【摘要】：基層財(cái)政一事一議道路建設(shè)對(duì)于農(nóng)村經(jīng)濟(jì)發(fā)展有著重要影響,目前云南省在基層財(cái)政一事一議道路建設(shè)項(xiàng)目方面發(fā)展迅速,但是在建設(shè)過(guò)程中卻存在許多問(wèn)題,采用理論聯(lián)系實(shí)際的方法,針對(duì)云南省基層財(cái)政運(yùn)用一事一議制度進(jìn)行道路建設(shè)進(jìn)行理論研究。 本文通過(guò)對(duì)云南省基層財(cái)政一事一議道路建設(shè)的充分調(diào)研,從分析云南省基層財(cái)政一事一議道路建設(shè)的現(xiàn)狀入手,分析云南省基層道路建設(shè)的特點(diǎn),并指出制約云南省基層道路建設(shè)的因素,依據(jù)上述分析結(jié)果,本文提出了云南省基層財(cái)政一事一議道路建設(shè)的原則、需要處理好的幾個(gè)關(guān)系、以及相關(guān)的建設(shè)管理規(guī)范。 云南省基層財(cái)政一事一議道路建設(shè)的是一個(gè)比較復(fù)雜的管理過(guò)程,本文以管理學(xué)的相關(guān)理論方法為指導(dǎo),以云南省昆明市祿勸縣普德村委會(huì)運(yùn)用基層財(cái)政一事一議進(jìn)行道路建設(shè)項(xiàng)目為研究對(duì)象,進(jìn)行相關(guān)管理理論與方法的應(yīng)用。本文重點(diǎn)關(guān)注了成本、人力資源、質(zhì)量、及工期四個(gè)方面的內(nèi)容,依據(jù)項(xiàng)目的范圍制定項(xiàng)目申報(bào)表,為了便于項(xiàng)目的管理控制,對(duì)項(xiàng)目進(jìn)行了工作分解(WBS)、人力資源的分配、成本預(yù)決算管理,并對(duì)項(xiàng)目實(shí)施了績(jī)效跟蹤與風(fēng)險(xiǎn)預(yù)警。 本次理論方法的運(yùn)用提高了基層財(cái)政一事一議道路建設(shè)的管理水平,不僅規(guī)范了基層一事一議道路建設(shè)的施工程序。而且降低了因工期延誤、質(zhì)量因素造成的成本風(fēng)險(xiǎn),并且為以后的基層財(cái)政管理提供了寶貴的借鑒思路。
[Abstract]:At present, Yunnan Province has developed rapidly in the field of road construction projects of grass-roots finance, but there are many problems in the process of construction. Using the method of combining theory with practice, this paper makes a theoretical study on the road construction in Yunnan Province. This paper analyzes the characteristics of the road construction at the grass-roots level in Yunnan Province by analyzing the current situation of the road construction at the grassroots level in Yunnan Province, through the full investigation and investigation of the road construction at the grass-roots level in Yunnan Province, and by analyzing the current situation of the road construction at the grass-roots level in Yunnan. According to the above analysis results, this paper puts forward the principles of road construction in the financial affairs of the grass-roots units in Yunnan Province, several relations that need to be dealt with, and relevant construction management norms. The road construction in Yunnan Province is a complicated management process. This paper is guided by the relevant theories and methods of management. In this paper, the Pu de Village Committee of Luquan County, Kunming City, Yunnan Province, is taken as the object of study on the road construction project based on the discussion of the issue of basic level finance, and the application of relevant management theories and methods is carried out. This paper focuses on the four aspects of cost, human resources, quality, and duration. According to the scope of the project, the project declaration form is made. In order to facilitate the management and control of the project, the project is decomposed into (WBS),. Human resource allocation, cost budget management, and project performance tracking and risk early warning. The application of this theory and method improves the management level of the road construction, not only standardizes the construction procedure of the road construction from the one thing to the other, but also improves the management level of the road construction. It also reduces the cost risk caused by the delay of construction period and quality factors, and provides valuable ideas for future grass-roots financial management.
