城市公共交通規(guī)制政策的經(jīng)濟(jì)學(xué)分析

【摘要】:管制、放松管制和競(jìng)爭(zhēng)性招標(biāo)是城市公共交通產(chǎn)業(yè)可供選擇的三個(gè)政策模型,就政策的實(shí)踐效果而言,競(jìng)爭(zhēng)性招標(biāo)明顯優(yōu)于管制與放松管制。但是,目前有關(guān)城市公共交通的理論卻無法對(duì)該產(chǎn)業(yè)的政策選擇提供清晰明確的判別標(biāo)準(zhǔn)。本文以服務(wù)提供過程中生產(chǎn)者與消費(fèi)者不可分離這一特征為切入點(diǎn),通過對(duì)城市公共交通產(chǎn)業(yè)(巴士產(chǎn)業(yè))技術(shù)經(jīng)濟(jì)特征的重新闡釋,不僅證明了競(jìng)爭(zhēng)性招標(biāo)政策的合意性,而且還說明了為什么有關(guān)規(guī)模經(jīng)濟(jì)的經(jīng)驗(yàn)測(cè)量會(huì)得出相互矛盾的結(jié)果。并提出從重組巴士產(chǎn)業(yè)結(jié)構(gòu)、擴(kuò)展競(jìng)標(biāo)范圍、理順政企關(guān)系和提升合約設(shè)計(jì)與監(jiān)管水平四個(gè)方面來完善中國(guó)城市公共交通產(chǎn)業(yè)競(jìng)爭(zhēng)性招標(biāo)政策建議。
[Abstract]:Regulation, deregulation and competitive bidding are three policy models available to urban public transport industry. As far as the practical effect of policies is concerned, competitive bidding is obviously superior to regulation and deregulation. However, the current urban public transport theory can not provide a clear and clear criteria for the policy choice of the industry. Based on the characteristics that producers and consumers cannot be separated in the process of service delivery, this paper reinterprets the technical and economic characteristics of the urban public transport industry (bus industry), which proves not only the concurrence of competitive bidding policy, but also the technical and economic characteristics of the urban public transport industry (bus industry). It also explains why empirical measurements of economies of scale produce contradictory results. Some suggestions are put forward to perfect the competitive bidding policy of urban public transport industry in China from four aspects: restructuring the bus industry structure, expanding the scope of competitive bidding, straightening out the relationship between government and enterprise, and improving the level of contract design and supervision.
