【摘要】：在PPP招商階段,城市軌道交通項(xiàng)目運(yùn)營(yíng)收支預(yù)測(cè)直接關(guān)系到招標(biāo)條款設(shè)置的合理性和政府補(bǔ)貼額預(yù)測(cè)的準(zhǔn)確性。從運(yùn)營(yíng)收入、運(yùn)營(yíng)支出角度分析城市軌道交通PPP招商運(yùn)營(yíng)收支預(yù)測(cè)情況,系統(tǒng)梳理并闡述票務(wù)收入、非票務(wù)收入、各項(xiàng)運(yùn)營(yíng)成本、重置更新成本、車(chē)輛追加成本以及稅費(fèi)的預(yù)測(cè)分析方法,供行業(yè)內(nèi)研究探討,從而希望為城市軌道交通PPP模式發(fā)展和運(yùn)用提供借鑒。
[Abstract]:In the stage of PPP investment promotion, the forecast of operating income and expenditure of urban rail transit projects is directly related to the rationality of the setting of bidding terms and the accuracy of the forecast of the amount of government subsidies. From the point of view of operating income and expenditure, this paper analyzes the forecast of operating income and expenditure of PPP in urban rail transit, systematically combs and expounds ticket income, non-ticket income, operating cost, replacement and renewal cost. The prediction and analysis method of the additional cost and tax of vehicles is provided for the research and discussion in the industry, so as to provide reference for the development and application of PPP mode of urban rail transit.
