我國公交行業(yè)的特許經營研究

【摘要】:隨著改革開放的深入,我國的市政公用事業(yè)加快了改革進程的步伐。上世紀90年代以來,作為市政公用事業(yè)之一,我國的公共交通行業(yè)突破以往政府壟斷低效率的格局,加速市場化進程,引入民間資本參與競爭,取得了一定的改革效果。但由于民營化改革過程中政府規(guī)制的缺位,公交行業(yè)的改革日益暴露一些深層次的問題。我國公交行業(yè)今后改革的方向是什么,,政府在對公交行業(yè)的規(guī)制中應扮演怎樣的角色,如何建立適合我國國情的公交行業(yè)特許經營體系,對這些問題的研究顯得十分必要。本文以我國公交行業(yè)的規(guī)制改革為線索,以公交行業(yè)實施特許經營方式改革為研究對象,試圖建立與我國國情相適應的公交行業(yè)特許經營機制,為政府對公交行業(yè)進行規(guī)制提供理論借鑒及可行的政策措施。 本文在對以往文獻研究分析的基礎上,采用理論與實踐結合的方法,并結合現(xiàn)實案例進行實證分析,探索出我國公交行業(yè)的特許經營辦法,并為政府提供可參考的規(guī)制政策建議。本文共五章。第一章導論介紹本文的研究背景、研究意義、研究方法、技術路線,并綜述國內外的研究文獻。第二章通過對公交行業(yè)自身具有的準公共產品性及自然壟斷性兩個特征的分析,說明政府部門對公交行業(yè)加以規(guī)制的必要性。第三章對目前公交行業(yè)采取的規(guī)制方式進行分析,總結國外典型公交規(guī)制模式并加以比較,指出特許經營是我國公交行業(yè)改革的理想模式。第四章介紹特許經營規(guī)制方式,對我國幾個城市公交行業(yè)特許經營案例進行實證研究,總結我國特許經營方式現(xiàn)存問題,并對比香港公交特許經營典范,對我國特許經營制度的建立提供有益啟示。第五章總結全文并對我國公交行業(yè)規(guī)制提出建議,包括建立獨立的規(guī)制機構、完善特許經營準入機制、規(guī)范特許經營實施過程、采用合理的價格規(guī)制手段等。
[Abstract]:With the deepening of reform and opening up, China's municipal public utilities have accelerated the pace of reform. Since the 1990s, as one of the municipal public utilities, the public transport industry of our country has broken through the former government monopoly low efficiency pattern, accelerated the marketization process, introduced the folk capital to participate in the competition, obtained the certain reform effect. However, due to the absence of government regulation in the process of privatization reform, the reform of the public transport industry has increasingly exposed some deep-seated problems. What is the direction of the future reform of the public transport industry in our country, what role should the government play in the regulation of the public transport industry, and how to establish a franchise system of the public transport industry suitable for the national conditions of our country, it is very necessary to study these problems. This paper takes the regulation reform of the public transport industry as the clue, takes the public transport industry to carry out the reform of the franchise management mode as the research object, and tries to establish the franchise management mechanism of the public transport industry, which adapts to the national conditions of our country. For the government to regulate the public transport industry to provide theoretical reference and feasible policy measures. On the basis of the research and analysis of the previous literature, this paper adopts the method of combining theory with practice, and carries on the empirical analysis in combination with the real case, and explores the franchise management method of the public transport industry in our country. And to provide the government with reference regulatory policy recommendations. There are five chapters in this paper. The first chapter introduces the research background, research significance, research methods, technical route, and summarizes the domestic and foreign research literature. In the second chapter, by analyzing the quasi-public product and natural monopoly of the public transport industry, the author explains the necessity of the government to regulate the public transport industry. The third chapter analyzes the regulation methods adopted by the public transport industry at present, summarizes and compares the typical modes of public transport regulation abroad, and points out that franchise is the ideal mode for the reform of the public transport industry in China. The fourth chapter introduces the regulation mode of franchise, carries on the empirical research to several city public transport industry franchise management cases in China, summarizes the existing problems of our country's franchise operation mode, and compares the Hong Kong bus franchise operation model. It provides beneficial enlightenment to the establishment of China's franchise system. The fifth chapter summarizes the full text and puts forward some suggestions on the regulation of public transport industry in China, including the establishment of independent regulatory agencies, the improvement of franchise access mechanism, the regulation of franchise implementation process, and the adoption of reasonable price regulation measures.
