城市公共交通規(guī)制政策的經(jīng)濟學分析

【摘要】:管制、放松管制和競爭性招標是城市公共交通產(chǎn)業(yè)可供選擇的三個政策模型,就政策的實踐效果而言,競爭性招標明顯優(yōu)于管制與放松管制。但是,目前有關城市公共交通的理論卻無法對該產(chǎn)業(yè)的政策選擇提供清晰明確的判別標準。本文以服務提供過程中生產(chǎn)者與消費者不可分離這一特征為切入點,通過對城市公共交通產(chǎn)業(yè)(巴士產(chǎn)業(yè))技術經(jīng)濟特征的重新闡釋,不僅證明了競爭性招標政策的合意性,而且還說明了為什么有關規(guī)模經(jīng)濟的經(jīng)驗測量會得出相互矛盾的結(jié)果。并提出從重組巴士產(chǎn)業(yè)結(jié)構(gòu)、擴展競標范圍、理順政企關系和提升合約設計與監(jiān)管水平四個方面來完善中國城市公共交通產(chǎn)業(yè)競爭性招標政策建議。
[Abstract]:Regulation, deregulation and competitive bidding are three policy models available to urban public transport industry. As far as the practical effect of policies is concerned, competitive bidding is obviously superior to regulation and deregulation. However, the current urban public transport theory can not provide a clear and clear criteria for the policy choice of the industry. Based on the characteristics that producers and consumers cannot be separated in the process of service delivery, this paper reinterprets the technical and economic characteristics of the urban public transport industry (bus industry), which proves not only the concurrence of competitive bidding policy, but also the technical and economic characteristics of the urban public transport industry (bus industry). It also explains why empirical measurements of economies of scale produce contradictory results. Some suggestions are put forward to perfect the competitive bidding policy of urban public transport industry in China from four aspects: restructuring the bus industry structure, expanding the scope of competitive bidding, straightening out the relationship between government and enterprise, and improving the level of contract design and supervision.
