市場(chǎng)結(jié)構(gòu)和補(bǔ)貼對(duì)公交成本效率與服務(wù)效果的影響研究

【摘要】:公交市場(chǎng)結(jié)構(gòu)和補(bǔ)貼是交通行業(yè)改革發(fā)展中關(guān)注的重要問(wèn)題.采用隨機(jī)前沿分析方法,利用1990—2013年我國(guó)33個(gè)大中城市公共交通的運(yùn)營(yíng)數(shù)據(jù),研究了市場(chǎng)結(jié)構(gòu)和補(bǔ)貼對(duì)城市公交成本效率和服務(wù)效果的影響.研究表明:公交補(bǔ)貼對(duì)成本效率和服務(wù)效果均有正向激勵(lì)作用,且補(bǔ)貼對(duì)公交服務(wù)效果的影響更為顯著,補(bǔ)貼占成本比率與成本效率和服務(wù)效果呈現(xiàn)倒"U"型關(guān)系,其比率在5%~10%區(qū)間時(shí)達(dá)到最高,說(shuō)明適當(dāng)?shù)难a(bǔ)貼對(duì)提高公交運(yùn)營(yíng)效率有正面效果;國(guó)有主導(dǎo)下的公交市場(chǎng)結(jié)構(gòu)會(huì)降低成本效率,提升服務(wù)效果,且其成本效率和服務(wù)效果均高于市場(chǎng)化主導(dǎo)模式.
[Abstract]:The structure of public transport market and subsidy is an important issue in the reform and development of transportation industry. By using the stochastic frontier analysis method and the operation data of public transport in 33 large and medium-sized cities in China from 1990 to 2013, the effects of market structure and subsidies on the cost efficiency and service efficiency of urban public transport are studied. The results show that public transport subsidy has a positive incentive effect on cost efficiency and service effect, and the influence of subsidy on public transport service effect is more significant. The ratio of subsidy to cost has an inverted "U" relationship with cost efficiency and service effect. The ratio reached the highest when the ratio was in the range of 5% 鈮,
