鐵路建設(shè)項(xiàng)目績效評(píng)價(jià)理論研究及應(yīng)用

【摘要】:我國鐵路建設(shè)的現(xiàn)狀是需求大、投資高和建設(shè)資金嚴(yán)重緊張。由于鐵路建設(shè)項(xiàng)目主要以政府投資為主,長久以來形成了“注重資金分配,輕視管理效率”的弊病。在資金短缺和投資低效的情況下,提高鐵路建設(shè)項(xiàng)目資源與資金的使用效率已是迫在眉睫,鐵路建設(shè)企業(yè)也急需一個(gè)系統(tǒng)、全面、綜合的績效評(píng)價(jià)體系;诖爽F(xiàn)實(shí)背景,本文站在投資方的角度,通過對(duì)鐵路建設(shè)項(xiàng)目績效評(píng)價(jià)體系及應(yīng)用的研究,旨在探尋出提高鐵路建設(shè)項(xiàng)目資金的使用效率和管理績效水平的方法和途徑。 本文首先對(duì)鐵路建設(shè)項(xiàng)目績效評(píng)價(jià)進(jìn)行了深入的基礎(chǔ)理論研究。通過梳理以往有關(guān)績效評(píng)價(jià)的研究,融入全生命周期的思想,融合不同利益相關(guān)者的要求,明晰了“鐵路建設(shè)項(xiàng)目績效評(píng)價(jià)”的內(nèi)涵。在此基礎(chǔ)上,結(jié)合我國鐵路主要由政府投資管控的國情和績效評(píng)價(jià)的工作流程,建立了由績效評(píng)價(jià)內(nèi)容、指標(biāo)、標(biāo)準(zhǔn)、方法四個(gè)子體系構(gòu)成的鐵路建設(shè)項(xiàng)目績效評(píng)價(jià)體系。 在構(gòu)建鐵路建設(shè)項(xiàng)目績效評(píng)價(jià)指標(biāo)體系的過程中,提出了“初選-篩選-提煉KPI體系”的思路。首先,廣泛收集資料,對(duì)泛取的績效評(píng)價(jià)指標(biāo)采用整合法和系統(tǒng)分析法篩選分類,兼顧鐵路建設(shè)項(xiàng)目的特性,構(gòu)建出鐵路建設(shè)項(xiàng)目資金管控績效、施工管控績效、經(jīng)濟(jì)效益、生態(tài)環(huán)境績效、社會(huì)效益五個(gè)方面的初始績效評(píng)價(jià)指標(biāo)體系。然后,考慮到績效評(píng)價(jià)的實(shí)際可操作性,在初始指標(biāo)體系的基礎(chǔ)上,引入關(guān)鍵績效指標(biāo)(KPI)這一績效考核工具,,通過問卷調(diào)查、咨詢專家,遵循SMART原則,運(yùn)用策略目標(biāo)分解法,從初定繁多的績效指標(biāo)中提煉出核心的指標(biāo),構(gòu)建出一個(gè)系統(tǒng)的鐵路建設(shè)項(xiàng)目KPI體系。 對(duì)鐵路建設(shè)項(xiàng)目績效評(píng)價(jià)方法體系的研究,主要通過對(duì)常用評(píng)價(jià)方法的比對(duì)分析和針對(duì)鐵路建設(shè)項(xiàng)目的適用性分析,選取適合鐵路建設(shè)項(xiàng)目KPI體系的評(píng)價(jià)方法:層次分析法(AHP)確定KPI權(quán)重;單項(xiàng)指標(biāo)評(píng)價(jià)法對(duì)單個(gè)KPI進(jìn)行評(píng)價(jià);模糊綜合評(píng)價(jià)法進(jìn)行項(xiàng)目績效的綜合評(píng)價(jià)。最終,確立了基于AHP的績效模糊綜合評(píng)價(jià)方法體系。 選取蘭青二線項(xiàng)目進(jìn)行實(shí)證研究,得到該項(xiàng)目的績效綜合評(píng)價(jià)結(jié)果。通過實(shí)證分析得知,采用本文構(gòu)建的績效評(píng)價(jià)體系進(jìn)行鐵路項(xiàng)目的績效評(píng)價(jià)是完全可行的,通過績效評(píng)價(jià)可以掌控項(xiàng)目各方面的績效情況,有助于加強(qiáng)相應(yīng)的績效監(jiān)管,促進(jìn)鐵路建設(shè)項(xiàng)目管理水平的提高。
[Abstract]:The present situation of railway construction in China is large demand, high investment and serious shortage of construction funds. Because the railway construction project is mainly invested by the government, it has formed the disadvantage of "paying attention to the allocation of funds and despising the efficiency of management" for a long time. In the case of shortage of funds and inefficient investment, it is urgent to improve the efficiency of the use of resources and funds of railway construction projects, and railway construction enterprises also need a systematic, comprehensive and comprehensive performance evaluation system. Based on this background, this paper, from the perspective of the investors, through the research on the performance evaluation system and application of railway construction projects, aims to explore ways and means to improve the efficiency and management performance level of railway construction project funds. In this paper, the performance evaluation of railway construction project is studied deeply. By combing the previous research on performance evaluation, integrating the thought of whole life cycle and the requirements of different stakeholders, the connotation of "railway construction project performance evaluation" is clarified. On this basis, combined with the national conditions and the work flow of performance evaluation, which is mainly controlled by government investment, the performance evaluation system of railway construction project is established, which is composed of four sub-systems: performance evaluation content, index, standard and method. In the course of constructing the performance evaluation index system of railway construction project, the idea of "primary selection-screening-refining KPI system" is put forward. First of all, the extensive collection of data, the comprehensive performance evaluation indicators using the integration method and the system analysis method to select and classify, taking into account the characteristics of railway construction projects, to build the railway construction project capital control performance, construction control performance, economic benefits. The initial performance evaluation index system in five aspects of ecological environment performance and social benefit. Then, considering the practical maneuverability of performance evaluation, on the basis of the initial index system, the paper introduces the key performance indicator (KPI) as a performance appraisal tool, through questionnaire survey, consulting experts, following the principle of SMART. By using the method of strategic objective decomposition, the core indexes are extracted from the various performance indicators initially determined, and a systematic KPI system of railway construction projects is constructed. The research on the performance evaluation method system of railway construction project is mainly based on the comparative analysis of common evaluation methods and the applicability analysis of railway construction project. The evaluation method suitable for the KPI system of railway construction project is selected: the analytic hierarchy process (AHP) is used to determine the weight of KPI; Single index evaluation method is used to evaluate individual KPI and fuzzy comprehensive evaluation method is used to evaluate project performance. Finally, the fuzzy comprehensive evaluation system of performance based on AHP is established. The second line project of blue and green is selected for empirical research, and the result of comprehensive evaluation of the project performance is obtained. Through the empirical analysis, we can know that the performance evaluation system constructed in this paper is completely feasible, through the performance evaluation can control the performance of all aspects of the project, which is helpful to strengthen the corresponding performance supervision. To improve the management level of railway construction projects.
