【摘要】：現(xiàn)行的“凡建即補(bǔ)”的農(nóng)村公路財(cái)政資金轉(zhuǎn)移支付機(jī)制造成全國(guó)地農(nóng)村公路的區(qū)域不均等。為了提出基于區(qū)域均均等化的農(nóng)村公路建設(shè)資金轉(zhuǎn)移支付機(jī)制，本文首先對(duì)農(nóng)村公路區(qū)域均等化進(jìn)行了概念界定，即全體農(nóng)村居民享有最終大致均等的農(nóng)村公路擁有量，并提出了農(nóng)村公路綜合密度這一評(píng)價(jià)指標(biāo)，其中農(nóng)村公路綜合密度為按照農(nóng)用地面積計(jì)算的農(nóng)村公路密度和按照農(nóng)村人口計(jì)算的農(nóng)村公路密度的二者的幾何平均數(shù)；其次以此為基礎(chǔ)對(duì)現(xiàn)有轉(zhuǎn)移支付機(jī)制下的農(nóng)村公路進(jìn)行了靜態(tài)分析、動(dòng)態(tài)分析和東中西部對(duì)比分析，發(fā)現(xiàn)農(nóng)村公路的分布存在東部?jī)?yōu)于中部、中部?jī)?yōu)于西部的區(qū)域不均等現(xiàn)象，指出現(xiàn)有農(nóng)村公路建設(shè)資金轉(zhuǎn)移支付機(jī)制不利于實(shí)現(xiàn)農(nóng)村公路區(qū)域均等化；再次依據(jù)公平與效率原則，提出基于運(yùn)輸需求、地方財(cái)政能力和農(nóng)村公路存量的區(qū)域均等化的農(nóng)村公路建設(shè)資金轉(zhuǎn)移支付的決策依據(jù)，并以此作為變量建立新的轉(zhuǎn)移支付資金分配公式；最后以陜西省咸陽(yáng)市為實(shí)例，，通過(guò)對(duì)比，驗(yàn)證了新提出的轉(zhuǎn)移支付資金分配方式考慮了地方財(cái)力，在實(shí)現(xiàn)農(nóng)村公路區(qū)域均等化方面更加有效。
[Abstract]:The current rural highway financial transfer payment mechanism, which is built and filled, causes the regional inequality of the rural highway in the whole country. In order to put forward the transfer payment mechanism of rural highway construction funds based on regional equalization, this paper firstly defines the regional equalization of rural highway, that is, all rural residents enjoy approximately equal rural highway ownership. The paper also puts forward the evaluation index of the comprehensive density of rural highway, in which the comprehensive density of rural highway is the geometric average of the density of rural highway calculated according to the area of agricultural land and the density of rural highway calculated according to the rural population. Secondly, the static analysis, dynamic analysis and contrast analysis of the rural highway under the existing transfer payment mechanism are carried out. It is found that the distribution of the rural highway in the east is superior to that in the middle and the middle is superior to that in the west, and the distribution of the rural highway in the east is superior to that in the west. It is pointed out that the existing transfer and payment mechanism of rural highway construction funds is not conducive to the realization of regional equalization of rural highways; Thirdly, according to the principle of fairness and efficiency, the paper puts forward the decision-making basis of transfer payment of rural highway construction funds based on transportation demand, local financial capacity and regional equalization of rural highway stock. And take this as a variable to establish a new transfer payment fund allocation formula; Finally, taking Xianyang City, Shaanxi Province as an example, the paper verifies that the new transfer payment allocation mode takes local financial resources into account and is more effective in achieving regional equalization of rural roads.
