武漢長(zhǎng)江航運(yùn)中心建設(shè)對(duì)區(qū)域經(jīng)濟(jì)發(fā)展的貢獻(xiàn)度研究

【摘要】:航運(yùn)中心是一個(gè)城市的概念,而不是一個(gè)港口的概念,一個(gè)城市的發(fā)展需要眾多的社會(huì)產(chǎn)業(yè)同步,航運(yùn)中心的建設(shè)會(huì)引起相關(guān)產(chǎn)業(yè)的發(fā)展,而這些產(chǎn)業(yè)又為航運(yùn)中心影響范圍內(nèi)的區(qū)域經(jīng)濟(jì)帶來(lái)貢獻(xiàn)作用。近年來(lái),國(guó)家對(duì)長(zhǎng)江中游水運(yùn)事業(yè)的發(fā)展予以更高的關(guān)注,其中武漢長(zhǎng)江中游航運(yùn)中心建設(shè)是十分重要的一個(gè)部分。2011年國(guó)務(wù)院首次把武漢長(zhǎng)江中游航運(yùn)中心建設(shè)列入國(guó)家發(fā)展戰(zhàn)略,為長(zhǎng)江中游地區(qū)的航運(yùn)經(jīng)濟(jì)發(fā)展帶來(lái)了難得的歷史機(jī)遇。 盡管航運(yùn)中心地位顯要,國(guó)內(nèi)關(guān)于航運(yùn)中心建設(shè)的內(nèi)容主要集中在上海國(guó)際航運(yùn)中心上,內(nèi)陸區(qū)域航運(yùn)中心的相關(guān)研究很少,并且研究主要以定性分析為主,或以港口為出發(fā)點(diǎn),對(duì)航運(yùn)中心的定量貢獻(xiàn)度研究做的不夠。在國(guó)家大力建設(shè)長(zhǎng)江中游地區(qū)的航運(yùn)中心的背景下,本文對(duì)航運(yùn)中心對(duì)其影響區(qū)域的經(jīng)濟(jì)貢獻(xiàn)進(jìn)行了研究,通過(guò)定性和定量的方法說(shuō)明航運(yùn)中心建設(shè)的實(shí)際貢獻(xiàn)作用。 本文運(yùn)用投入產(chǎn)出理論研究、建立投入產(chǎn)出貢獻(xiàn)模型和武漢航運(yùn)中心實(shí)證分析相結(jié)合的方法,對(duì)武漢航運(yùn)中心對(duì)區(qū)域經(jīng)濟(jì)的貢獻(xiàn)進(jìn)行了深入研究。本文從航運(yùn)中心的概念、功能、建設(shè)現(xiàn)狀出發(fā),揭示航運(yùn)中心建設(shè)相關(guān)產(chǎn)業(yè)對(duì)于經(jīng)濟(jì)發(fā)展的貢獻(xiàn)理論框架,探索航運(yùn)中心建設(shè)相關(guān)產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)發(fā)展的內(nèi)在關(guān)系;在有著重要相關(guān)的基礎(chǔ)上,本文從航運(yùn)中心建設(shè)中的港口、航運(yùn)、船舶制造、航運(yùn)服務(wù)、航運(yùn)研發(fā)及教育五個(gè)方面分析了航運(yùn)中心對(duì)區(qū)域經(jīng)濟(jì)的貢獻(xiàn)內(nèi)涵;根據(jù)航運(yùn)中心建設(shè)的五個(gè)重要產(chǎn)業(yè),本文建立航運(yùn)中心對(duì)區(qū)域經(jīng)濟(jì)的投入產(chǎn)出模型,并運(yùn)用基于《2007年湖北省投入產(chǎn)出表》的投大產(chǎn)出方法,測(cè)算了航運(yùn)中心建設(shè)對(duì)區(qū)域經(jīng)濟(jì)增加值貢獻(xiàn),以及產(chǎn)業(yè)關(guān)聯(lián)和產(chǎn)業(yè)波及效應(yīng)分析,并做出總結(jié)。 通過(guò)測(cè)算結(jié)果可知,武漢長(zhǎng)江航運(yùn)中心建設(shè)對(duì)促進(jìn)其區(qū)域經(jīng)濟(jì)增長(zhǎng)發(fā)揮著重要作用,特別是航運(yùn)中心建設(shè)的前向推動(dòng)作用巨大,體現(xiàn)了航運(yùn)中心的支柱產(chǎn)業(yè)地位。因此,為推動(dòng)中部地區(qū)崛起,加快長(zhǎng)江中游沿岸經(jīng)濟(jì)的發(fā)展,應(yīng)把武漢航運(yùn)中心建設(shè)放在優(yōu)先發(fā)展的位置上,使其更好的貢獻(xiàn)于地區(qū)經(jīng)濟(jì)發(fā)展。
[Abstract]:The shipping center is the concept of a city, not a port. The development of a city needs a lot of social industries to synchronize. The construction of the shipping center will lead to the development of related industries. These industries, in turn, contribute to the regional economy within the scope of the shipping center. In recent years, the state has paid more attention to the development of water transportation in the middle reaches of the Yangtze River. The construction of a shipping center in the middle reaches of the Yangtze River in Wuhan is a very important part. In 2011, the State Council for the first time included the construction of a shipping center in the middle reaches of the Yangtze River in the national development strategy. It brings a rare historical opportunity for the development of shipping economy in the middle reaches of the Yangtze River. Although the status of shipping center is prominent, the content of domestic shipping center construction is mainly concentrated on Shanghai international shipping center, the related research of inland regional shipping center is few, and the research is mainly qualitative analysis. Or take the port as the starting point, does not do the quantitative contribution degree research to the shipping center. Under the background of the national construction of shipping center in the middle reaches of the Yangtze River, this paper studies the economic contribution of the shipping center to its affected area, and explains the actual contribution of the construction of the shipping center by qualitative and quantitative methods. Based on the input-output theory, this paper establishes the input-output contribution model and the empirical analysis of Wuhan shipping center, and makes a deep research on the contribution of Wuhan shipping center to the regional economy. Based on the concept, function and status quo of shipping center construction, this paper reveals the theoretical framework of the contribution of shipping center construction related industries to economic development, and explores the internal relationship between shipping center construction related industries and regional economic development. On the basis of important correlation, this paper analyzes the contribution of shipping center to regional economy from five aspects: port, shipping, ship manufacturing, shipping service, shipping research and development and education. According to the five important industries in the construction of shipping center, this paper establishes the input-output model of shipping center to regional economy, and applies the method of large input and output based on Hubei Province input-output table in 2007. The contribution of shipping center construction to regional economic added value, the analysis of industry association and industry ripple effect are calculated and summarized. The results show that the construction of Wuhan Yangtze River Shipping Center plays an important role in promoting its regional economic growth, especially in the forward promotion of the construction of the shipping center, which reflects the position of the shipping center as a pillar industry. Therefore, in order to promote the rise of the central region and speed up the development of the economy along the middle reaches of the Yangtze River, the construction of Wuhan shipping center should be given priority, so that it can make a better contribution to the regional economic development.
