【摘要】：中國加強與國際鐵路運輸政府間組織(OTIF)的合作有助于消除亞歐鐵路聯(lián)運障礙,提升中歐班列的運營效率和效益。通過闡述OTIF發(fā)展現(xiàn)狀、法律規(guī)章、組織架構(gòu),提出中國與OTIF可以在促進聯(lián)運法規(guī)聯(lián)通、鐵路技術(shù)聯(lián)通、聯(lián)運運單聯(lián)通、合作機制聯(lián)通等領域開展合作,合作領域包括制定聯(lián)運規(guī)章、制定技術(shù)標準、協(xié)調(diào)中歐班列開行,合作方式有作為OTIF合作伙伴、成為觀察員或成為正式成員3種,探討建立國際組織間合作協(xié)調(diào)機制、建立多層面的參與機制、培養(yǎng)高素質(zhì)的專業(yè)人員等中國與OTIF合作的對策。
[Abstract]:China's cooperation with (OTIF), an intergovernmental organization for international rail transport, will help to remove barriers to Asia-Europe rail transport and enhance the operational efficiency and effectiveness of China and Europe. By expounding the current situation of OTIF development, laws and regulations, organization structure, it is pointed out that China and OTIF can cooperate in the fields of promoting intermodal transport laws and regulations, railway technical connection, intermodal transport bill connection, cooperation mechanism and so on. The areas of cooperation include the formulation of regulations on intermodal transport, the development of technical standards, and the coordination of CEIBS. There are three forms of cooperation: as a OTIF partner, as an observer or as a full member, and exploring the establishment of a coordination mechanism for cooperation among international organizations. Establish multi-level participation mechanism, train high-quality professionals and other countermeasures of cooperation between China and OTIF.
