【摘要】：土地資源作為社會(huì)經(jīng)濟(jì)發(fā)展的生產(chǎn)要素之一，是人類賴以生存和發(fā)展的重要物質(zhì)基礎(chǔ)。土地的利用與社會(huì)經(jīng)濟(jì)發(fā)展有著密切的聯(lián)系。高速公路用地是重要的土地利用方式的之一。隨著我國社會(huì)經(jīng)濟(jì)的發(fā)展，人們對交通運(yùn)輸需求的增加，高速公路建設(shè)占用了大量土地。高速公路用地不僅對社會(huì)經(jīng)濟(jì)發(fā)展有著正面影響也有負(fù)面影響，需要對其社會(huì)經(jīng)濟(jì)影響進(jìn)行評(píng)價(jià)以促進(jìn)土地資源的合理利用，提高高速公路用地的社會(huì)經(jīng)濟(jì)效益。本文以高速公路用地為研究對象，針對其社會(huì)經(jīng)濟(jì)影響評(píng)價(jià)進(jìn)行研究。 首先，以系統(tǒng)論、可持續(xù)發(fā)展理論、區(qū)位理論和土地集約利用理論為重點(diǎn)，在對各理論進(jìn)行闡述的基礎(chǔ)上，分析各理論與高速公路用地的關(guān)系，從而構(gòu)建出高速公路用地及其評(píng)價(jià)的理論基礎(chǔ)。 然后，通過梳理分析我國高速公路發(fā)展歷程，在估算我國高速公路用地規(guī)模的基礎(chǔ)上，從經(jīng)濟(jì)增長、產(chǎn)業(yè)結(jié)構(gòu)、工業(yè)化、就業(yè)、城市化、政府收入、生態(tài)環(huán)境等方面收集我國相關(guān)的統(tǒng)計(jì)數(shù)據(jù)，定量化分析了高速公路用地對我國社會(huì)經(jīng)濟(jì)的產(chǎn)生的影響。 其次，，在對國內(nèi)外土地利用評(píng)價(jià)指標(biāo)體系進(jìn)行歸納、綜述的基礎(chǔ)上，提出高速公路用地社會(huì)經(jīng)濟(jì)影響評(píng)價(jià)體系的構(gòu)建思路和原則，并基于此思路和原則，在參考前人所構(gòu)建的指標(biāo)體系初選出高速公路用地社會(huì)經(jīng)濟(jì)影響評(píng)價(jià)指標(biāo)體系的指標(biāo)，采用專家咨詢和頻度統(tǒng)計(jì)相結(jié)合的方法確定指標(biāo)，從而構(gòu)建出高速公路用地社會(huì)經(jīng)濟(jì)影響評(píng)價(jià)指標(biāo)體系。 最后，基于高速公路用地社會(huì)經(jīng)濟(jì)影響評(píng)價(jià)指標(biāo)體系，在對比分析各類綜合評(píng)價(jià)方法優(yōu)缺點(diǎn)的基礎(chǔ)上，結(jié)合我國高速公路用地的實(shí)際情況，采用層次分析與模糊綜合評(píng)判法對我國的高速公路用地社會(huì)經(jīng)濟(jì)影響進(jìn)行評(píng)價(jià)，并根據(jù)評(píng)價(jià)結(jié)果提出從加強(qiáng)高速公路用地規(guī)劃管理、優(yōu)化項(xiàng)目決策、強(qiáng)化節(jié)約建設(shè)手段、加強(qiáng)高速公路用地監(jiān)督管理等方面合理利用土地資源，提高高速公路用地綜合效益。
[Abstract]:As one of the production factors of social and economic development, land resources are the important material basis for human survival and development. Land use and social and economic development are closely linked. Expressway land use is one of the important land use ways. With the development of social economy and the increasing demand for transportation, highway construction occupies a lot of land. The expressway land use not only has the positive influence to the social economy development but also has the negative influence, needs to carry on the appraisal to its social economy influence in order to promote the rational utilization of the land resources, enhances the highway land social economic benefit. This paper takes the expressway land as the research object, carries on the research to its social economic impact assessment. First of all, based on the system theory, sustainable development theory, location theory and land intensive utilization theory, the relationship between each theory and expressway land use is analyzed. Thus, the theoretical basis of expressway land use and its evaluation is constructed. Then, through combing and analyzing the development course of expressway in our country, on the basis of estimating the scale of expressway land use in our country, from economic growth, industrial structure, industrialization, employment, urbanization, government income, Based on the collection of relevant statistical data in China, the impact of expressway land use on China's social economy is analyzed quantitatively. Secondly, on the basis of summing up and summarizing the index system of land use evaluation at home and abroad, the paper puts forward the ideas and principles of constructing the evaluation system of social and economic impact of expressway land use, and based on this idea and principle, With reference to the index system constructed by the predecessors, the index system of social and economic impact assessment of expressway land is selected, and the method of combining expert consultation with frequency statistics is used to determine the index. Thus, the evaluation index system of social and economic impact of expressway land use is constructed. Finally, based on the social and economic impact assessment index system of expressway land, based on the comparative analysis of the advantages and disadvantages of various comprehensive evaluation methods, combined with the actual situation of expressway land use in China, The social and economic impact of expressway land use in China is evaluated by the method of AHP and fuzzy comprehensive evaluation. According to the evaluation results, it is proposed to strengthen the planning and management of expressway land use, optimize project decision-making, and strengthen the means of economizing construction. We should strengthen the supervision and management of expressway land use and make rational use of land resources to improve the comprehensive efficiency of expressway land use.
