【摘要】：國(guó)家“十二五”規(guī)劃對(duì)于沿邊沿江地區(qū)擴(kuò)大開放,充分利用區(qū)位優(yōu)勢(shì)和資源優(yōu)勢(shì),加大力度對(duì)口岸和邊境經(jīng)濟(jì)區(qū)的基礎(chǔ)設(shè)施重點(diǎn)建設(shè),真正將口岸和邊境經(jīng)濟(jì)盤活。2009年國(guó)務(wù)院正式批復(fù)《中國(guó)圖們江區(qū)域合作開發(fā)規(guī)劃綱要——以長(zhǎng)吉圖為開發(fā)開放先導(dǎo)區(qū)》,并指出要加快長(zhǎng)吉圖開發(fā)開放先導(dǎo)區(qū)的建設(shè),加快建設(shè)國(guó)際大通道暢通工程,將它發(fā)展成為我國(guó)沿邊開發(fā)開放的重要區(qū)域、我國(guó)面向東北亞開放的重要門戶和東北亞經(jīng)濟(jì)技術(shù)合作的重要平臺(tái),從而把長(zhǎng)吉圖培育成東北亞地區(qū)新的重要增長(zhǎng)極。延邊地區(qū)作為國(guó)家長(zhǎng)吉圖戰(zhàn)略的前沿,目前的交通運(yùn)輸狀況與未來經(jīng)濟(jì)發(fā)展的定位存在很大差距,交通基礎(chǔ)設(shè)施相對(duì)落后,交通運(yùn)輸通而不暢,交通運(yùn)輸對(duì)經(jīng)濟(jì)的促進(jìn)作用不明顯,影響國(guó)家長(zhǎng)吉圖整體戰(zhàn)略和延邊地區(qū)“十二五”規(guī)劃的順利實(shí)施。為此,延邊地區(qū)必須加強(qiáng)與其他省市交通運(yùn)輸?shù)你暯优c建設(shè),也要加強(qiáng)面向國(guó)外通道的建設(shè)。本文始終堅(jiān)持馬克思主義方法論,堅(jiān)持從實(shí)際出發(fā),理論和實(shí)際相結(jié)合的原則,在研究過程中始終堅(jiān)持總體把握與重點(diǎn)分析相結(jié)合的方法。由于交通運(yùn)輸內(nèi)涵十分豐富、寬泛,涉及的運(yùn)輸方式、行業(yè)、部門眾多,因此,在把握延邊地區(qū)交通運(yùn)輸業(yè)全行業(yè)的基礎(chǔ)上,重點(diǎn)對(duì)發(fā)展速度快,對(duì)地方經(jīng)濟(jì)影響較大的運(yùn)輸方式進(jìn)行研究,如公路運(yùn)輸與建設(shè)的發(fā)展。經(jīng)過幾十年的發(fā)展,延邊地區(qū)交通運(yùn)輸建設(shè)取得了顯著的成績(jī),但是,作為國(guó)家長(zhǎng)吉圖開發(fā)開發(fā)的前沿和參與東北亞合作的重要區(qū)域,仍然存在交通基礎(chǔ)設(shè)施建設(shè)相對(duì)落后,對(duì)外交通不暢,與其他省市銜接不緊密,科技投入不足,現(xiàn)代物流與服務(wù)能力較差,交通運(yùn)輸節(jié)能減排形勢(shì)嚴(yán)峻等問題。本文堅(jiān)持系統(tǒng)分析,將延邊地區(qū)發(fā)展交通運(yùn)輸放到吉林省乃至全國(guó)考慮,擬提出,以便促進(jìn)延邊地區(qū)交通運(yùn)輸?shù)某掷m(xù)健康發(fā)展。
[Abstract]:The 12th Five-Year Plan of the State has expanded the opening up of the areas along the Yangtze River along the border, made full use of the advantages of location and resources, and stepped up efforts to focus on the construction of infrastructure at ports and border economic zones. In 2009, the State Council officially approved the outline of China's Tumen River Regional Cooperative Development Planning-taking Changji Tu as an open pioneer, and pointed out that it is necessary to speed up the construction of Changjitu's development and open pilot area. To speed up the construction of a large international passageway and develop it into an important region along the border of our country, an important gateway to the opening of Northeast Asia and an important platform for economic and technological cooperation in Northeast Asia. Thus, Changji Tu is cultivated into a new important growth pole in Northeast Asia. Yanbian, as the frontier of the national Changjitu strategy, has a big gap between the current transportation situation and the orientation of future economic development, the transportation infrastructure is relatively backward, and the traffic and transportation are not smooth. The role of transportation in promoting the economy is not obvious, which affects the overall strategy of Changjitu and the smooth implementation of the 12th Five-Year Plan in Yanbian area. Therefore, Yanbian area must strengthen the connection and construction with other provinces and cities, and also strengthen the construction of foreign channels. This paper always insists on the Marxist methodology, the principle of combining theory with practice, and the method of combining general grasp with emphasis analysis in the course of research. Because the connotation of transportation is very rich and broad, and involves many transportation modes, industries and departments, therefore, on the basis of grasping the whole industry of transportation in Yanbian, the emphasis is on the rapid development. Carry on the research to the transportation mode that the local economy influence greatly, such as the development of road transportation and construction. After decades of development, the transportation construction in Yanbian area has made remarkable achievements. However, as the frontier of the development of national Changji Tu and the important region participating in the cooperation in Northeast Asia, there is still a relatively backward construction of transportation infrastructure in Yanbian area. The external transportation is not smooth, the connection with other provinces and cities is not close, the science and technology investment is insufficient, the modern logistics and the service ability is poor, the transportation energy saving and emission reduction situation is grim and so on. This paper insists on systematic analysis, puts the development of transportation in Yanbian area into consideration of Jilin province and even the whole country, and puts forward it in order to promote the sustained and healthy development of transportation in Yanbian area.
