【摘要】:我是20世紀(jì)末期從也門(mén)共和國(guó)來(lái)中國(guó)留學(xué)的,就讀于西安公路學(xué)院(現(xiàn)更名為長(zhǎng)安大學(xué)),學(xué)習(xí)汽車(chē)工程專(zhuān)業(yè)。本科畢業(yè)回國(guó)后從基層工程技術(shù)工作干起,經(jīng)過(guò)十幾年的努力,取得一定成績(jī),并被任命為也門(mén)共和國(guó)通訊部部長(zhǎng),現(xiàn)在被任命為駐中華人民共和國(guó)大使。 在實(shí)踐中我深深認(rèn)識(shí)到:公路交通是國(guó)民經(jīng)濟(jì)的重要基礎(chǔ)產(chǎn)業(yè),高度發(fā)達(dá)的現(xiàn)代化交通是一個(gè)國(guó)家經(jīng)濟(jì)和社會(huì)發(fā)展的重要基礎(chǔ)。經(jīng)濟(jì)要發(fā)展,交通要先行,發(fā)展交通,必須依靠科學(xué)技術(shù),而科學(xué)技術(shù)是由人來(lái)掌握的。因此,人才的數(shù)量和質(zhì)量,是未來(lái)社會(huì)發(fā)展的關(guān)健所在,人才資源已經(jīng)成為人類(lèi)社會(huì)所有資源中最重要的資源。 因此,我在獲得這次寶貴的重返母校攻讀博士學(xué)位的機(jī)會(huì)后,毅然選擇公路交通人才資源的開(kāi)發(fā)與管理作為我的研究領(lǐng)域。 本論文選擇以公路交通行業(yè)為切入點(diǎn),對(duì)該領(lǐng)域人才資源開(kāi)發(fā)與使用的有關(guān)問(wèn)題進(jìn)行深入的研究,在此基礎(chǔ)上結(jié)合公路交通行業(yè)提出切實(shí)可行的人才資源開(kāi)發(fā)與使用的對(duì)策與措施。 首先,本文在闡述論文研究的背景及選題意義的基礎(chǔ)上,對(duì)公路交通行業(yè)人才資源有關(guān)的研究文獻(xiàn)進(jìn)行了綜述,著重對(duì)有關(guān)人才資源開(kāi)發(fā)與人才預(yù)測(cè)等內(nèi)容進(jìn)行了闡述,同時(shí)介紹了論文的研究結(jié)構(gòu)及研究的主要內(nèi)容。 其次,對(duì)人力資源開(kāi)發(fā)與使用的理論基礎(chǔ)進(jìn)行研究。本章闡述了與人才資源開(kāi)發(fā)使用相關(guān)的概念,以及在人才資源開(kāi)發(fā)使用過(guò)程中對(duì)各個(gè)環(huán)節(jié)支撐的相應(yīng)理論。論述了指導(dǎo)培育人才的金字塔理論;指導(dǎo)使用人才的木桶理論;指導(dǎo)選聘提拔人才的彼得定律;對(duì)科學(xué)設(shè)置編制并指導(dǎo)對(duì)編制進(jìn)行有效管理的苛希納定律和帕金森定律。這些理論對(duì)本論文的分析研究具有很好的指導(dǎo)意義。 再次,闡述了行業(yè)人才資源開(kāi)發(fā)環(huán)境與作用,人才資源開(kāi)發(fā)是全面建設(shè)小康社會(huì)的目標(biāo)要求,是全面提升行業(yè)人才資源保障和智力支持的需要,是適應(yīng)經(jīng)濟(jì)全球化等發(fā)展的需要,更是保證公路交通行業(yè)跨越式發(fā)展的需要。分析了公路交通行業(yè)人力資本對(duì)行業(yè)經(jīng)濟(jì)發(fā)展的推動(dòng)作用。改革開(kāi)放以來(lái),隨著教育事業(yè)和交通事業(yè)的快速發(fā)展,人才資源開(kāi)發(fā)與管理工作的不斷加強(qiáng),交通發(fā)展的人才資源保障與智力支持能力得到了前所未有的提高。通過(guò)對(duì)有關(guān)研究資料的分析,推斷出公路交通行業(yè)人才資源已經(jīng)與20世紀(jì)50、60年代發(fā)達(dá)國(guó)家的水平相當(dāng)。人才資源對(duì)行業(yè)發(fā)展的推動(dòng)作用巨大,粗略推算,公路交通人才資源對(duì)公路交通行業(yè)經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)率大約達(dá)到50%左右。 接著,對(duì)公路交通行業(yè)人才資源開(kāi)發(fā)的現(xiàn)狀進(jìn)行了研究。對(duì)公路運(yùn)輸建設(shè)、養(yǎng)護(hù)、運(yùn)輸、管理部門(mén)發(fā)展情況進(jìn)行了分析,在此基礎(chǔ)上,分析了公路交通行業(yè)人才資源現(xiàn)狀及開(kāi)發(fā)的政策現(xiàn)狀,指出了公路交通行業(yè)人才資源開(kāi)發(fā)工作中主要存在的問(wèn)題與薄弱環(huán)節(jié)。 同時(shí),進(jìn)行了公路交通行業(yè)人才資源的需求與預(yù)測(cè)分析,進(jìn)行人才資源開(kāi)發(fā)時(shí),一方面要考慮社會(huì)對(duì)人才資源需求的數(shù)量,另一方面要考慮不同水平、不同層次的人才資源需求結(jié)構(gòu)狀況。論文以公路管理局為例進(jìn)行了人才資源的預(yù)測(cè)分析,隨著我國(guó)公路事業(yè)的迅猛發(fā)展以及公路交通行業(yè)管理體制改革的深化,需要進(jìn)一步根據(jù)特定時(shí)期的具體實(shí)際情況與發(fā)展需要,進(jìn)行公路交通行業(yè)人才資源總量和結(jié)構(gòu)預(yù)測(cè)分析,并通過(guò)工作業(yè)績(jī)考評(píng)與人才成本核算,對(duì)行業(yè)人才資源結(jié)構(gòu)進(jìn)行進(jìn)一步的優(yōu)化。 接著,闡明了在公路交通行業(yè)人才資源的合理開(kāi)發(fā)與使用中,,必須遵循的基本原則,必須處理好的各方面的關(guān)系。即:一是指出了人才資源開(kāi)發(fā)與管理的基本原則,二是對(duì)如何處理好各方面的關(guān)系進(jìn)行了分析探討。 最后,通過(guò)以上對(duì)公路交通行業(yè)發(fā)展現(xiàn)狀、人才資源開(kāi)發(fā)現(xiàn)狀、環(huán)境與作用、需求與預(yù)測(cè)的分析,按照在公路交通行業(yè)人才資源開(kāi)發(fā)與使用上必須遵循的基本原則,處理好各方面的關(guān)系,提出了公路交通行業(yè)人才資源開(kāi)發(fā)與使用的具體措施與政策,最終達(dá)到保障行業(yè)人才資源開(kāi)發(fā)與使用的根本目的。
