【摘要】：近年來,人民群眾的生活水平逐漸提高,社會經(jīng)濟水平的快速發(fā)展,城鎮(zhèn)化進程逐年推進,城市日新月異,機動化水平迅猛推進,隨之而來的是道路越來越寬而交通情況卻日益擁堵,環(huán)境污染、能源消耗等問題越來越引起廣大人民群眾的關(guān)注,并且嚴重影響了城市的經(jīng)濟建設(shè)和城鎮(zhèn)化進程,交通擁堵帶來的經(jīng)濟損失巨大,也更消耗人民群眾的寶貴時間,使人民群眾的幸福感陡然驟降。因此,論文將基于TOD理念,認為TOD是以發(fā)展公共交通為主,通過公交車站周邊土地的混合開發(fā)和高效利用,實現(xiàn)用地與交通協(xié)調(diào)發(fā)展,是實現(xiàn)西安高新區(qū)城市可持續(xù)發(fā)展的一種交通模式。文章首先將公共物品理論引入到TOD的政府供給中,認為TOD作為城市公共交通的重要組成部分,屬于準公共物品,政府在供給中擔任著極其重要的角色,并系統(tǒng)分析TOD的基本理論和特點；其次,借鑒國內(nèi)外城市經(jīng)驗,分析這些城市的交通發(fā)展規(guī)律,歸納其成功經(jīng)驗和失敗教訓,并進一步探討適合中國國情的TOD發(fā)展模式；再次,介紹高新區(qū)目前交通情況,深刻分析高新區(qū)目前交通問題癥結(jié)所在；最后剖析TOD理念對西安高新區(qū)區(qū)域交通以及城市發(fā)展的意義,并從觀念、機構(gòu)、規(guī)劃、金融服務、開發(fā)和政策六個方面提出一些具體實施對策,以此來解決西安高新區(qū)當前面臨的城市交通問題,優(yōu)化空間布局并能夠?qū)崿F(xiàn)可持續(xù)發(fā)展,應對未來的挑戰(zhàn)。
[Abstract]:In recent years, the standard of living of the people has gradually improved, the social and economic level has developed rapidly, the process of urbanization has been advancing year by year, the city is changing with each passing day, and the level of motorization is advancing rapidly. What follows is that the roads are becoming wider and wider, but the traffic situation is becoming increasingly congested, environmental pollution, energy consumption and other problems are attracting more and more people's attention, and have seriously affected the economic construction of cities and the process of urbanization. The economic losses caused by traffic congestion are huge, and the precious time of the people is also consumed. Therefore, based on the concept of TOD, the paper thinks that TOD is based on the development of public transport, through the mixed development and efficient use of the land around the bus station, the coordinated development of land use and traffic can be realized. Xi'an high-tech zone is to achieve sustainable development of a traffic model. Firstly, this paper introduces the theory of public goods into the government supply of TOD, and considers that TOD, as an important part of urban public transport, belongs to quasi-public goods, and the government plays an extremely important role in the supply. The basic theory and characteristics of TOD are analyzed systematically. Secondly, draw lessons from the experience of domestic and foreign cities, analyze the traffic development laws of these cities, sum up their successful experience and failure lessons, and further explore the TOD development model suitable for China's national conditions. Thirdly, introduce the current traffic situation of the high-tech zone, and deeply analyze the crux of the current traffic problems of the high-tech zone. Finally, it analyzes the significance of TOD concept to the regional traffic and urban development of Xi'an Hi-tech Zone, and puts forward some concrete implementation countermeasures from six aspects: concept, organization, planning, financial service, development and policy. In order to solve the current urban traffic problems, optimize the spatial layout and achieve sustainable development, Xi'an High-tech Zone will meet the challenges in the future.
