān)督環(huán)節(jié)等，其所涉及的單位和從業(yè)人員多且廣。2014年國家出臺(tái)的《中華人民共和國特種設(shè)備安全法》在立法層面上對(duì)電梯安全管理作了最高、也是最基本的注釋，各地省市根據(jù)《安全法》也紛紛出臺(tái)了各自的電梯管理措施或方法，各級(jí)政府與電梯有關(guān)部門在電梯安全管理實(shí)踐中也投入了大量人力、物力，取得了很大的成效。但長(zhǎng)期以來利用安全管理學(xué)理論對(duì)電梯安全管理所作的研究不夠重視，不注意加強(qiáng)理論的指導(dǎo)作用，電梯安全管理活動(dòng)必會(huì)趨向平庸化、事務(wù)化，管理水平很難真正得到提高。安全用梯，預(yù)防為主，安全管理學(xué)屬于管理學(xué)范疇，其核心內(nèi)容是事故預(yù)防理論，加強(qiáng)電梯各環(huán)節(jié)的安全管理，，理論聯(lián)系實(shí)踐可以預(yù)防事故的發(fā)生。本文介紹了中山市電梯安全管理的現(xiàn)狀，由點(diǎn)及面的引申出中山市在電梯安全管理中所存在的如安全意識(shí)淡薄、責(zé)權(quán)不清、經(jīng)濟(jì)利益不平衡等深層問題，這些問題的存在嚴(yán)重影響了電梯的安全運(yùn)行。安全用梯，預(yù)防第一，在如何預(yù)防電梯的不安全因素方面，本文從安全管理學(xué)理論對(duì)電梯安全管理實(shí)踐的指導(dǎo)入手，在加強(qiáng)監(jiān)督管理、完善法律法規(guī)、推進(jìn)電梯檢驗(yàn)機(jī)構(gòu)市場(chǎng)化、構(gòu)建應(yīng)急反應(yīng)體系和提高人員水平五個(gè)方面闡述了安全管理理論在電梯安全管理中的作用，并提出了解決上述問題的一些途徑和對(duì)策，也為日后電梯的安全管理提供了一些參考意見。
[Abstract]:Nowadays, there are more and more high-rise buildings in cities, and the demand for elevators is increasing. As an important means of transportation in high-rise buildings, elevators provide us with convenient travel at the same time. There are also a variety of safety risks, and a lot of safety accidents have occurred. This reflects the current elevator safety management system there are loopholes, there are both elevator sub-parts with the use of long and natural aging objective factors. There are also managers, maintainers, users and other lack of awareness of safety ladder, uncivilized ladder and other subjective factors. Elevator safety management is a large social system engineering, from the design of production links, construction and installation of the link. To routine maintenance, inspection and supervision, etc. In 2014, the National Special equipment Safety Law of the people's Republic of China made the highest and most basic commentary on elevator safety management at the legislative level. In accordance with the "Safety Law", provinces and cities have also introduced their own elevator management measures or methods. Governments and elevator departments at all levels have also invested a lot of manpower and material resources in elevator safety management practice. Great achievements have been made, but for a long time, the study of elevator safety management by using the safety management theory has not been paid enough attention to, and the guiding role of the theory is not paid attention to, so the elevator safety management activities will tend to be mediocre. Safety management belongs to the category of management, whose core content is accident prevention theory, strengthen the safety management of every link of elevator. This paper introduces the present situation of elevator safety management in Zhongshan City, which is derived from the point and surface of the existence of safety management in Zhongshan City, such as weak awareness of safety, unclear responsibility. The existence of these problems has seriously affected the safe operation of elevators, safety ladder, prevention first, how to prevent the elevator unsafe factors. This paper starts with the guidance of safety management theory to the practice of elevator safety management, strengthening supervision and management, perfecting laws and regulations, and promoting the marketization of elevator inspection institutions. This paper expounds the role of safety management theory in elevator safety management from five aspects of constructing emergency response system and improving personnel level, and puts forward some ways and countermeasures to solve the above problems. Also for the elevator safety management in the future to provide some reference.
