中央政府對城市公交建設發(fā)展的財政扶持政策——法國的相關政策演變綜述及對我國的啟示

【摘要】:一般認為,城市公交的建設發(fā)展是地方事務,相關支出不屬于國家財政補貼的范疇,應由地方財政負擔。這一認識正在發(fā)生變化。當前公交優(yōu)先發(fā)展已經成為一些國家環(huán)境戰(zhàn)略的重要組成部分,而在地方層面,公交的建設發(fā)展也常常突破既有的行政邊界,成為跨地域問題,并且和產業(yè)發(fā)展、環(huán)境保護等其他社會經濟問題緊密關聯(lián)。我國政府在確立公交優(yōu)先發(fā)展戰(zhàn)略的基礎上,也正在考慮設立中央財政專項基金的必要性和可行性,用以扶持引導地方的公交建設和發(fā)展。在此背景下,本文選取頗具代表性的歐洲國家法國為案例,考察回顧近40年來其相關政策的發(fā)展與演變,從三個發(fā)展階段剖析政策演變的動機、成因及效果,闡述相關的措施和手段,最后總結出法國政策經驗可供我國相關改革借鑒學習的方面,以期為當前的政府決策提供參考。
[Abstract]:It is generally believed that the construction and development of urban public transport is a local affair, and the related expenditure does not belong to the scope of the state financial subsidy, and should be borne by the local finance. This perception is changing. At present, the priority development of public transport has become an important part of some national environmental strategies. At the local level, the construction and development of public transport often break through the existing administrative boundaries, become cross-regional issues, and industrial development. Environmental protection and other social and economic issues are closely related. On the basis of establishing the development strategy of public transport priority, our government is also considering the necessity and feasibility of setting up a special fund of central finance to support and guide the construction and development of local public transport. In this context, this paper selects France, a representative European country, as a case study and reviews the development and evolution of its policies in the past 40 years, and analyzes the motives, causes and effects of policy evolution from three stages of development. This paper expounds the relevant measures and means, and finally sums up the experience of French policy that can be used for reference in China's relevant reforms, in order to provide a reference for the current government decisions.
