天津西站副中心公共設(shè)施開(kāi)發(fā)機(jī)制研究

【摘要】:公共設(shè)施的開(kāi)發(fā)可以為天津西站副中心的發(fā)展提供物質(zhì)基礎(chǔ)和先行資本,并促進(jìn)副中心和整個(gè)天津市的繁榮。本文主要探討和構(gòu)建系統(tǒng)完整的西站副中心公共設(shè)施開(kāi)發(fā)機(jī)制,主要包括三個(gè)方面:西站副中心公共設(shè)施的開(kāi)發(fā)主體、開(kāi)發(fā)的融資模式和開(kāi)發(fā)的設(shè)計(jì)原則。 在公共設(shè)施開(kāi)發(fā)主體方面,綜合考慮所涉及的利益相關(guān)群體,協(xié)調(diào)政府、城投、民間資本和社會(huì)公眾之間的關(guān)系,形成以政府為主導(dǎo),通過(guò)經(jīng)濟(jì)杠桿、公共政策等方式鼓勵(lì)民間資本和社會(huì)公眾共同參與的多元化公共設(shè)施開(kāi)發(fā)主體,促進(jìn)資金來(lái)源的多元化和信息建議意見(jiàn)方案的多樣化,實(shí)現(xiàn)社會(huì)效益、環(huán)境效益、經(jīng)濟(jì)效益和公共利益的動(dòng)態(tài)均衡;在公共設(shè)施開(kāi)發(fā)的融資模式方面,根據(jù)項(xiàng)目區(qū)分理論對(duì)非經(jīng)營(yíng)性公共設(shè)施運(yùn)用政府采購(gòu)融資模式,對(duì)經(jīng)營(yíng)性公共設(shè)施運(yùn)用項(xiàng)目融資模式,其中純經(jīng)營(yíng)性公共設(shè)施采用BOT和ABS模式,準(zhǔn)經(jīng)營(yíng)性公共設(shè)施采用PFI和PPP模式,吸引民間資本緩解政府財(cái)政短缺問(wèn)題,引入市場(chǎng)機(jī)制實(shí)現(xiàn)資源優(yōu)化配置,提高公共設(shè)施開(kāi)發(fā)效率;在公共設(shè)施開(kāi)發(fā)的設(shè)計(jì)方面,以西站站房為例,通過(guò)比較新舊站房的設(shè)計(jì)和分析新站房的改進(jìn),探討公共設(shè)施作為城市的物質(zhì)載體應(yīng)當(dāng)堅(jiān)持實(shí)用性、系統(tǒng)性、超前性、人本性、歷史文化性等設(shè)計(jì)原則,既要滿(mǎn)足功能性需要,為公眾生產(chǎn)生活服務(wù),,又要滿(mǎn)足情感性需要,保護(hù)和繼承西站副中心獨(dú)特文化,形成自身特色和城市品牌。
[Abstract]:The development of public facilities can provide the material foundation and the leading capital for the development of the secondary center of Tianjin West Railway Station, and promote the prosperity of the sub-center and the whole Tianjin. This paper mainly discusses and constructs the systematic and complete development mechanism of the public facilities of the sub-center of the West Railway Station, which mainly includes three aspects: the main body of the development of the public facilities of the sub-center of the West Railway Station, the financing mode of the development and the design principles of the development. With regard to the main body of public facilities development, we should take into account the stakeholders involved, coordinate the relationship between the government, the city capital, the private capital and the public, and form a government-led system through economic leverage. Public policies and other ways to encourage private capital and the public to participate in the development of diversified public facilities, to promote the diversification of sources of funds and information advice programs, to achieve social benefits, environmental benefits, Dynamic equilibrium between economic benefits and public interests; In the aspect of financing mode of public facilities development, according to the theory of project differentiation, government procurement financing mode is applied to non-operating public facilities, and project financing mode is applied to operating public facilities. Among them, pure operating public facilities adopt BOT and ABS mode, quasi-operational public facilities adopt PFI and PPP mode, attract private capital to alleviate the problem of government financial shortage, introduce market mechanism to realize the optimal allocation of resources and improve the efficiency of public facilities development. In the design of public facilities development, taking the West Station as an example, by comparing the design of the new and the old stations and analyzing the improvement of the new stations, it is discussed that the public facilities as the material carrier of the city should adhere to practicability, systematicness, forerunner and human nature. The design principles of history and culture should not only meet the functional needs, serve the public production and life, but also satisfy the emotional needs, protect and inherit the unique culture of the sub-center of the West Railway Station, and form its own characteristics and city brands.
