【摘要】：隨著中原崛起戰(zhàn)略實(shí)施的不斷深入和《中原經(jīng)濟(jì)區(qū)規(guī)劃》的發(fā)布實(shí)施，邢臺(tái)市三次產(chǎn)業(yè)結(jié)構(gòu)不合理，第二產(chǎn)業(yè)發(fā)展粗放、三產(chǎn)業(yè)不景氣、資源逐步枯竭等制約經(jīng)濟(jì)持續(xù)健康發(fā)展的矛盾和問題逐步凸顯出來。在本市的經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變過程中，政府在經(jīng)濟(jì)運(yùn)行和宏觀調(diào)控中可充分利用財(cái)政政策這一個(gè)基本政策手段，政府的這一政策對經(jīng)濟(jì)發(fā)展方向起著指引、推動(dòng)及協(xié)調(diào)控制等的領(lǐng)頭作用。與此同時(shí)，財(cái)政體系的改善、在制度上進(jìn)行革新對著本市的經(jīng)濟(jì)可持續(xù)發(fā)展有著重要作用，值得在本市中不斷借鑒與應(yīng)用，，也是在經(jīng)濟(jì)發(fā)展過程中的必由之路。 本文全面系統(tǒng)地了解邢臺(tái)市經(jīng)濟(jì)發(fā)展的具體情況，為邢臺(tái)市財(cái)政政策的制定與完善奠定基礎(chǔ)。對政府的財(cái)政政策實(shí)施、其成效以及尚存問題的不斷深入，為財(cái)政政策系統(tǒng)的不斷完善，深入挖掘邢臺(tái)市財(cái)政政策促進(jìn)地方經(jīng)濟(jì)發(fā)展的潛力提供現(xiàn)實(shí)依據(jù)。在分析、探討了邢臺(tái)市經(jīng)濟(jì)發(fā)展現(xiàn)狀與財(cái)政實(shí)施的不足之處的基礎(chǔ)上，本文從推進(jìn)邢臺(tái)市GDP的持續(xù)增長、推進(jìn)產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化升級(jí)、推進(jìn)邢臺(tái)市擴(kuò)大內(nèi)需，推進(jìn)自主創(chuàng)新與科技研發(fā)，推進(jìn)低碳經(jīng)濟(jì)的發(fā)展五個(gè)方面提出相應(yīng)的財(cái)政政策，以期為邢臺(tái)市財(cái)政政策的改革、完善提供借鑒。
[Abstract]:With the deepening of the implementation of the Central Plains' rising strategy and the promulgation and implementation of the Central Plains Economic Zone Planning, Xingtai's three industrial structures are unreasonable, the secondary industry is developing extensively and the three industries are in recession. The contradictions and problems that restrict the sustained and healthy development of the economy such as the gradual depletion of resources have been gradually highlighted. In the process of the transformation of the city's economic development mode. The government can make full use of fiscal policy as a basic policy means in economic operation and macro-control. This policy plays a leading role in guiding the direction of economic development, promoting and coordinating control, etc. At the same time. The improvement of financial system plays an important role in the sustainable development of the city's economy. It is worthy of reference and application in the city, and is also the only way in the process of economic development. This paper comprehensively and systematically understand the specific situation of Xingtai city's economic development, lay a foundation for the formulation and improvement of Xingtai's fiscal policy, and carry out the government's fiscal policy, its effect and the continuous deepening of the remaining problems. In order to improve the fiscal policy system and tap the potential of Xingtai fiscal policy to promote the development of local economy. On the basis of discussing the present situation of economic development and the deficiency of financial implementation in Xingtai, this paper promotes the sustained growth of GDP in Xingtai, the optimization and upgrading of industrial structure, and the expansion of domestic demand in Xingtai. In order to provide reference for the reform and perfection of fiscal policy in Xingtai, five aspects of promoting independent innovation and scientific and technological research and development, and promoting the development of low-carbon economy, the corresponding fiscal policies are put forward.
