甩掛運(yùn)輸節(jié)能減排效益評(píng)估研究

【摘要】:道路運(yùn)輸業(yè)歷來是節(jié)能減排的重點(diǎn)領(lǐng)域,推進(jìn)甩掛運(yùn)輸發(fā)展已經(jīng)成為國(guó)家道路運(yùn)輸業(yè)節(jié)能減排戰(zhàn)略的重要著力點(diǎn)。甩掛運(yùn)輸組織模式能夠降低單位周轉(zhuǎn)量的燃料消耗,促進(jìn)節(jié)能和環(huán)保。甩掛運(yùn)輸通過提高干線重載汽車列車的普及率,降低單位周轉(zhuǎn)量能耗;通過高度集約化的組織,在運(yùn)營(yíng)網(wǎng)絡(luò)內(nèi)根據(jù)需要合理調(diào)度牽引車,減少牽引車的空駛。為此,國(guó)務(wù)院在多個(gè)文件中均明確要求推進(jìn)公路甩掛運(yùn)輸發(fā)展。 2012年10月,交通運(yùn)輸部聯(lián)合財(cái)政部發(fā)文公布了第二批甩掛運(yùn)輸試點(diǎn)項(xiàng)目名單。至此,甩掛運(yùn)輸試點(diǎn)在我國(guó)已進(jìn)入第三個(gè)年頭,先后近100個(gè)試點(diǎn)項(xiàng)目入選。隨著甩掛運(yùn)輸是試點(diǎn)工作的深入,甩掛運(yùn)輸?shù)墓?jié)能減排效果在理論上已經(jīng)得到了廣泛的認(rèn)可,但目前仍然缺乏一個(gè)有效的評(píng)估體系,特別是缺少一個(gè)實(shí)證體系,通過可監(jiān)測(cè)、可度量的方式獲得準(zhǔn)確的數(shù)據(jù),對(duì)甩掛運(yùn)輸?shù)墓?jié)能減排效果加以證明。對(duì)于甩掛運(yùn)輸試點(diǎn)工作,更需要建立一個(gè)有效的評(píng)估體系,能夠通過合理的指標(biāo)設(shè)置、具有可操作性的數(shù)據(jù)獲取方式、科學(xué)的評(píng)估方法,準(zhǔn)確度量甩掛運(yùn)輸在減少能源消耗并減少溫室氣體排放中發(fā)揮的作用。論文旨在建立起適合我國(guó)道路運(yùn)輸特點(diǎn)的甩掛運(yùn)輸節(jié)能減排效益分析和評(píng)估方法,為甩掛運(yùn)輸試點(diǎn)工作的績(jī)效評(píng)價(jià)提供技術(shù)支撐。 論文概括介紹了甩掛運(yùn)輸組織模式的概念;分析了我國(guó)甩掛運(yùn)輸發(fā)展現(xiàn)狀以及存在的問題。提出了甩掛運(yùn)輸節(jié)能減排的基本原理,以及不同要素和環(huán)節(jié)與最終節(jié)能減排效益間的傳導(dǎo)機(jī)制和模型,并簡(jiǎn)要計(jì)算了不同甩掛運(yùn)輸組織模式的節(jié)能減排效果。在此基礎(chǔ)上構(gòu)建了評(píng)估指標(biāo)體系,并根據(jù)各指標(biāo)的不同特性提出了不同的指標(biāo)值采集渠道;通過理順相關(guān)指標(biāo)之間的邏輯關(guān)系,基于甩掛運(yùn)輸節(jié)能減排的內(nèi)在機(jī)理,建立相應(yīng)綜合評(píng)價(jià)體系,構(gòu)建相應(yīng)的分析模型。最后,為保障甩掛運(yùn)輸?shù)捻樌_展,提出了甩掛運(yùn)輸節(jié)能減排效益評(píng)估的組織、管理制度建議。 論文突破傳統(tǒng)評(píng)價(jià)方法,分別從效果及原因兩方面提出了效果指標(biāo)體系與結(jié)構(gòu)指標(biāo)體系,對(duì)甩掛運(yùn)輸節(jié)能減排效果的評(píng)估采用有無對(duì)比,更重視指標(biāo)值的獲取及處理方法,保證了評(píng)估結(jié)果的真實(shí)性。
[Abstract]:Road transport industry has always been the key field of energy conservation and emission reduction, and promoting the development of transport has become an important focus of the national road transport industry energy conservation and emission reduction strategy. Hanging transport organization model can reduce fuel consumption per unit turnover and promote energy saving and environmental protection. By increasing the popularization rate of trunk heavy-duty vehicles and reducing the energy consumption per unit turnover, dump transport can reasonably dispatch tractors in the operating network according to the needs of the operation network, and reduce the empty driving of tractors by improving the popularization rate of trunk heavy-duty vehicles and reducing the energy consumption per unit turnover. To this end, the State Council in a number of documents have explicitly called for the promotion of highway hanging transport development. In October 2012, the Ministry of Transport, in conjunction with the Ministry of Finance, issued a letter announcing the list of the second batch of pilot projects. So far, the pilot project of hanging up transportation has entered the third year in our country, and nearly 100 pilot projects have been selected. With the deepening of the pilot work, the energy saving and emission reduction effect of hanging transport has been widely recognized in theory, but there is still a lack of an effective evaluation system, especially an empirical system, which can be monitored. Accurate data can be obtained in a measured way to prove the energy saving and emission reduction effect of hanging transportation. For the pilot work of hanging up transportation, it is more necessary to establish an effective evaluation system, which can be achieved through reasonable index setting, operable data acquisition method and scientific evaluation method. Accurately measure the role of hanging transport in reducing energy consumption and greenhouse gas emissions. The purpose of this paper is to establish an energy saving and emission reduction benefit analysis and evaluation method suitable for the characteristics of road transportation in China, and to provide technical support for the performance evaluation of the pilot work of hanging transport. This paper briefly introduces the concept of the organization mode of hanging transportation, and analyzes the present situation and existing problems of the development of hanging transportation in China. This paper puts forward the basic principle of energy saving and emission reduction of hanging transportation, as well as the transmission mechanism and model between different elements and links and the final benefit of energy saving and emission reduction, and briefly calculates the energy saving and emission reduction effects of different transport organization modes. On this basis, the evaluation index system is constructed, and different index value collection channels are put forward according to the different characteristics of each index. By straightening out the logical relationship between the relevant indexes and based on the internal mechanism of energy saving and emission reduction in transport, the corresponding comprehensive evaluation system is established and the corresponding analysis model is constructed. Finally, in order to ensure the smooth development of hanging transportation, the organization and management system of energy saving and emission reduction benefit evaluation are put forward. This paper breaks through the traditional evaluation method, puts forward the effect index system and the structure index system from the two aspects of the effect and the reason respectively, adopts the contrast to the evaluation of the energy saving and emission reduction effect of the hanging transportation, and pays more attention to the acquisition and treatment method of the index value. The authenticity of the evaluation results is guaranteed.
