天津港節(jié)能減排影響因素研究

【摘要】:隨著經(jīng)濟持續(xù)快速的發(fā)展,我國面臨著嚴峻的能源消耗和環(huán)境污染問題。天津港作為我國最大的港口之一,具有非常大的節(jié)能減排的潛能。就目前來說,天津港在節(jié)能減排的工作中的成績并不理想,采取的節(jié)能減排的模式缺乏創(chuàng)新,采用的節(jié)能減排的措施并不科學(xué)合理,還處在低水平。此外,在政策的制定方面,缺乏詳細的規(guī)章制度對節(jié)能減排的工作進行具體的制約,企業(yè)員工的關(guān)注度不夠,缺乏積極性。總的來說,天津港缺乏一套完整的體系探究節(jié)能減排工作的影響因素,并在此基礎(chǔ)上對此進行客觀、合理以及全面的評價,從而提出改進的針對性措施,這是當前天津港開展節(jié)能減排工作亟待解決的問題。 本文首先介紹了港口節(jié)能減排的理論,著重論述了生態(tài)港口的意義,并對港口的能源消耗和港口的環(huán)境污染兩方面進行了詳細的分析,從而提出我國港口進行節(jié)能減排工作是必要且緊迫的。并且,對國內(nèi)外港口的節(jié)能減排的現(xiàn)狀進行了總結(jié),提出我國港口在節(jié)能減排方面存在的問題。其次,對港口節(jié)能減排的影響因素進行分析評價。根據(jù)影響因素指標的構(gòu)建原則,逐項詳細的闡述各個因素對節(jié)能減排的影響,并在此基礎(chǔ)上構(gòu)建天津港節(jié)能減排影響因素的評價體系,確定的影響因素共分為三級指標層,三級指標層共有17個影響因素的指標,二級指標層有5個影響因素的指標,并對各個指標進行了詳細的評價等級劃分,分為好、較好、中、較差四個等級,作為打分及判斷的依據(jù)。再次,對天津港的實際情況進行了分析,從天津港的能源結(jié)構(gòu)、節(jié)能減排采取的主要方法和技術(shù)等方面一一進行研究闡述,結(jié)合實際,深刻指出天津港存在的問題,提出改進的必要性。選擇層次分析法,根據(jù)天津港及天津環(huán)保局的50位專業(yè)人士的打分對影響因素進行權(quán)重計算,選擇模糊層次分析法,結(jié)合實地考察得到的數(shù)據(jù),對天津港節(jié)能減排影響因素進行綜合性的評價。最后,根據(jù)天津港的實際情況對模型進行求解,研究的結(jié)果表明建立的影響因素的指標體系和模型是合理且科學(xué)的。天津港的綜合評價結(jié)果是好,但是在很多方面不盡如人意,對天津港節(jié)能減排工作中存在的不足和缺陷,提出針對性的對策及建議。
[Abstract]:With the sustained and rapid development of economy, China is faced with severe problems of energy consumption and environmental pollution. As one of the largest ports in China, Tianjin Port has the potential of energy saving and emission reduction. At present, Tianjin Port's achievements in energy saving and emission reduction are not ideal, the mode of energy saving and emission reduction is lack of innovation, and the measures of energy saving and emission reduction are not scientific and reasonable, and are still at a low level. In addition, in the policy formulation, the lack of detailed rules and regulations to the specific constraints on energy conservation and emission reduction, enterprise employees pay less attention to the lack of enthusiasm. In general, Tianjin Port lacks a complete system to explore the influencing factors of energy saving and emission reduction work, and on this basis to carry out an objective, reasonable and comprehensive evaluation, so as to put forward targeted measures for improvement. This is the current Tianjin Port to carry out energy conservation and emission reduction work to solve the problem. Firstly, this paper introduces the theory of energy saving and emission reduction of ports, emphasizes on the significance of ecological ports, and analyzes in detail the energy consumption of ports and the environmental pollution of ports. Therefore, it is necessary and urgent for our ports to carry out energy saving and emission reduction work. In addition, the status quo of energy saving and emission reduction in ports at home and abroad is summarized, and the problems in energy saving and emission reduction of ports in China are put forward. Secondly, the impact factors of port energy saving and emission reduction are analyzed and evaluated. According to the construction principle of influencing factor index, this paper elaborates in detail the influence of each factor on energy saving and emission reduction, and on this basis, constructs the evaluation system of energy saving and emission reduction influence factor of Tianjin Port, and the influence factors are divided into three levels. There are 17 influencing factors in the third level and five in the second level. Each index is divided into four grades: good, medium and poor. As a basis for scoring and judgment. Thirdly, the actual situation of Tianjin Port is analyzed. From the aspects of energy structure, main methods and technologies of energy saving and emission reduction, the problems of Tianjin Port are deeply pointed out. The necessity of improvement is put forward. Select the Analytic hierarchy process (AHP), calculate the weight of the influencing factors according to the scores of 50 professionals from Tianjin Port and Tianjin Environmental Protection Bureau, select the Fuzzy Analytic hierarchy process (AHP), and combine the data obtained from the field investigation. Comprehensive evaluation of factors affecting energy conservation and emission reduction in Tianjin Port. Finally, the model is solved according to the actual situation of Tianjin Port. The results show that the index system and the model are reasonable and scientific. The comprehensive evaluation result of Tianjin Port is good, but it is not satisfactory in many aspects. This paper puts forward some countermeasures and suggestions on the shortcomings and defects of energy saving and emission reduction work in Tianjin Port.
