【摘要】：嘉興市地處長江三角洲河網(wǎng)發(fā)達(dá)地區(qū),水運(yùn)條件十分優(yōu)越,是全國內(nèi)河航運(yùn)最發(fā)達(dá)的地區(qū)之一。而要使區(qū)位優(yōu)勢轉(zhuǎn)變?yōu)閰^(qū)域物流優(yōu)勢,并成為區(qū)域內(nèi)河物流中心,關(guān)鍵要以內(nèi)河物流信息來整合現(xiàn)有物流要素,就是要構(gòu)筑一個(gè)區(qū)域內(nèi)河港口物流信息平臺(tái),這樣就能建立區(qū)域政府部門的協(xié)作機(jī)制,為企業(yè)提供良好的市場環(huán)境。 嘉興市內(nèi)河港口物流信息平臺(tái)構(gòu)建研究通過分析嘉興市發(fā)展內(nèi)河港口物流的政策環(huán)境和重要性,并采用SWOT方法分析嘉興市內(nèi)河港口物流業(yè)的發(fā)展前景同時(shí)結(jié)合腹地經(jīng)濟(jì)發(fā)展趨勢和產(chǎn)業(yè)特點(diǎn),采用定性和定量相結(jié)合的方法,預(yù)測了嘉興市內(nèi)河港口各水平年物流需求量。本文研究了在現(xiàn)有交通運(yùn)輸信啟、技術(shù)開發(fā)和應(yīng)用的基礎(chǔ)上,通過整合、改造、新建相結(jié)合的方式,來考慮物流信息、平臺(tái)的構(gòu)建,并將此作為提高港口物流效率的重要手段。本文還通過借鑒國內(nèi)外一些物流信息建設(shè)案例的經(jīng)驗(yàn),對嘉興內(nèi)河港口物流信息平臺(tái)的功能框架進(jìn)行了設(shè)計(jì)提出了物流信息平臺(tái)基礎(chǔ)網(wǎng)絡(luò)和應(yīng)用系統(tǒng)建設(shè)規(guī)劃的一些建議。 本文提出嘉興內(nèi)河港口物流信息平臺(tái)建設(shè)的投融資體系可采用政府、社會(huì)、企業(yè)三方合作,社會(huì)以民間融資方式出資建設(shè)和企業(yè)直接投資三種建設(shè)模式來實(shí)施;物流平臺(tái)的功能需求根據(jù)使用對象和范圍不同可以分為物流企業(yè)、客戶企業(yè)、港航管理三個(gè)層次；平臺(tái)邏輯框架由基礎(chǔ)網(wǎng)絡(luò)平臺(tái)、內(nèi)河港口物流公共信息平臺(tái)、內(nèi)河物流交易平臺(tái)、內(nèi)河物流管理信息平臺(tái)等四部分組成；物流信息平臺(tái)的建設(shè)可采用整合市域資源、加強(qiáng)區(qū)域合作、融入國際體系三階段的策略逐步推進(jìn)。
[Abstract]:Jiaxing is located in the developed area of Yangtze River Delta and is one of the most developed inland navigation areas in China. In order to transform the location advantage into the regional logistics advantage and become the regional inland river logistics center, the key to integrate the existing logistics elements with the inland river logistics information is to construct a regional inland river port logistics information platform. In this way, the cooperation mechanism of regional government departments can be established to provide a good market environment for enterprises. Research on the Construction of Inland River Port Logistics Information platform in Jiaxing City through the analysis of the policy environment and importance of developing inland port logistics in Jiaxing City, The development prospect of inland river port logistics industry in Jiaxing city was analyzed by SWOT method, and combined with the development trend of inland economy and the characteristics of industry, the annual logistics demand of Jiaxing inland river port was predicted by combining qualitative and quantitative methods. Based on the existing transportation information, technology development and application, this paper studies the construction of logistics information and platform through the combination of integration, transformation and new construction, and regards this as an important means to improve the efficiency of port logistics. Based on the experience of some logistics information construction cases at home and abroad, this paper designs the functional framework of Jiaxing inland port logistics information platform and puts forward some suggestions for the basic network and application system construction planning of the logistics information platform. This paper puts forward that the investment and financing system of Jiaxing inland river port logistics information platform can be implemented by three kinds of construction modes: government, society and enterprise. The functional requirements of the logistics platform can be divided into three levels: logistics enterprise, customer enterprise and port and shipping management according to the using object and scope. The platform logic framework consists of four parts: basic network platform, inland port logistics public information platform, inland river logistics trading platform and inland river logistics management information platform. The construction of logistics information platform can be promoted step by integrating city resources, strengthening regional cooperation and integrating into international system.
