交叉效率和極效率DEA在港口評(píng)價(jià)中的應(yīng)用研究

【摘要】:近些年來(lái),隨著全球經(jīng)濟(jì)一體化和中國(guó)加入世界貿(mào)易組織,中國(guó)對(duì)外貿(mào)易快速發(fā)展,港口業(yè)和航運(yùn)業(yè)近些年來(lái)得到了迅猛發(fā)展。港口的運(yùn)輸能力得到了很大的提升。從2003年起,中國(guó)港口的貨物吞吐量和集裝箱吞吐量已躍居世界第一。在市場(chǎng)需求的強(qiáng)烈推動(dòng)下,中國(guó)各大港口碼頭競(jìng)相規(guī)劃,建設(shè)投資。港口的投資建設(shè)取得了很大的成就,但是也存在著港口盲目擴(kuò)張、低水平重復(fù)建設(shè)等問(wèn)題。因此隨著港口競(jìng)爭(zhēng)的日趨激烈,如何有效地利用資源,提升港口的運(yùn)作效率,節(jié)約成本,提升港口的競(jìng)爭(zhēng)力,已經(jīng)成為港口港口管理者面對(duì)的首要問(wèn)題。 本文在選取碼頭公司各項(xiàng)生產(chǎn)指標(biāo)為投入,碼頭公司的年吞吐量為產(chǎn)出,在此基礎(chǔ)上,對(duì)中國(guó)14個(gè)港口,將近40個(gè)公司進(jìn)行績(jī)效評(píng)價(jià)研究。在經(jīng)典的DEA模型基礎(chǔ)上,本文利用極效率DEA模型對(duì)2004-2009年間的各碼頭公司的績(jī)效進(jìn)行了排序,同時(shí)結(jié)合最新的2010年的數(shù)據(jù),利用交叉效率DEA模型對(duì)碼頭公司的運(yùn)作績(jī)效進(jìn)行更為深入的研究和排序。研究發(fā)現(xiàn)過(guò)去的幾年中我國(guó)港口運(yùn)營(yíng)當(dāng)中存在的資源利用不足和管理上存在的問(wèn)題,而且揭示了碼頭公司的規(guī)模效率和所處的規(guī)模收益狀態(tài),同時(shí)為港口生產(chǎn)管理者提供了管理對(duì)策,得到的結(jié)果對(duì)港口經(jīng)營(yíng)部門(mén)有很好的借鑒意義。 本文共分為五大部分。第一部分為引言,提出研究背景、研究意義、研究?jī)?nèi)容和研究方法。第二部分為文獻(xiàn)綜述,對(duì)已有關(guān)于國(guó)外港口和中國(guó)港口績(jī)效評(píng)價(jià)的文章進(jìn)行評(píng)述,指出研究中的優(yōu)點(diǎn)和不足。第三部分是對(duì)多種DEA模型的闡述。第四部分為方法論和數(shù)據(jù)分析的結(jié)果,并對(duì)結(jié)果的意義進(jìn)行探討。第五部分對(duì)前文中的分析結(jié)果進(jìn)行總結(jié),提出了提高中國(guó)港口碼頭運(yùn)作績(jī)效的對(duì)策和建議。
[Abstract]:In recent years, with the global economic integration and China's accession to the World Trade Organization, China's foreign trade has developed rapidly, and the port and shipping industries have developed rapidly in recent years. The transport capacity of the port has been greatly improved. Since 2003, China's port cargo throughput and container throughput has leapt to the first place in the world. Driven by market demand, China's major ports and terminals are competing to plan and invest in construction. Great achievements have been made in port investment construction, but there are still some problems such as blind expansion of port and repeated construction at low level. Therefore, with the increasingly fierce competition of the port, how to effectively use resources, improve the efficiency of port operation, save costs, and enhance the competitiveness of the port, has become the most important problem faced by port managers. On the basis of selecting the production index of wharf company as input and the annual throughput of wharf company as the output, this paper studies the performance evaluation of 14 ports and nearly 40 companies in China. Based on the classical DEA model, this paper uses the DEA model of extreme efficiency to rank the performance of the wharf companies from 2004 to 2009, and combines the latest data from 2010. The cross-efficiency DEA model is used to study the performance of wharf company. The study found that in the past few years, the resource utilization and management problems existed in the port operation of our country, and also revealed the scale efficiency of the wharf company and the scale income state of the wharf company. At the same time, it provides the management countermeasure for the port production manager, and the result has very good reference significance to the port management department. This paper is divided into five parts. The first part is the introduction, the research background, the research significance, the research content and the research method. The second part is a literature review, which reviews the performance evaluation of foreign ports and Chinese ports, and points out the advantages and disadvantages of the research. The third part is the elaboration of various DEA models. The fourth part is the results of methodology and data analysis, and discusses the significance of the results. The fifth part summarizes the analysis results and puts forward the countermeasures and suggestions to improve the performance of China's port terminal.
