政府投資高速公路建設(shè)項(xiàng)目社會(huì)經(jīng)濟(jì)效益后評(píng)價(jià)指標(biāo)體系研究
[Abstract]:By 2012, the mileage of highways in China had reached 96000 kilometers. In order to meet the needs of continuous economic and social development, the highway construction in China will continue to be in the stage of rapid development before 2020. As an important infrastructure in China's social and economic system, highway projects have a significant impact on regional social and economic development. Therefore, more and more attention has been paid to the post-evaluation of social and economic benefits of highways. At present, the relevant departments have formulated laws and regulations on benefit post-evaluation, which makes the post-evaluation of social and economic benefits more standardized. At the same time, the theoretical circle has also studied the post-evaluation of social and economic benefits of expressway, and applied the results to the actual evaluation work. However, due to the fact that the post-evaluation of social and economic benefits of expressway construction projects invested by the government of our country started later than that of developed countries, there are still some problems and deficiencies in the evaluation index system. The establishment of a set of comprehensive, practical and standardized post-evaluation index system for social and economic benefits of expressway construction projects has certain theoretical significance and practical guidance for carrying out the post-evaluation of social and economic benefits of government-invested expressway construction projects. Based on the theory of public goods, the theory of sustainable development and the theory of project management, this paper makes a systematic study on the post-evaluation index system of social and economic benefits of government-invested expressway construction projects by using analytic hierarchy process (AHP) and structural equation model, perfects the post-evaluation index system of social and economic benefits of government-invested expressway construction projects, and determines the index weight by using expert scoring method and analytic hierarchy process (AHP). Through the combination of fuzzy comprehensive quantitative model and structural equation model, the relationship between the overall benefit level of the project and the path influence of the evaluation index is studied. First of all, based on the related concepts of post-evaluation of expressway project and post-evaluation of social and economic benefits, this paper analyzes the important role of social and economic benefits of government-invested expressway construction projects in the social system, then analyzes the present situation of the post-evaluation index system of social and economic benefits of government-invested expressway projects, and analyzes the existing problems of the existing index system. Secondly, on the basis of comparing and drawing lessons from the achievements of academic circles at home and abroad, aiming at the existing problems, the post-evaluation index system of "3e" social and economic benefits is established, the weight of benefit evaluation index is determined by analytic hierarchy process (AHP), and the method of combining fuzzy comprehensive quantitative model with structural equation model is put forward to evaluate the benefit index. Finally, using the newly constructed post-evaluation index system and index evaluation model of social and economic benefits, the post-evaluation of social and economic benefits of DX expressway project is carried out, and the results of the evaluation are analyzed.
