政府投資高速公路建設(shè)項(xiàng)目社會(huì)經(jīng)濟(jì)效益后評(píng)價(jià)指標(biāo)體系研究

【摘要】:截至到2012年,我國(guó)高速公路通車?yán)锍桃堰_(dá)到9.6萬公里。為滿足經(jīng)濟(jì)社會(huì)不斷發(fā)展的需要,2020年前,我國(guó)高速公路建設(shè)將繼續(xù)處于快速發(fā)展階段。作為我國(guó)社會(huì)經(jīng)濟(jì)體系中的重要基礎(chǔ)設(shè)施,高速公路項(xiàng)目對(duì)區(qū)域社會(huì)經(jīng)濟(jì)發(fā)展有顯著的影響,因此,高速公路的社會(huì)經(jīng)濟(jì)效益后評(píng)價(jià)工作也越來越受到重視。目前,相關(guān)部門制定了關(guān)于效益后評(píng)價(jià)的法律法規(guī),使社會(huì)經(jīng)濟(jì)效益后評(píng)價(jià)工作更加規(guī)范。同時(shí),理論界對(duì)高速公路的社會(huì)經(jīng)濟(jì)效益后評(píng)價(jià)也有了一定研究,并將成果運(yùn)用到實(shí)際評(píng)價(jià)工作中,但是,由于我國(guó)政府投資高速公路建設(shè)項(xiàng)目社會(huì)經(jīng)濟(jì)效益后評(píng)價(jià)工作相較發(fā)達(dá)國(guó)家起步較晚,在評(píng)價(jià)指標(biāo)體系方面仍存在一些問題和不足。建立一套全面、實(shí)用、規(guī)范化的高速公路社會(huì)經(jīng)濟(jì)效益后評(píng)價(jià)指標(biāo)體系,對(duì)深入開展政府投資高速公路建設(shè)項(xiàng)目社會(huì)經(jīng)濟(jì)效益后評(píng)價(jià)工作具有一定的理論意義和現(xiàn)實(shí)指導(dǎo)性。 本文以公共產(chǎn)品理論、可持續(xù)發(fā)展理論和項(xiàng)目管理理論為基礎(chǔ),利用層次分析法、結(jié)構(gòu)方程模型等方法,對(duì)政府投資高速公路建設(shè)項(xiàng)目社會(huì)經(jīng)濟(jì)效益后評(píng)價(jià)指標(biāo)體系進(jìn)行了系統(tǒng)的研究,完善了政府投資高速公路建設(shè)項(xiàng)目社會(huì)經(jīng)濟(jì)效益后評(píng)價(jià)指標(biāo)體系,運(yùn)用專家打分法和層次分析法確定指標(biāo)權(quán)重,通過模糊綜合量化模型和結(jié)構(gòu)方程模型相結(jié)合的方法,對(duì)項(xiàng)目總體效益水平及評(píng)價(jià)指標(biāo)間的路徑影響關(guān)系進(jìn)行研究。 首先,本文從高速公路項(xiàng)目后評(píng)價(jià)及社會(huì)經(jīng)濟(jì)效益后評(píng)價(jià)的相關(guān)概念出發(fā),分析政府投資高速公路建設(shè)項(xiàng)目社會(huì)經(jīng)濟(jì)效益在社會(huì)體系中的重要作用;接著,對(duì)政府投資高速公路項(xiàng)目社會(huì)經(jīng)濟(jì)效益后評(píng)價(jià)指標(biāo)體系的現(xiàn)狀進(jìn)行分析,剖析現(xiàn)有指標(biāo)體系存在的問題;其次,在比較借鑒國(guó)內(nèi)外學(xué)術(shù)界成果的基礎(chǔ)上,針對(duì)存在的問題,建立“3E”社會(huì)經(jīng)濟(jì)效益后評(píng)價(jià)指標(biāo)體系,運(yùn)用層次分析法確定效益評(píng)價(jià)指標(biāo)權(quán)重,提出采用模糊綜合量化模型和結(jié)構(gòu)方程模型相結(jié)合的方法來評(píng)價(jià)效益指標(biāo)。最后,運(yùn)用新構(gòu)建的社會(huì)經(jīng)濟(jì)效益后評(píng)價(jià)指標(biāo)體系和指標(biāo)評(píng)價(jià)模型,,對(duì)DX高速公路項(xiàng)目進(jìn)行社會(huì)經(jīng)濟(jì)效益后評(píng)價(jià),并對(duì)評(píng)價(jià)的結(jié)果進(jìn)行分析。
[Abstract]:By 2012, the mileage of highways in China had reached 96000 kilometers. In order to meet the needs of continuous economic and social development, the highway construction in China will continue to be in the stage of rapid development before 2020. As an important infrastructure in China's social and economic system, highway projects have a significant impact on regional social and economic development. Therefore, more and more attention has been paid to the post-evaluation of social and economic benefits of highways. At present, the relevant departments have formulated laws and regulations on benefit post-evaluation, which makes the post-evaluation of social and economic benefits more standardized. At the same time, the theoretical circle has also studied the post-evaluation of social and economic benefits of expressway, and applied the results to the actual evaluation work. However, due to the fact that the post-evaluation of social and economic benefits of expressway construction projects invested by the government of our country started later than that of developed countries, there are still some problems and deficiencies in the evaluation index system. The establishment of a set of comprehensive, practical and standardized post-evaluation index system for social and economic benefits of expressway construction projects has certain theoretical significance and practical guidance for carrying out the post-evaluation of social and economic benefits of government-invested expressway construction projects. Based on the theory of public goods, the theory of sustainable development and the theory of project management, this paper makes a systematic study on the post-evaluation index system of social and economic benefits of government-invested expressway construction projects by using analytic hierarchy process (AHP) and structural equation model, perfects the post-evaluation index system of social and economic benefits of government-invested expressway construction projects, and determines the index weight by using expert scoring method and analytic hierarchy process (AHP). Through the combination of fuzzy comprehensive quantitative model and structural equation model, the relationship between the overall benefit level of the project and the path influence of the evaluation index is studied. First of all, based on the related concepts of post-evaluation of expressway project and post-evaluation of social and economic benefits, this paper analyzes the important role of social and economic benefits of government-invested expressway construction projects in the social system, then analyzes the present situation of the post-evaluation index system of social and economic benefits of government-invested expressway projects, and analyzes the existing problems of the existing index system. Secondly, on the basis of comparing and drawing lessons from the achievements of academic circles at home and abroad, aiming at the existing problems, the post-evaluation index system of "3e" social and economic benefits is established, the weight of benefit evaluation index is determined by analytic hierarchy process (AHP), and the method of combining fuzzy comprehensive quantitative model with structural equation model is put forward to evaluate the benefit index. Finally, using the newly constructed post-evaluation index system and index evaluation model of social and economic benefits, the post-evaluation of social and economic benefits of DX expressway project is carried out, and the results of the evaluation are analyzed.
