【摘要】：農(nóng)村公路是我國公路網(wǎng)的重要組成部分，是廣大農(nóng)村地區(qū)的最主要基礎(chǔ)設(shè)施之一，既是建設(shè)社會主義新農(nóng)村的必要保障，也是建設(shè)社會主義新農(nóng)村的重要內(nèi)容，直接影響著農(nóng)民群眾的生產(chǎn)生活水平。隨著農(nóng)村經(jīng)濟(jì)的發(fā)展，人們對農(nóng)村公路的需求逐漸提升。然而，在農(nóng)村公路建設(shè)取得驚人成就的同時，也存在許多建設(shè)發(fā)展相關(guān)問題，如，建設(shè)深度不夠、安全設(shè)施不完善、養(yǎng)護(hù)不到位、運(yùn)輸服務(wù)水平低、客運(yùn)組織混亂等。 本文首先對現(xiàn)狀（“十一五”）農(nóng)村公路建設(shè)發(fā)展進(jìn)行了分析，主要研究了農(nóng)村公路建設(shè)管理的內(nèi)涵以及農(nóng)村公路規(guī)劃、建設(shè)、管理及運(yùn)輸之間的關(guān)系。根據(jù)調(diào)查的得到的數(shù)據(jù)對現(xiàn)狀（“十一五”）農(nóng)村公路建設(shè)發(fā)展成果進(jìn)行了總結(jié)，成效進(jìn)行了評價，問題進(jìn)行了挖掘。然后在現(xiàn)狀分析的基礎(chǔ)之上，利用國土系數(shù)法對未來（“十二五”）農(nóng)村公路建設(shè)發(fā)展規(guī)模進(jìn)行預(yù)測，確立了未來（“十二五”）農(nóng)村公路建設(shè)發(fā)展的戰(zhàn)略目標(biāo)及未來不同區(qū)域（東部、中部、西部）的發(fā)展重點。最后，，從農(nóng)村公路建設(shè)工作管理、養(yǎng)護(hù)管理、客運(yùn)發(fā)展管理三個方面出發(fā)對未來農(nóng)村公路建設(shè)發(fā)展對策進(jìn)行了研究，并提出了未來農(nóng)村公路建設(shè)發(fā)展政策保障措施。
[Abstract]:The rural highway is an important part of the highway network in our country and one of the most important infrastructure in the vast rural areas. It is not only the necessary guarantee for the construction of the new socialist countryside, but also the important content of the construction of the new socialist countryside. Directly affect the production and living standards of farmers. With the development of rural economy, people's demand for rural roads is rising gradually. However, while the rural highway construction has made remarkable achievements, there are also many problems related to the construction and development, such as insufficient construction depth, imperfect safety facilities, inadequate maintenance, low level of transport services, confusion of passenger transport organization, and so on. This paper firstly analyzes the development of rural highway construction in the 11th Five-Year Plan, and mainly studies the connotation of rural highway construction management and the relationship between rural highway planning, construction, management and transportation. According to the data obtained from the investigation, the paper summarizes the development results of the rural highway construction in the 11th Five-Year Plan, evaluates the results and excavates the problems. Then, based on the analysis of the present situation, using the land coefficient method to predict the development scale of rural highway construction in the future (the 12th Five-Year Plan). The strategic goal of rural highway construction and development in the future (12th Five-Year Plan) and the development focus of different regions in the future (eastern, central and western) are established. Finally, the paper studies the countermeasures of rural highway construction and development from three aspects of rural highway construction management, maintenance management and passenger transport development management, and puts forward the policy guarantee measures for the future rural highway construction and development.
