論我國水路交通突發(fā)事件應(yīng)急機制建設(shè)

【摘要】：近年，全國水上（海上）運輸船舶碰撞、泄漏等交通事故數(shù)量、死亡人數(shù)、沉船艘數(shù)等居高不下，嚴(yán)重威脅（水上）海上從業(yè)工作者及相關(guān)附屬產(chǎn)業(yè)的健康、生命及財產(chǎn)安全，破壞生物資源，污染海洋環(huán)境，影響國民經(jīng)濟發(fā)展和社會和諧穩(wěn)定。水上交通安全與港口經(jīng)濟、民生緊密相連。目前我國政府、海事組織、船級社和船東協(xié)會等行業(yè)主管部門在提高船舶市場準(zhǔn)入標(biāo)準(zhǔn)，按國際標(biāo)準(zhǔn)配備最新航行和監(jiān)控設(shè)備，加大對船東、船舶安全管理體系運行質(zhì)量的完善和監(jiān)督，加強航海類高效學(xué)員專業(yè)操作技能培訓(xùn)、電焊、簡單醫(yī)護(hù)等特殊培訓(xùn)和適任培訓(xùn)方面作了更多的投入，但頻發(fā)的船舶碰撞、有毒有害物質(zhì)泄漏等交通、污染事故仍然對人命、財產(chǎn)和水域環(huán)境造成巨大損失和風(fēng)險，未來的水上（海上）安全管理、應(yīng)急管理工作任重道遠(yuǎn)。本論文在分析我國目前水路交通突發(fā)事件應(yīng)急機制建設(shè)現(xiàn)狀的基礎(chǔ)上，認(rèn)為水路交通突發(fā)事件應(yīng)急機制存在有效預(yù)警機制缺乏、應(yīng)急法制缺位、應(yīng)急管理機制缺失、應(yīng)急反應(yīng)基礎(chǔ)條件薄弱、應(yīng)急反應(yīng)績效評估體系不健全的實際問題，提出健全水路交通突發(fā)事件應(yīng)急機制建設(shè)的措施和建議。 本文共分為四個部分：第一部分為水路交通突發(fā)事件應(yīng)急機制的概述，闡述了研究背景和研究的現(xiàn)實意義；第二部分為水路交通突發(fā)事件應(yīng)急機制相關(guān)研究綜述，探討了國內(nèi)外的研究成果，分析相關(guān)定義和關(guān)系；第三部分分析了我國水路交通突發(fā)事件應(yīng)急機制存在的問題；最后一部分，通過完善應(yīng)急預(yù)案體系、應(yīng)急法律體系、建立統(tǒng)一指揮、運轉(zhuǎn)高效的應(yīng)急管理機制、健全風(fēng)險識別和評估體系、建立應(yīng)急物資與組織保障體系和建立宣傳、培訓(xùn)和演練機制等六個方面探討了解決好水路交通突發(fā)事件應(yīng)急機制建設(shè)的對策思路。
[Abstract]:In recent years, the number of traffic accidents such as collision and leakage of ships on water (sea), the death toll and the number of sunken vessels have remained high, which seriously threatens the health, life and property safety of marine workers and related subsidiary industries. Destroy biological resources, pollute marine environment, affect the development of national economy and social harmony and stability. Water traffic safety and port economy, people's livelihood is closely linked. At present, our government, IMO, classification societies and shipowners associations and other industry authorities are raising the standards of market access for ships, providing the latest navigational and monitoring equipment in accordance with international standards, and increasing the provision of services to shipowners, The improvement and supervision of the operation quality of the ship safety management system, the strengthening of the training of the professional operation skills of the highly effective students of navigation, the special training of welding, simple medical care, and the suitable training have made more investment, but the frequent collision of ships, Pollution accidents still cause great loss and risk to human life, property and water environment. The future water (sea) safety management and emergency management work have a long way to go. On the basis of analyzing the present situation of emergency mechanism construction of waterway traffic emergency in China, this paper thinks that there is a lack of effective early warning mechanism, absence of emergency legal system and lack of emergency management mechanism in waterway traffic emergency mechanism. The basic condition of emergency response is weak and the performance evaluation system of emergency response is not perfect. The measures and suggestions to improve the emergency mechanism of waterway traffic emergency are put forward. This paper is divided into four parts: the first part is an overview of waterway traffic emergencies emergency mechanism, elaborated the research background and practical significance of the study; The second part is the summary of the research on waterway traffic emergency mechanism, discusses the domestic and foreign research results, analyzes the relevant definitions and relations, the third part analyzes the existing problems of waterway traffic emergency mechanism in China. The last part, by perfecting the emergency plan system, the emergency legal system, the establishment of a unified command and efficient emergency management mechanism, the improvement of the risk identification and evaluation system, the establishment of the emergency materials and organization security system and the establishment of publicity, Six aspects such as training and exercise mechanism are discussed in order to solve the emergency mechanism construction of waterway traffic emergency.
