【摘要】：綜合交通運(yùn)輸體系與經(jīng)濟(jì)發(fā)展有著十分密切的內(nèi)在聯(lián)系，兩者相互依存，相互影響。綜合交通運(yùn)輸體系就好比人體的經(jīng)絡(luò)，在國民經(jīng)濟(jì)中起著聯(lián)系和紐帶的作用，是資金流、人流、物流、信息流、技術(shù)流等各種活動實(shí)現(xiàn)的重要載體，，是保證整個國民經(jīng)濟(jì)和社會再生產(chǎn)活動正常進(jìn)行的基礎(chǔ)。它使國民經(jīng)濟(jì)連接成一個嚴(yán)密的整體，對國民經(jīng)濟(jì)的發(fā)展起著舉足輕重的作用。綜合交通運(yùn)輸體系是在鐵路、公路、航空、管道、水路、城際軌道交通及其他等6種運(yùn)輸方式的基礎(chǔ)上建立起來的一個龐大的系統(tǒng)工程，受資源、經(jīng)濟(jì)、成本、科學(xué)技術(shù)、社會環(huán)境、需求等因素的影響比較大。湖南位于中國中部，隨著綜合交通運(yùn)輸體系“東聯(lián)西接”、“南通北達(dá)”的作用越來越突出，綜合交通的地位也越來越高。為了實(shí)現(xiàn)“十二五”時期湖南經(jīng)濟(jì)的有效增長，找出綜合交通運(yùn)輸體系促進(jìn)湖南經(jīng)濟(jì)發(fā)展的政策措施就顯得尤為重要。 本文在借鑒國內(nèi)外大量學(xué)者關(guān)于綜合交通運(yùn)輸體系的研究基礎(chǔ)上，對中國及具有代表性的發(fā)達(dá)國家如美國、日本和英國的綜合交通運(yùn)輸體系構(gòu)建進(jìn)行分析并進(jìn)行經(jīng)驗(yàn)總結(jié)。然后結(jié)合湖南的社會經(jīng)濟(jì)發(fā)展現(xiàn)狀，對湖南綜合交通運(yùn)輸體系的各種運(yùn)輸方式進(jìn)行深入研究，了解湖南綜合交通運(yùn)輸體系構(gòu)建現(xiàn)狀，指出湖南綜合運(yùn)輸體系構(gòu)建所存在的問題，并從戰(zhàn)略管理的角度對其進(jìn)行分析。通過運(yùn)用計量經(jīng)濟(jì)模型、相關(guān)系數(shù)分析及灰色關(guān)聯(lián)理論，分析湖南綜合交通運(yùn)輸體系的構(gòu)建對湖南經(jīng)濟(jì)所產(chǎn)生的影響及其與經(jīng)濟(jì)發(fā)展的協(xié)調(diào)性、相關(guān)性、因果性。最后，結(jié)合現(xiàn)階段湖南綜合交通運(yùn)輸體系的發(fā)展情況，在促進(jìn)湖南經(jīng)濟(jì)有效發(fā)展的前提下提出更加完善的對策措施。 綜合交通運(yùn)輸體系是支撐經(jīng)濟(jì)良性發(fā)展、促進(jìn)社會全面進(jìn)步的基礎(chǔ)性產(chǎn)業(yè)和服務(wù)性行業(yè)，是優(yōu)化產(chǎn)業(yè)布局、促進(jìn)經(jīng)濟(jì)增長、社會發(fā)展進(jìn)步的重要條件和重要依托。本文只涉及到綜合交通運(yùn)輸體系的經(jīng)濟(jì)研究，未來還需要在資源配置、環(huán)境、社會等方面進(jìn)行深入探索，制定科學(xué)合理的發(fā)展戰(zhàn)略，促進(jìn)湖南各地綜合交通運(yùn)輸體系的持續(xù)健康發(fā)展。
[Abstract]:The integrated transportation system is closely related to economic development, and the two are interdependent and influence each other. The integrated transportation system is like the meridian of the human body. It acts as a link and tie in the national economy. It is an important carrier for the realization of various activities such as capital flow, people flow, logistics, information flow, technology flow, etc. It is the foundation that guarantees the whole national economy and social reproduction activity to carry on normally. It links the national economy into a tight whole and plays an important role in the development of the national economy. The integrated transportation system is a huge system engineering based on the six modes of transportation, such as railway, highway, aviation, pipeline, waterway, intercity rail transit and other transportation modes, which are subject to resources, economy, cost, science and technology. Social environment, demand and other factors have a greater impact. Hunan is located in the central part of China. With the integrated transportation system connecting the east to the west, the role of Nantong and the northern reach is becoming more and more prominent, and the position of integrated transportation is becoming more and more important. In order to realize the effective growth of Hunan's economy during the 12th Five-Year Plan period, it is particularly important to find out the policies and measures of comprehensive transportation system to promote Hunan's economic development. Based on the study of integrated transport system by a large number of scholars at home and abroad, this paper analyzes and summarizes the construction of integrated transport system in China and representative developed countries such as the United States, Japan and Britain. Then combined with the current situation of Hunan's social and economic development, this paper makes an in-depth study on the various transportation modes of Hunan's integrated transportation system, understands the present situation of Hunan's comprehensive transportation system construction, and points out the problems existing in the construction of Hunan's integrated transportation system. And from the perspective of strategic management to analyze it. By using econometric model, correlation coefficient analysis and grey correlation theory, this paper analyzes the influence of the construction of Hunan comprehensive transportation system on Hunan economy and its coordination, correlation and causality with economic development. Finally, combined with the development of Hunan's comprehensive transportation system at present, more perfect countermeasures are put forward on the premise of promoting the effective development of Hunan's economy. Comprehensive transportation system is the basic industry and service industry to support the benign development of economy and promote the overall progress of society. It is also an important condition and support for optimizing the layout of industry, promoting economic growth and social development and progress. This paper only involves the economic research of the integrated transportation system. In the future, we still need to make a scientific and reasonable development strategy in the aspects of resource allocation, environment, society, etc. To promote the sustainable and healthy development of Hunan's comprehensive transportation system.
