【摘要】：隨著我國經(jīng)濟建設(shè)的不斷發(fā)展，民航運輸業(yè)也呈現(xiàn)出日新月異的景象，民航系統(tǒng)各級單位的人員和組織機構(gòu)不斷發(fā)展壯大。黑龍江空管分局擔(dān)負(fù)著轄區(qū)內(nèi)的空中交通管制任務(wù)，，業(yè)務(wù)內(nèi)容和內(nèi)外部環(huán)境不斷更新變化，每一次的更新變化都意味著管制員業(yè)務(wù)知識的更新?lián)Q代。 目前，黑龍江空管分局的人力資源管理和空管服務(wù)水平與國外平均水平甚至是國內(nèi)發(fā)達(dá)地區(qū)的水平仍然存在較大的差距，與之相對應(yīng)的則是本地區(qū)中小機場的不斷布局建設(shè)和區(qū)域航線的重新劃設(shè)以及空域結(jié)構(gòu)的更新變化。長此以往，在民航運輸業(yè)高速發(fā)展的今天，落后的空管服務(wù)水平將很難滿足本地區(qū)日益增長的空中交通服務(wù)需求。管制員培訓(xùn)工作作為空管行業(yè)的基礎(chǔ)工作之一，空管單位如何建立科學(xué)有效的管制員培訓(xùn)管理體系，通過培訓(xùn)全面提高管制員綜合素質(zhì)和業(yè)務(wù)能力是黑龍江空管分局面臨的一個重要問題。 以黑龍江空管分局管制員培訓(xùn)工作作為研究對象。首先，分析了黑龍江空管分局管制員培訓(xùn)現(xiàn)狀，指出了其存在的問題并深入分析了問題產(chǎn)生的原因。其次，結(jié)合黑龍江空管分局實際情況，從需求分析、計劃制定、組織實施、過程監(jiān)控和效果評價等方面對管制員培訓(xùn)業(yè)務(wù)過程進(jìn)行了優(yōu)化設(shè)計，系統(tǒng)地設(shè)計了更為科學(xué)、合理的黑龍江空管分局管制員培訓(xùn)管理體系方案。最后，提出了黑龍江空管分局管制員培訓(xùn)管理體系的實施保障措施，確保了管制員培訓(xùn)管理體系在黑龍江空管分局能夠順利實施。 本文將企業(yè)員工培訓(xùn)管理體系基礎(chǔ)理論與黑龍江空管分局管制員培訓(xùn)需求實際有機結(jié)合，完成了對管制員培訓(xùn)管理體系的優(yōu)化改進(jìn)，對于黑龍江空管分局的管制員培訓(xùn)工作具有指導(dǎo)意義，對于空管行業(yè)其它單位也具有借鑒價值。
[Abstract]:With the continuous development of economic construction in China, civil aviation transportation industry also presents a rapidly changing scene, civil aviation system at all levels of units and organizations continue to grow. Heilongjiang Air Traffic Control Substation is responsible for the task of air traffic control within the jurisdiction, the business content and internal and external environment are constantly updated and changed, each update of the change means a new generation of controllers' business knowledge. At present, there is still a big gap between the level of human resources management and air traffic control service of Heilongjiang Air Traffic Control Branch and the average level of foreign countries and even the level of developed areas in China. Corresponding to this is the continuous layout and construction of the small and medium-sized airports in the region, the re-establishment of the regional routes and the renewal of the airspace structure. In the long run, with the rapid development of civil aviation industry, the backward level of air traffic control services will be difficult to meet the increasing demand of air traffic services in this area. As one of the basic work in the air traffic control industry, how to establish a scientific and effective training management system for air traffic controllers? It is an important problem for Heilongjiang Air Traffic Control Substation to improve the comprehensive quality and professional ability of air traffic controllers through training. The training of controllers in Heilongjiang Air Traffic Control Substation is taken as the research object. Firstly, the paper analyzes the current situation of the training of controllers in Heilongjiang Air Traffic Control Substation, points out the existing problems and analyzes the causes of the problems. Secondly, according to the actual situation of Heilongjiang Air Traffic Control Substation, the author optimizes the design of controller training business process from the aspects of demand analysis, plan formulation, organization implementation, process monitoring and effect evaluation, and systematically designs more scientific. Reasonable program of training and management system of air traffic control station controller in Heilongjiang air traffic control station. Finally, the paper puts forward the measures to guarantee the implementation of the training management system of air traffic controllers in Heilongjiang Air Traffic Control Substation, which ensures the successful implementation of the training management system in Heilongjiang Air Traffic Control Substation. In this paper, the basic theory of enterprise employee training management system is combined with the actual training demand of Heilongjiang Air Traffic Control Substation, and the optimization and improvement of controller training management system are completed. It is of guiding significance for the training of controllers in Heilongjiang Air Traffic Control Substation, and also of reference value for other units in the air traffic control industry.
