運(yùn)輸航空公司安全運(yùn)行保障能力模型研究

【摘要】:隨著我國(guó)民航運(yùn)輸需求量的持續(xù)增加,航空公司安全運(yùn)行保障能力不足的問題日趨凸顯,并且隨著人們對(duì)可接受安全水平這一要求的不斷提高,無論是航空公司本身還是整個(gè)社會(huì),都對(duì)航空公司安全運(yùn)行保障能力建設(shè)迫切關(guān)注。但如何給予航空公司安全運(yùn)行保障能力建設(shè)一個(gè)客觀、科學(xué)、有效的衡量標(biāo)準(zhǔn),以指導(dǎo)航空公司安全運(yùn)行保障能力建設(shè)達(dá)到與運(yùn)輸需求量相匹配,是目前航空公司安全運(yùn)行面臨的一個(gè)重要問題。本研究以企業(yè)能力理論為依據(jù),通過對(duì)能力理論文獻(xiàn)資料的分析總結(jié)以及對(duì)航空公司安全運(yùn)行保障工作特點(diǎn)的分析,從“潛在能力”和“現(xiàn)實(shí)能力”兩個(gè)方面推出用以衡量航空公司安全保障能力建設(shè)的能力模型,在對(duì)航空公司安全運(yùn)行保障的理論研究和實(shí)地調(diào)研的基礎(chǔ)上,確立潛在能力由安全規(guī)章標(biāo)準(zhǔn)、安全教育培訓(xùn)、設(shè)施設(shè)備、安全文化、安全信息、安全技術(shù)和安全投入等8個(gè)能力要素組成;現(xiàn)實(shí)能力由運(yùn)行控制保障能力、機(jī)務(wù)維修保障能力、組織管理保障能力和風(fēng)險(xiǎn)管理保障能力等4個(gè)能力組成。同時(shí),通過編制能力模型的調(diào)查問卷,對(duì)能力要素在航空公司安全運(yùn)行保障中的影響進(jìn)行測(cè)量,并采用AMOS17.0結(jié)構(gòu)方程模型軟件對(duì)能力模型中能力因子的關(guān)系進(jìn)行分析以確定影響程度,結(jié)果分析表明,潛在能力對(duì)航空公司安全運(yùn)行保障能力的形成有顯著的正向影響關(guān)系,其中安全研究、安全投入、安全文化和規(guī)章標(biāo)準(zhǔn)對(duì)航空公司安全運(yùn)行保障能力的促進(jìn)作用最大,其次是安全技術(shù)、教育培訓(xùn)、安全信息和設(shè)施設(shè)備;航空公司安全運(yùn)行保障能力在實(shí)際工作中體現(xiàn)出的現(xiàn)實(shí)能力,按重要性大小依次為,風(fēng)險(xiǎn)管理保障能力、運(yùn)行控制保障能力、組織管理保障能力、機(jī)務(wù)維修保障能力;模型假設(shè)H1~H12都得到了驗(yàn)證,表明現(xiàn)實(shí)能力對(duì)潛在能力有很強(qiáng)的路徑依賴關(guān)系,每一條路徑都是提高現(xiàn)實(shí)能力的一種途徑。
[Abstract]:With the continuous increase in the demand for civil aviation transportation in China, the problem of insufficient safety and security capacity of airlines is becoming more and more prominent, and with the continuous improvement of the requirement of acceptable safety level, Both airlines themselves and the whole society pay close attention to the safety and security capacity building of airlines. However, how to give the airlines an objective, scientific and effective measure standard to guarantee the safe operation of airlines, so as to guide the airlines to meet the demand of transportation, and how to build the capacity of safe operation support of airlines to match the demand of transportation. It is an important problem facing the safe operation of airlines at present. This research is based on the theory of enterprise capability, through the analysis and summary of the capability theory literature and the analysis of the characteristics of airline safe operation and guarantee work. From the aspects of "potential capability" and "realistic capability", the capability model used to measure the safety and security capacity-building of airlines is proposed. On the basis of theoretical research and field research on the safety and security of airlines, The establishment of potential capacity consists of 8 capability elements, such as safety regulations and standards, safety education and training, facilities and equipment, safety culture, safety information, safety technology and safety input. The realistic ability is composed of operation control support ability, maintenance support ability, organization management support ability and risk management support ability. At the same time, through compiling the questionnaire of capability model, we measure the influence of capability factor in the safe operation guarantee of airlines. The relationship of capability factors in capability model is analyzed by using AMOS17.0 structural equation model software to determine the degree of influence. The results show that the potential capability has a significant positive effect on the formation of safety and security capability of airlines. Among them, safety research, safety investment, safety culture and regulations have the greatest promoting effect on the safety operation guarantee ability of airlines, followed by safety technology, education and training, safety information and facilities and equipment; The practical ability reflected in the actual work of the airline is risk management guarantee ability, operation control support ability, organization management support ability and maintenance support ability according to the importance. The model assumes that the H1~H12 is verified, which shows that the realistic ability has a strong path dependence on the potential capability, and each path is a way to improve the realistic ability.
